Concord Police Seek Help Following Arrest Of Sexual Assault Suspect – Man Was Already Convicted Of A Sex Crime This Year But Released From Jail, According To Police

The Concord Police Department is asking for the community’s assistance following the arrest of a man for two separate incidents involving sexual assault and attempted kidnapping.

Last week on December 8, in the mid-morning, a woman was walking on Minert Rd., near Oak Grove Rd., when a man came up behind her, grabbed her, and allegedly attempted to kidnap her.

The following day, the suspect returned and allegedly sexually assaulted another woman who was walking in the same area. Concord Police were able to get a license plate number of the suspect’s car, which eventually led them to his home in Concord. Later that day, Detectives arrested 22-year-old Rafael Mendoza-Reyes.

He is currently in Contra Costa County Jail and the District Attorney’s Office has filed charges.

Mendoza-Reyes was arrested in June of this year by the Contra Costa Sheriff’s Office when he sexually assaulted an Alamo woman who was gardening in her front yard.

He was convicted of a felony for that crime, according to police.

His prison sentence was suspended, and he was released from jail four months later.

Concord Police believe there may be additional victims in the community who have not reported to the police. Other law enforcement agencies in the area have been notified of the case. However, they encourage anyone who may have been victimized or had any contact with the suspect to please contact CPD Detectives.

Pictured above is the most recent picture of Mendoza-Reyes and his car (which was allegedly used in both Concord crimes).

Anyone with information regarding this case should contact Detective Juan Piceno with CPD’s Special Victim’s Unit at 925-671-3235.

Let’s see now, Diane Becton will promote him to Concord city councilman just like the DUI alcoholic Laura Brewmeister.

Need to tear out front door on county jail and install a revolving door.

Will it take a murder to keep this guy locked up ? ? ?

Do we know it was rape? Sexual assault comes in many forms. IMHO, any form of sexual assault should result in a body part being removed, rape should be met with a death sentence. These are not just felonies, they are violent felonies and we simply don’t need sub-humans capable of these crimes living among us.

ANOTHER VICTIM December 16, 2022 - 9:43 AM - 9:43 AM

Any sexual assault is so degrading and hurtful for someone’s whole life. Please don’t judge what form it is, until you personally experience it….

1791 December 16, 2022 - 2:44 PM - 2:44 PM

I don’t judge, our laws do. Totally agree and until we start upping the ante on consequences for these crimes, they will continue.

Pat December 14, 2022 - 7:21 PM - 7:21 PM

Why in the H was his sentence suspended?

One word Becton & was just voted back in…

Exit 12A December 14, 2022 - 7:46 PM - 7:46 PM

… and exactly why was his sentence suspended after four months?
.
He is an example of lenient left-wing policies which DIRECTLY negatively affect the public health, safery, and welfare.
.
The judge who allowed his release should be censured and DA Becton should make an oral public statement of the judicial system’s FAILURE.

I think it’s about time these Judges and DA’s start being held accountable for allowing this type of stuff to keep happening. They better hope it doesn’t happen to one of my loved ones

Convicted of sexual assault, prison sentence was suspended, and he was released from jail four months later?

Who is the real enemy here?

The Fearless Spectator December 14, 2022 - 8:02 PM - 8:02 PM

It’s a Soros/Becton county.

Most voters are politically asleep and vote without knowing the facts. There is no reasonable person who
would vote for Diana Becton, and this guy is a textbook example of her woke positions.

Bobfished December 14, 2022 - 8:12 PM - 8:12 PM

This is a result of progressive, liberal polices that people in this state keep voting for. Hey you, this is your fault!

Doh December 15, 2022 - 11:41 PM - 11:41 PM

No, it is the result of arresting so many people we have run out of space in the jails. I thought it was only non-violent people were released early.

SAM December 16, 2022 - 12:10 AM - 12:10 AM

Doh
You thought wrong as usual. It’s a result of progressive policies. Empty the prisons then close them. Hello??

Jeff (the other one) December 14, 2022 - 8:28 PM - 8:28 PM

Ain’t that just great! So many things in this state are so messed up (wanted to use stronger and much more inappropriate language), and I do not see any direction toward improvement. If my female friends plan on walking around this area alone, I recommend observing and practicing your Second Amendment right, even though that seems to be frowned upon more than the sexual assault in this state.

Anon December 14, 2022 - 8:57 PM - 8:57 PM

The words describing Soros Becton and these #$%& judges wouldn’t be posted here.
And I’m NOT the only one fed up with this BS!!

Oh, and to the Alphabet agencies…….Don’t Worry about me, Worry about the Constitution and the Citizens who you trample on Daily.

