Proposed State Law Would Add Additional Jail Time For School, Church Attacks

A California state senator from Stockton has introduced a bill to tack on additional prison time for various violent crimes committed in schools and places of worship.

The bill, SB699, would create two sentencing enhancements for several felonies committed or attempted on school properties or at churches, mosques, synagogues and the like.

“Schools and houses of worship are foundational building blocks of our communities and should be safe spaces for all those who use their services,” Sen. Susan Talamantes Eggman, D-Stockton, said in a news release.

The bill would add an additional two-, three- or four-years in prison for manslaughter, mayhem, kidnapping, robbery, carjacking and rape, among other crimes.

It would also add a 10-year enhancement for murder at a school or house of worship.

The bill is dubbed the Alycia “LaLa” Reynaga Act after the 15-year-old victim of a deadly stabbing attack on Stockton’s Stagg High School campus.

Reynaga died after 52-year-old Anthony Gray allegedly drove to the school on April 18, got out of his vehicle and began stabbing her with a knife.

Soon after, San Juaquin County District Attorney Tori Verber Salazar contacted Eggman about introducing new legislation to add additional prison time for such attacks, said spokesperson Elisa Bubak.

“Heinous acts of violence on school campuses and places of worship deserve additional consequences,” Salazar said. “SB 699 is one way California can lead the nation in reform, protecting those seeking an education and those who wish to participate in religious gatherings.”

Would this include unconstitutional attempts to close churches by power hungry politicians?

They’re tax-exempt. They can’t stand not getting tax money. They also consider them ripe property for putting low-income housing or tiny homes on.

Maybe try the death penalty for murder and rape. May be a deterrent.

If they only prosecuted these people that are Caught using a gun in any crime the way it use to be, a lot of this crap would start to dry up. I know of to many instances where DAs didn’t prosecute and these people go one there merry way committing more violent crimes. If there is no fear of severe punishment it will only get worse

California had a 5-year enhancement for using a gun in a crime. Gavin and the Democrats got rid of it.

@WC

Isn’t it funny? That fact is never mentioned anywhere….unless one looks for it they would never hear about it.

Ideally there would be gun laws that were so severe that criminals would be too afraid to break them. Unfortunately, if you believe the media, most gun violations are committed by people of color and a severe law would be deemed racist.

.
WEAK!!!!
.
The “enhancement” should be the instant eligibility for the death penalty.
.
If convicted, an express lane thru the justice system for appeals, and execution within 120 days of conviction.

How about a trip straight to the gas chamber or electric chair. This country needs to wake up and put an end to these people. They don’t deserve to live when they commit crimes like this. It’s not the guns it’s the criminal’s.You will create a black market for guns if you outlaw them. You think there are a lot of drugs coming into this country.

But this is soft on crime California.. Reform created this mess. People want criminal justice not social justice.

Why?

How about you actually enforce the laws on the books!

Why do you need special laws for special locations or “special” people for that matter?

Are crimes committed against people off campus or away from Churches less criminal?

Why should the punishment be less for the exact same crime committed off the curtilage of school or church than on it?!?

No amount of punishment, in my opinion, will discourage criminals from targeting schools, churches, or private residences.

I’m so fed up with the “soft on crime” ideology and its complete failure that I now want to see heavier penalties for anyone found guilty.

This new law will merely serve as a band-aid for a broken legal system.

We will all have to live in fear of the criminal until the people opt to reclaim control of government and restore a more common sense justice system.

Changes can begin to occur once people decide that the criminal must live in fear of justice.

The proposed legislation does little to dissuade criminals or protect the public from them.

Wow, a Democrat politician interested in prosecuting people who assault places of worship?
This is some sort of breakthrough. Will wonders never cease.
Miss Eggman has obviously earned her way on to Newsom’s sh** list.

It’s an election year, so they have to pretend they give a $hit.

Nothing more….

Yes, send them to the chair but isn’t there an injuction in place? What death penalty?

We have had the death penalty. We have also had hard labor and lengthy prison sentences all within this last century. If those are so effective, why didn’t crime disappear then?

Illogical.

This is dumb. These shooters seldom make it out of the scene alive. They’re prepared to die anyways.

The GUN terrorism has reached a crisis level, The fix a little here fix a little there approach is not working. Wishing us luck but I think we are wasting time thinking the position of the GOP is going to change either on ROE vs Wade or Guns – It took 12 years after the attempted assassination of a GOP PRESIDENT to get the Brady bill passed. It passed only after a Sunset clause was included at the insistence of the GOP. What chance do kids have if an attempt to kill a favorite GOP PRESIDENT can’t change this terrorism. The fetus is important to the GOP, after birth nothing, the GOP even voted against solving the baby formula crisis. The kids keep getting shot after they made it through the GOP protected fetus stage.

