Doesn’t sound like you ever raised a toddler. Sympathize, don’t blame.

Everybody should learn CPR, or at least have a basic understanding of CPR. When my granddaughter was only 14, she saw a little kid struggling in the pool, she jumped right in and pulled the kid out and started chest compressions. She never took a CPR class, she only knew what she saw in the movies, but it helped save a life. A nearby neighbor who was a Marine and experienced with performing CPR on drowning victims took over until paramedics arrived.

Is there any follow up as to how this child is doing?

God bless the child. And punish those who were entrusted to watch her. I saw this a few times in my career as a Medic.
