This is a good question. Two of the best ever are “Snidely Whiplash” and “J.R. Ewing”.

So many great villains to choose from…
I loved Christoph Waltz’ portrayal of Hans Landa in “Inglorious Basterds”. Brilliant acting; you almost like the scumbag nazi. Also, Heath Ledger as The Joker.

But my favorite villain ever was Tim Roth playing Cunningham in “Rob Roy”. He was screwed over Rob Roy over rustled cattle. He played the King over the same rustled cattle. I cheered out loud when he finally gets his dues at the end of the movie. A total POS.

… kind of comedic to me – but Jason Voorhees of the Friday the 13th movies

Jack Gleeson as Joffrey Baratheon in Game of Thrones, and Giancarlo Esposito as Gustavo Fring in Breaking Bad are two antagonist who come readily to my mind.

Heath Ledger – Joker

Hedley Lamar, Boris Badenoff, Siegfried (on Get Smart)

Leland Gaunt & Randal Flag were pretty good too, but they were not actually human so “villain” isn’t really correct.

Hannibal Lecter...with a hissing sound at the end saying,“A census taker once tried to test me. I ate his liver with some fava beans and a nice Chianti.”

Walton Goggins plays Shane Vandrell in The Shield and Boyd Crowder in Justified. Two of the most despicable characters in TV history. Great actor

“The Doctor.” In the movie, The Evil That Men Do, The Doctor, was a former Nazi and a
torture expert. Ex CIA, Charles Bronson, hunts him and his sister down in South America.
The torture scenes were pretty gruesome.
