The City of Concord, as a partner in the Contra Costa County Consortium (Contra Costa Urban County along with four of the largest cities, including Concord) is beginning to develop the FY 2025-2030 Consolidated Plan.
Over the five-year period, more than $50 million in funding administered by the Department of Housing and Urban Development (HUD) could be used to a wide variety of uses, including:
- Build new affordable rental housing.
- Provide first-time homebuyer assistance.
- Rehabilitate existing housing, rehabilitate homes for lower income and senior households.
- Build new supportive housing for people with special needs.
- Improve or construct public facilities, including community centers and parks.
- Improve infrastructure (streets, sidewalks, etc.) in lower income neighborhoods.
- Provide employment training and training to small business owners.
- Provide a wide variety of services for lower income families and individuals, and homeless person.
As part of this effort, residents are being asked for input through two surveys – one focuses on housing and homelessness, and the other focuses on general services for low-income individuals. Both surveys are available in English, Spanish, Tagalog, and Simplified Chinese. Access all Surveys here.
They always try to add things that people will say, ‘well yes that’s a good idea’ to dilute/distract what they are really asking for. The last four bullets are things they should already be doing! Focus on the first three where they are asking to start getting into the housing development business. Do you think that is a good idea? They can’t maintain what we have like roads, schools, libraries, parks, sidewalks. So do you think if they build an apartment building they will be able to maintain that? 3 years after they build the apartment building they will be asking for money via bond measures (taxes) to maintain it, fix it, administer it. Better idea is to promote job skills, job creation. Outside of drugs, maybe people can get off the streets if you promote opportunities for them so they can become self-reliant and get renting something out there. Also, please stop thinking new housing will eliminate homelessness.
Last century the experiment was high density housing along Monument Blvd.
Sweetheart deals for developers and with sunset of restrictions
rents went up and condo conversions happened.

All on tax dollars. Do they think this money just falls from the sky.
WHY should they care, it’s not like they’re spending their own money.
DEMs have yet to find a problem they couldn’t throw massive amounts of taxpayer dollars at.
All this is for low income. How about fixing the roads for everyone including the people that are actually paying the taxes?
It is like working and saving to build your future, which is something of the past.
Now you have to wait around and complain, and everything is free.
Except for the people who work, save, and try to build for the future.
I started to complete the survey; however, I will not finish nor submit the survey. Many of the questions required the answers to be ranked from most important to least important, etc. and I didn’t agree with any of the options. I tried to move on to the next question without answering those that I did not agree with; however, you couldn’t – an answer had to be provided. I feel that this survey is extremely skewed to provide responses that the city only wants to hear and does not want to hear any opposition from its citizens.
Dates for scheduled public meetings have already passed.
Reviewing power point slide show, vastly overreaching blue sky with in my opinion are unachievable goals.

The surveys were not working properly when I tried taking using my phone. Answers were changing. I did attend via zoom the city council meeting on Tuesday and and to stop about half way through the PP presentation of “Languages of the Monument Corridor.”
