Congratulations to Detective David Boucher for being named the 2025 Kiwanis Concord Police Officer of the Year.
Detective Boucher serves in the Concord Police Department’s Special Victims Unit and is part of the Internet Crimes Against Children (ICAC) Task Force. His work focuses on protecting vulnerable children by investigating cases involving online threats and exploitation. Over the years, he has authored more than 50 search warrants, made numerous arrests, and educated parents in local churches and schools on internet safety to help keep children safe. Detective Boucher also played a crucial role in solving a nearly 25-year-old cold case. In 2000, a paraplegic woman was assaulted in Concord. Despite DNA evidence, the case went unsolved for years. In 2024, a new DNA match reopened the case. Detective Boucher worked tirelessly to locate witnesses, gather evidence, and secure a confession from the suspect. Thanks to his dedication, the suspect now faces life in prison.
