A 26-year-old man was arrested on attempted rape by force and sexual battery charges in Pleasant Hill on Jan.11, according to the Pleasant Hill Police Department.
The man, identified by police as Joshua Downs, was arrested in the 100 block of Cleaveland Rd., police said.
Police tell Claycord.com they received a call that a suspicious male was following an adult female who was holding a baby. Upon police arrival, officers located Downs and the involved female.
It was determined that Downs had been following the female from the downtown area to Cleaveland Rd. The female reported Downs had exposed himself to her while he was following her and that he grabbed her while she was holding the baby, police said. The female reported Downs also grabbed her pants which caused them to rip, according to police.
The female was able to get away from Downs, but sustained minor injuries to her leg. The baby was not injured.
Downs was arrested and booked into the county jail for attempted rape by force, sexual battery, child abuse and indecent exposure.
Downs has an extensive arrest record, with arrests in the past for battery on a police officer, battery on a person, attempting to remove firearm from a police officer, grand theft, giving false info to a police officer, and drug possession.
Well Becton.. with those charges and that arrest record is that enough to hold him without bail? He’s obviously a danger to the public!
I’m also curious where he lives. Was he a transient or a neighbor in the area.

I know the victim and what police failed to share with you is that , this man had a sharp weapon and every time he tried to touch her he would cut her up on the upper thigh area. She sustained around 13 slashes to her upper legs . She has been shaken to the core. The baby was buckled up in his stroller. She walked almost three blocks to get help. She tied one wrist with a rope she had to the stroller so that he couldn’t separate her and the baby . She kicked him with her leg and other arm. Her biggest fear was that he may take the baby. No one should ever have to go through this horrific attack . She fears for her safety and also needs time to heal from her wounds.
Concealed carry (legally) would have given her an option that equalizes her with the perp. It may have also spared us the expense of trying and jailing him.
Sincere sympathies and prayers for psychological and physical healing. That is beyond just getting shaken up. This can cause PTSD. A good psychiatrist is probably a good idea. But empowering her with the tools to deal with it should or ever happen again is also very powerful.
Multiple violations from criminals who are let go. Really??? They know they can get away with it so next time, maybe murdering your loved one, family member and on and on. It’s happened so many times in the past. When will the justice system understand it? We live in a cesspool of lawlessness. Why?
Nothing will happen to this POS, slap on the wrist. I can’t help but wonder If this happened to Becton or Newscom’s wife, I am 100% sure this guy would be locked up for life. But, We the People (who pay their salaries), do not matter to the corrupt elites.
So true!. Today I’m extra fed-up with this area! ,because in all three places I was today- on this holiday- I personally saw people stealing. Society is crumbling!

His arrest and bail details are publicly available to anyone by searching inmate information on Contra Costa County Sheriff. His bail is $250,000. Just hoping and praying he is not able to post bail. How horrible for this momma and baby.

Hi all. Thanks to the Claycord team for posting this and thanks for all the supportive comments. Two quick things: I personally will be following up tomorrow, when the DA is expected to be reviewing the charges. After that I assume we will see an arraignment, which I will do my best to personally attend. Anything I learn from these will be relayed to the Claycord team.

It’s a scam If she is in the country illegally, because she is entitled to free health care. I’m not saying she is an illegal, because I don’t know her, but since she needed a translator during the interview, that possibility does exist.
If she’s illegal, she needs to go home. But not before paying taxes on the money she has earned as a nanny. Dude still needs to fry.

This is horrific.
This guy needs to stay locked up. Our DA needs to aggressively prosecute. It should be years before he once again sees daylight outside the confines of a razor wire topped fence.
