The California Legislature has adopted an artificial intelligence-drafted resolution expressing the state’s pledge to examine and implement regulations on AI use.
Senate Concurrent Resolution 17 (SCR 17), introduced in January by state Sen. Bill Dodd, D-Napa, in January, was unanimously approved this week in the California State Assembly. This is the first AI-drafted resolution in the U.S., Dodd’s office said.
SCR 17 is a “significant step toward ensuring California is at the forefront of responsible AI deployment and use,” Dodd said in a statement. “The principles outlined here will help protect the rights of the public while leveraging the benefits of AI. I appreciate the bipartisan support of my colleagues.”
The resolution highlights challenges posed by AI-driven technology and systems, such as unauthorized data collection and sharing, according to the senator’s office.
“At the same time, the resolution recognizes the potential benefits of AI, including increased efficiency in agriculture and data analysis that could revolutionize industries,” Dodd’s office noted.
The measure, which was previously ratified by the full Senate, does not require the state governor’s signature, it noted.
President Joe Biden discussed the future of AI technology with California Gov. Gavin Newsom and a collective of tech leaders from the Silicon Valley during his visit to the Bay Area in June.
The president pledged to implementing safeguards to ensure there are no threats to national security or the economy before AI tools become public.
I wonder how intelligent this legislation is. Tech illiterates writing laws for techs does not usually work very well. Too many rules!

I think all they really did was rubber stamp a proclamation from Biden with some vague goals about AI civil rights. A bit worrisome is the almost immediate call for racial justice in his guidelines. Not sure how he connects the two.

While human like discussions are only one part of AI, I am concerned about being able to find errors in chatGPT “facts” and it being unable to question or respond to being wrong. At some point it may try to be some 1984 storehouse of misinformation.
AI = Glorified search engine, with all the political biases of its programmer.
Don’t be fooled by the hype, these things aren’t sentient. No need to treat them like human or give them rights.

Did you read the article? This resolution doesn’t require the signature of Governor Gavin Newsom. This is what both houses of the California State Legislature want to work on.

We need a statewide proposition on the ballot that would make both houses of the California State Legislature a part-time legislature if passed by a simple majority of voters. A full-time legislature has too much time on its hands to create unnecessary laws used to control the population through behavior modification and social engineering.
