A man was caught masturbating in the creek area behind Ygnacio Valley and De La Salle High Schools in Concord this afternoon around 12:30. The man, according to witnesses, was a Middle Eastern male who had his pants down and was actively masturbating. Police detained a suspect near the scene of the crime.
