Concord City Council To Consider Exclusive Agreement With Brookfield Properties To Develop Naval Weapons Station Land

At a special meeting on Tuesday, Sept. 19, the Concord City Council, sitting as the Local Reuse Authority (LRA), will review and consider approving an Exclusive Negotiating Agreement (ENA) with Brookfield Properties to develop 2,300 acres of the former Concord Naval Weapons Station.

At its meeting on Aug. 26, the LRA selected Brookfield as the preferred master developer for the Base Reuse project.

Once the ENA is approved, the two parties will work together over the next four months to prepare preliminary land use and financial plans as the basis for a Term Sheet. The Term Sheet, if accepted by the LRA, will serve over the following 24 months as the basis for writing a Specific Plan, Disposition & Development Agreement, and other documents to guide the project’s construction.

The agenda and staff report for this meeting will be posted to the City’s website by Friday at 5 p.m.

Commonsense would be to start small. As we know though money talks. Brookfield Properties is not a real company. It is a group of investors mostly Chinese Communist controlled.

…and part of their technique is to build some and sell off rights to some lots to other builders… City gives away control with an exclusive like this. We could really use some new blood down at City Hall. Some that isn’t so worn out and tired of their jobs. 20-30 years of yawn for wages.

That’s where they keep getting into problems. EXCLUSIVE anything is rarely good. When you only field one team…duh…… Competition is what keeps the ball rolling.

I looked at the Brookfield website and I can’t say I find what they build all that attractive. I think we need to be clear on what we, the people who will live with this project, want to see.
