The City of Concord Local Reuse Authority (LRA) and master developer Brookfield Properties are making substantial progress in negotiating the Term Sheet for the redevelopment of the former Concord Naval Weapons Station.
As discussions continue, the parties expect it to be ready for release and consideration by the City Council on Tuesday, Feb. 20.
The term sheet is a document that establishes procedures and standards for the negotiation and drafting of a Project Specific Plan and a comprehensive proposed Disposition and Development Agreement.
None of that land will be ready to build on for 10 years if they started demo today. I don’t even believe City of Concord holds and deeds for any of that land. I believe it’s still owned by the federal government. Edi and the commie bunch out here shaking down developers for the hopes and dreams they may get to build some section 8 housing. If I was a Brookfield investor, I would be pissed. They have played this game for almost 2 decades, this is corruption.
It’s a joke what the city has done. How about we close off willow pass road so we can ease the traffic and spend the money on syncing the lights on willow pass.Every light is red for morning or evening commute. The naval weapon station was turned over to the city of Concord 20 years ago. this gives you an idea of just how ineffective Concord city council is to its people. Any other city anywhere with that much land to bring in that many tax dollars would have had it already up and running with infrastructure schools, roads parks, everything and here we are still voting on a plan? How is that even possible? I guarantee there will be more problems, and the city of Concord will want more money and eventually this developer will walk away just like every other one has and again we start from scratch. I will bet my life on it that I’ll be dead and gone before the first house is ever built and I’m 50.

No CNWS land has been turned over to the City of Concord, the only CNWS land that has been turned over to another entity is the land turned over to the EBRPD and the tidal portion of the CNWS which was turned over to the Army (MOTCO). The Navy hasn’t even finished cleaning up the land which will be turned over to the City of Concord.
Have they even started? Far as I know Edi and the commie bunch are committing FRAUD at this point.

Mayor Edi Birsan and Councilmember Dominic Aliano both ran unopposed in their last elections. Vice Mayor Carlyn Obringer and Councilmember Laura Hoffmeister were both reelected with about 44% of the vote against multiple candidates. Councilmember Laura Nakamura defeated Councilmember Tim McGallian by about 10% of the vote.

Their is a Project Labor Agreement(PLA) in place which means any development on that land must pay prevailing union wages to all workers. Union wages and residential development are not compatible the price you will have to get for those units will be way too high. Any development at the former CNWS will be mostly residential, so it will not pencil out for any developer unless the PLA is modified. With the unions involved, good luck with that.
The Concord City Council will fall over themselves to vote for this term sheet with Brookfield Properties, no matter how bad it is for the City of Concord and Concord residents. They just don’t want to say NO to any developer who comes to town. We’re still waiting to hear how the Concord residents of today will benefit from this development project.