If the Biden administration had any concern over terrorism they would have closed the southern border, and not abandoned millions of dollars worth of weapons in Afghanistan.
Regarding the domestic mass shootings, they use those for political fodder. Notice they don’t discuss the black on black shootings.

Shame on you!

Your partisan position and cited references are about 30-40 years behind the times. Don’t bring partisan blame to the discussion, bring solutions.

Mental illness
Depression
Social isolation
Missing healthy homelife
Missing support network
Poor gun safety
Lack of a respect for life,, human and animal

We need to pivot towards resolutions of these topics, and more. The Texas shooter had photos of him taken with bags of dead cats. It’s not a partisan issue.

Nice diatribe.

Perhaps you can explain to all of us Rich why the California Legislature and California Governor passed and signed Senate Bill 620 in 2017. You know the one that made a strike or the 10-20-Life firearm enhancements discretionary when prior to the law change it was mandatory.

You know the California State Executive Branch and Assembly that is dominated by Democrats.

If GUN terrorism is so bad why did the Democrats of California decriminalize their use?

If penalties were stiff enough for crimes it wouldn’t matter who they were against or for what reason. I never understood why you get more time if you hate someone or something. I doubt if anyone ever said I better not hate that guy before I kill him or rob him. Lets see I hate that guy I better leave him alone. Just make all criminals pay dearly.

A California DEM politician that wants to increase penalties and keep FELONS in prison longer, . . . . how’d that happen ? ? ? ? ?

IF DEMs want to keep our kids SAFE, abolish gun free zones ! ! !

And the shooters will continue shooting regardless.

How about these democrats pass a law requiring schools and places of worship to have their own armed security that is specifically tasked to protecting lives of the individuals that they work for.

Schools and places of worship are generally legitimate organizations that strive to follow all rules and regulations of the government they operate under. There’s always exceptions of course, but most of them like to follow the law to the best of their ability at least that we know of.

Unlike mass shooters who don’t comply with anything at all, these organizations will comply with this law. And they will provide their own armed security. And since lots of schools are owned by the government, there will be at least one police officer stationed on duty at every government operated school armed with firearms and a radio to call in the cavalry if something happens just in case.

But apparently, my opinion is just an opinion that doesn’t matter because people inside the government have their own agenda.

It’s simply because every move they make is based on political and economical reasons, not for moral, ethical, safety and common sense reasons.

shooters’ usually plan to commit suicide, so this makes no difference in stopping them. Charge the parents with murder too, and maybe you will see a difference.

What’s the sentencing enhancement for grooming and Marxist indoctrination of the students?

Oh, I see. That’s part of the curriculum. Silly me.

… if this is a shooting at a school it is attempted murder – that hould be minimum life in prison – why would you need an enhancement? … unless you’re in Cali where you’ll be let off early … sad

Attorneys and judges would get all hung up on the definition of “school” and “church.” Venue shouldn’t matter anyway. Prosecute the hell out of the perp and BRING BACK THE DEATH PENALTY!!!

I have mixed feelings about this one. On one hand, I doubt it’s really going to make any difference, and it would be better to just enforce the laws we have. On the other hand, it only affects criminals, which is WAY better than most of the bills being pushed that only affect the law-abiding. So, while I doubt it will do any good, I don’t see it doing any harm, either.

.
Where is the outrage concerning the continuous black-on-black murders in the Chicago metro area?

Oh yeah, let’s create more redundant laws……what a great idea!
HOLLOOOOOO……is anyone awake in Sacramento?
Those monsters are suicidal, so your stupid laws accomplish NOTHING.
We’re being led by idiots and fools.
PROVE ME WRONG!

So, a 15 year old girl (15!!!!!!!) gets murdered, and our legislators decide that because of WHERE this 15 year old girl (15 !!!!!!!) was murdered, the murderer should get another 10 years. He murdered a 15 year old girl, he should spend roughly 2 weeks in prison as they order the pleasant chemical cocktails that ease him into the otherworld.

Wow lets make more laws that we don’t enforce! These shooters either kill themselves or they are shot by police. How many live to even prosecute? Waste of time. They should be given a number instead of using their name so they can’t be famous then immediately disposed of in a violent manner.

Back in the 60’s and 70’s (and before then), everyone would say hi to each other, you’d find out who your neighbors were and you either liked them or didn’t like them. But that was it. But if you were a recluse, you were considered suspicious, hiding something, maybe considered communist. This world since the internet has isolated a lot (under statement) of people and offered uncensored access to all kinds of information (true and false information) to an easily led populace. We are doomed.

I have to laugh at Boudin’s ads. He stating that he’s “tough on crime” and that criminals will be “arrested and the crimes investigated…”

Yet nothing is said about filing charges or being prosecuted.

I’m hoping Boudin gets kicked to the curb.