Let’s be honest we all want to be tough on crime. But you pretty much have to assume that anybody who says Gavin Newsom, DA or Becton in their post is basically a partisan idiot with nothing intelligent to say.

This is the problem. You, and people like you in the mainstream left blue bubble, have been conditioned to hear anything out of the right as nonsense “Faux News” propaganda. Despite a foreign billionaire sinking hundreds of millions into getting his preferred DAs elected all around the country; despite those DAs going on to unilaterally decide how the law does (or more often does not) get enforced; despite the rapid increase in all variety of crime in many of these areas, you look at the reason and think “right wing talking points.” Does the zero bail movement just not exist to you? Have you accepted as normal that most property crimes are fine? Do you think it’s a good thing that the store you buy your groceries at has hundreds of thousands, if not millions in theft every year?

What will it take to knock you out of your bubble? Someone you care about getting killed by a felon that should have been in jail?

The Fearless Spectator December 15, 2022 - 2:05 PM - 2:05 PM

I respectfully disagree. There are many people who do not want to be tough on crime. Soros, Becton, and Newsom are three of them. They have demonstrated publicly through their actions they are pro-crime.

Rollo Tomasi December 15, 2022 - 5:51 PM - 5:51 PM

@Schmee: OK smartguy, here’s your chance. Tell us who is responsible for criminals in California spending less time locked up away from respectable people. You do realize that democrats run the ENTIRE state, right?

Dawg December 14, 2022 - 11:02 PM - 11:02 PM

But the Libs are telling us they are illegally crossing our borders because they want a better life, and are doing the jobs that Americans don’t want to do.
You Libs want open borders? This is the result.
Ordinarily I would say, anybody claiming to be a proud Democrat, and believe Newsom is doing a great job, should have their head examined. Unfortunately, the head examiner is also a Liberal with their head up their a$$.

Absolutely disgusting! Four freaking months for rape. I hope the pasty white female Liberals who voted for Becton are proud of this D A. I will not be surprised if she releases him again in less than 1 year. Just curious Diana, is the rapist here illegally? I heard Venezuela, Nicaragua and Cuba are emptying out their jails.

SAM December 15, 2022 - 7:23 AM - 7:23 AM

The pasty white females are the intended targets of soros policies like this. They are trying to bait the white male conservatives. Think about it.

Concerned concordian December 15, 2022 - 6:20 AM - 6:20 AM

I am so disappointed and outraged that CPD failed to alert the public after the first incident!!
There is a middle school very close to this incident location!
Good job CPD for doing the usual lame citizen protection!! 👏

OVERDUE is what you mean. This is not a civilized Society anymore! As to the “Undocumented Immigrants” who’s jobs are they taking? Those at the bottom or those wanting to get started in working. Go to any fast food restaurant(except in-n-out and Chick-fil-a) and you will not find almost any non immigrants working there.

The government at the justice system is the real criminal and enemy of the honest people.

Sandra simental Simental December 15, 2022 - 11:10 PM - 11:10 PM

This system is so twisted why did he only serve 4 months ???? He was found guilty of a sexual assault ! Our county is failing us … and me as a woman feel unsafe in this county if they will continuously suspend and shorten sentences whats the point !

Tish December 16, 2022 - 8:50 AM - 8:50 AM

The person who suspended Mendoza-Reyes’s prison sentence should be locked up as an accomplice.

Tish December 16, 2022 - 8:52 AM - 8:52 AM

The person responsible for releasing this criminal so that he could repeat his crimes should also be locked up.

ANOTHER VICTIM December 16, 2022 - 9:26 AM - 9:26 AM

Where is our protection DA? He attacks a woman and gets released in four months?
Then goes out and attacks more women? This is complete BS!
This stuff scares women for life and ruins any type of normal relationships with a man.
What are you going to do about saving us from these monsters?
I had this happen to me and I still live in fear….DA what are you doing to protect us women?
We are not supposed to live in fear, you are needing to put these sexual monsters away.

Happy Squash December 16, 2022 - 12:29 PM - 12:29 PM

That guy is 22?!?
Also-gross that he was out of jail so quickly. I feel very badly for his victims. What a scumbag.

Rich December 16, 2022 - 4:31 PM - 4:31 PM

Just a reminder this is another REPEAT offender released by the DA the voters chose…

SG December 19, 2022 - 3:40 AM - 3:40 AM

Who suspended his prison sentence then let him out! What nut would do that! They aid and abet crimes and creeps like this. They should be fired and imprisoned for their nonchalant and dangerous attitude! Shameful!
