On February 19, the City of Concord held a scoping meeting to gather public input on the scope of the Environmental Impact Report (EIR) for the Affirmatively Furthering Fair Housing (AFFH) Program. This project is being completed as required by California state law, which mandates local governments to take “meaningful steps” to address housing disparities and promote inclusive, equitable, and affordable housing opportunities, particularly for underserved communities. The work done to date includes identifying potential areas for multifamily residential development. A series of evaluations led to the selection of several sites for rezoning, which are intended to “support more diverse housing options and improve community integration.” Written comments on the scope of the EIR will be accepted through March 7, 2025. Of course! The idea is to crash the standard of living to 1/3 of what it is now. Should create quite a mess but might result in simpler living which is NOT what they are looking for. These people are just stupid because all they care about is money, their money. Even right now the economy is Humpty Dumpty and all the Trump crew may not be able to put it together again. Yeah, I’ve seen it going on. I grew up here and barely recognize this city anymore. Of course housing expansion is necessary to accomodate an increasing population, but why must it be low income stack and packs? When language such as “inclusive, equitable, and affordable housing opportunities, particularly for underserved communities” is included in a proposal, that to me is an indicator of where we are headed.

I don’t know that the need for more housing due to an “increasing population” is really there. The California Department of Finance estimates that the population of California will remain flat, in the range of 40 million people, up until the year 2060, which revised previous estimates of a population of 53 million by the year 2060. The “mass exodus” of Californians to other states over the last three decades is the reason for the “no-growth” population estimate. The “mass exodus” is estimated to not only continue, but to accelerate in the coming years and decades.

All of the properties being considered for rezoning, at the request of the owners, are privately owned, so the likelihood of these property owners building low income housing is virtually non-existent. These parcels of land will most assuredly be market rate or luxury housing, unless an “affordable housing” non-profit purchases one or more of these sites from the existing owners for development.

Should the owners of these properties choose to develop their land, it will be for high-density housing. Most, if not all, of these properties are currently zoned for commercial and housing development, but the property owners told the City of Concord that they want their properties rezoned to include the additional option of high-density housing. Given the size and locations of these properties, high-density “stack and pack” housing makes the most sense for the owners to be profitable.

The State of California mandated what areas of Concord had properties which needed to be rezoned for a minimum of 1,000 housing units. Just because these properties are rezoned does not mean anything will be built, as the State is only mandating rezoning, not construction. Although, the fact that the owners requested the rezoning, suggests they will be looking into high-density construction options, but that again doesn’t mean they’ll be following through with any construction, unless the numbers make sense for the owners to be profitable.

The “inclusive, equitable, and affordable housing opportunities, particularly for underserved communities” language is included, because the State of California doesn’t want cities and counties to have poor areas and wealthy areas, they want all areas within a jurisdiction to be the same, which is why they want lower income individuals and families to move into East Concord and South Concord.
There is NOTHING “FAIR” about STEALING funds from existing residents to FORCE them to
supplement housing for others (whether it be part of City Planning or Construction), while at the
same time THREATENING long time residents with legal demands to repair sidewalks, curbs and
gutters in which they have absolutely NO OWNERSHIP or control.
