Don’t build anything. Turn it into a big park and open space.
However, the money grubbing developers and the corrupt politicians will make sure that doesn’t happen.

Wall the entire place off, fill it with tiny homes, treatment centers and facilities to feed people. Get all the non-profits supporting the complex to support the build and the ongoing costs. No need for tax money. Anyone living on the streets in coco county gets sent there until they can move out on their own. Homeless problem solved? It won’t increase traffic.

Update what? There is nothing to update that land can NEVER be reused for anything!
Get over it people quit believing it’s actually gonna something other than what it is today.
