WHENWILLTHEYLEARN,
.
Most large stores and grocers, such as Foodmaxx, have a policy which forbids employees from stopping shoplifters, unless they’ve been expressly authorized by the company. Employees who violate the “apprehension of shoplifters and/or retrieval of shoplifted goods” policy are almost always fired.

Well, the public heat is on our District Attorney to start being tough, but. I still think she will find a way to turn him loose by the weekend.
She doesn’t like prosecuting people that are black or brown because she feels they are disadvantaged and are allowed to steal to gain equity.

If there is no threat of substantial incarceration,
there is no deterrence to criminal behavior

Excellent work by Pleasant Hill Police. Though it won’t be divulged, I can’t help but wonder how PHPD were able to identify a suspect who lives in Oakland. Facial recognition? Cooperation between local law enforcement agencies? Suspect dropped his wallet?

Likely he was already known (i.e. mugshot and prints on file with CII). Also if the picture is of him, likely a video capture made during commission of the crime. Easy to identify with those tools.
