Walnut Creek Police arrested a man for residential burglary on Wednesday.
Police said they received a call from a resident on Wiget Lane on Wednesday afternoon stating there was a male inside her house.
Officers arrived on scene and arrested Walnut Creek resident Randy Richards for residential burglary, possession of stolen property, an outstanding warrant, and probation violation, police said.
Richards was transported to the county jail in Martinez.

Shocked and saddened he is from Walnut Creek. How scary for the homeowner to find this bad dude waiting in her house!
If you check his Facebook page it states that he is originally from Pittsburg but lives in Walnut Creek.

It was made harder to charge property criminals and drug addicts with a FELONY, so as to keep State Prison population low and reduce jail populations. Often putting addicted substance abusers back on our streets to be predacious upon society. The Courts used to be able to force an addict to get clean n sober and stay that way, that is no longer the case.

Previous to Prop 47, AB-109 made it possible have convicted felons serve their sentences in county jails instead of state prisons. There are felons serving multi year sentences in county jails forcing early release of convicted misdemeanors criminals long before their sentenced time is up.

What does “Walnut Creek resident…” mean? Seems like that term is being used very loosely. He resides under a freeway bridge? In a tent somewhere within the city limits? Kinda doubt he’s an actually a resident of Walnut Creek.

Suppose they caught him leaving the house with a coke and a bottle of Jim Beam. For me that would be a minimum of a month in jail. Maybe more depending on his previous record. Certainly not a ticket for trespassing.
I couldn’t afford to replace item(s) valued near $950. Sometimes a thief will steal the same item twice. Once the first time, then second after you replace the item. If that happened, you would be out close to $1,900 😢

Agree with random task and original G. I’m independent and these crazy policies clearly aren’t working. We need to get Political leadership in place that cares for us the taxpaying citizens and not these bums that are praying on us.
He was supposedly an Army medic in Afghanistan and couldn’t emotionally deal with trying to help his fellow wounded soldiers with the little medical training he had. Plus he grew up with an abusive alcoholic father. Lacked people skills, coping skills. By the time I met him, he seemingly always was willing to challenge people, get in their faces, and use abusive language.
Last time I saw him, he was riding on the rear wheel of a bicycle along Clayton Rd. near Ellis. Figured he probably stole the bike in Walnut Creek, as it had a one-of-a-kind paint job. Am guessing his moving on to residential burglary was a skill he learned in prison.
He WAS an army medic! When he got home, he had PTSD and was always trying to find people to talk to, to help him. We went to high school and yes he was a fighter ( him and I got suspended because we got into a physical fight. And yes I AM a girl). But you know what, in high school, he was a great guy. Yes, he did have problems at home, but still…… you wouldn’t say that about someone if they were in your family would you? He needs help and you people should be giving advice NOT talking crap about someone you DONT know!
