Here’s the definition directly from the Contra Costa County Health LTHC dashboard about outbreaks:
An outbreak is defined as the current California Department of Public Health definition: a skilled nursing facility with 1 or more COVID-19 positive resident(s), or another congregate facility that has 2 or more COVID-19 positive resident(s) or staff within the previous 14 days. Active outbreaks are those that have had a positive case within the last 28 days. Resolved outbreaks are those that had their last positive case more than 28 day ago (i.e. after no positive cases for two full incubation cycles)

It breaks my heart to hear of all of these outbreaks in facilities where our loved ones are residing…it’s a shame that Chuckie the Troll had to wait 2.5 weeks to receive the results for a parent! Dr. Farnitano acknowledged that the turnaround is a big issue and that they are “trying to do all possible, leaving no stone unturned to try to mitigate this”…unfortunately contact tracing is useless with the current timeframe. He did talk about investigating pool testing, whereby multiple swabs are tested together, and when there’s a positive in the pool, then individual tests retested. I believe this method should’ve been implemented months ago. Take a read:

No. In order for the potential sick to get their results quickly, the healthy individuals need to stop getting tested. When we have a bunch of healthy people backing up the testing centers, then the ones who are actually sick end up getting their results after they’ve already recovered. It happened to my mom’s friend. She got sick, got tested, recovered, and then got her results.
Stupidity at its finest.
I have said exactly that for months. Why the hell would people who are not sick get tested or wear masks?
If your husband is admitted to the hospital for a heart attack and dies and tests show he was positive for Covid-19 … his death will be ruled due to Covid-19.
If your sister has liver cancer, is given months to live, declines rapidly and tests show her positive for Covid-19 … her death will be ruled due to Covid-19.
If your uncle has an aneurysm and suddenly dies and tests show he was positive for Covid-19 … his death will be ruled to Covid-19.
If your friend tests positive for Covid-19 and you are questioned by the CDC on your interaction with your friend … you will be counted as a positive test result if you indicate you have had ANY ONE symptom of Covid-19 since being in contact with your friend. This means indicating you have had a headache, diarrhea, nausea AT ALL since seeing your friend you are counted as a positive result even without having taken a test. Many of the positive tests are due to PROBABILITY, not POSITIVITY.
Is Covid-19 real? Yes.
Is the data accurate? No.
Is the data horribly inaccurate? Yes.
Quit getting sucked into the media induced hysteria and look deeper into what is actually going on.
I believe it was Dr. Fauci (or the CDC or NIH – some organization of repute) that recently admitted that there was a financial incentive for hospitals to report COVID19 as (the) cause of death, even when it wasn’t.
Sounds like outright fraud to me.

You correct, hospitals definitely have a financial incentive through the CARES act relief funding (and it’s not just peanuts) to have Covid-19 patients. Take a look at the HHS website,,,
