This is the old International House of Pancakes in Downtown Concord.
The old IHOP did business where Brenden Theatre is currently located on Galindo/Salvio/Willow Pass.

I remember it well. We were looking to move closer to my first engineering job in Alameda in 1974 and were exploring Concord. We ate our first dinner in CoCo County at that IHOP and rented an apartment in Concord.
I was stationed aboard the USS Haleakala and that was the first restaurant I ate at when we pulled into port at the Concord Naval Weapons station in 1982. It was my first time in Concord.
They had great Boysenberry syrup!
