Housing America Partners Withdraws Statement Of Qualifications To Be Concord Naval Weapons Station Master Developer

Housing America Partners withdrew their Statement of Qualifications to be Master Developer of the Concord Naval Weapons Station project, according to the City of Concord.

This now leaves Brookfield Properties as the only other current option to develop the land when the Concord City Council selects a Master Developer on Aug.26.

We went from 60 applications when we picked Lennar, then down to only 3 when we picked Concord First Partners, now it’s really slim pickings….

The Concord City Council voted themselves a $500.00 a month pay raise, but the Oakley City Council is considering a more than $800.00 a month pay raise.

No one is gonna buy that land, it’s a toxic dump and can never be developed.
Any interest shown in it is just a advertising ploy by the buyer to get their name out there.

Every night I see vehicles coming and going all over the hills of the Proberty know as Navel Weapons Stations. Is toxic soil being shipped out? I don’t know. I also question why the back entrance (road) to Shore Acres is closed. Is this how they are removing toxic items? It would help with traffic over flow on Hwy. 4 if they opened the road to everyone. It use to be open just a few years back. I would not take any of the plans to build seriously as that Proberty is toxic. It can’t be done. Maybe in a couple of hundred years.

The Shore Acres entrance is closed because it is part of the army base known as Military Ocean Terminal Concord (MOTCO). The army took over the tidal portion of the former CNWS, while the inland portion of the former CNWS is what will be developed.

Make no mistake – the Navy, City of Concord, and the developers will happily allow families to live there, clean or not, and do it with a smile so long as money is coming in for them. It’s up to the community to make sure a complete clean up is done.

I couldn’t get the link to work.

The City of Concord is inept.

The Council does not have the skills and has wasted million of our dollars.

The land needs to be given to someone else.

The City government of Concord is not qualified to manage anything but fixing roads and sidewalks, fixing street lights, and protecting the Citizens. And they fail ateven these simple measures.

Cut the losses and elect new council members, the old ones are used up.

when is bidding scheduled to start ? ? ?
After all look how well YELLOWSTONE did.

The City of Concord’s duel titled Economic Development and Base Reuse Director, Guy Bjerke, had already made the decision that Housing America Partners wouldn’t be presenting to the Concord City Council on August 26, 2023. The decision has been made, the Concord City Council will vote for Brookfield for Master Developer of the former CNWS. The presentation is only a formality at this point!!! So far, the current and past incarnations of the Concord City Council acting as the Local Reuse Authority have spent $37 million in city, state, and federal government money in their forays dealing with the two corrupt developers they previously chose as Master Developer. Only the citizens of Concord will be further hurt by the development of the former CNWS.

Interesting HAP would withdraw on Monday, Aug. 14th, since Redevelopment Director Guy Bjerke had already posted on the city website on Friday, Aug. 11, that HAP had not qualified for consideration as master developer. Agenda for the selection of master developer that will take place on Aug. 26 was posted last Friday. It says HAP did not submit a complete application and that they did not have a PLA in place with the construction trades which Council is requiring. Saving face or just more shenanigans in Council’s race to the bottom strategy for the CNWS?

Jury is out is 100% correct, they’ve been talking about this for nearly 20 years now, not one thing has been accomplished except wasting money. It won’t happen in our lifetime.

At least the council bounced the Seenos, though it was too close, 3 – 2, and only happened after immense publicity ( East Bay Times & Save Mt. Diablo, among others. ) Thank-you to Ms. Nakamura, Ms. Obringer, and ( kicking and screaming, ) Ms. Hoffmeister.

Okay everyone follow the money. Who owns Brookfield? Is it a shadow company of Seeno?

The City Council Members are not qualified for this type of Project. Listing each council member, without names then showing previous experience. #1) He previously served on the Board of Directors for three local non-profits: the Monument Crisis Center, Support4Recovery, and the Todos Santos Business Association. #2) She has been active in the community coaching soccer, advocating for bike lanes, leading a ministry at St. Bonaventure, volunteering and doing outreach to the unsheltered. #3) A community leader, she has chaired the City’s July 4th Parade since 2016, and founded Concord’s annual Art and Wine (and Beer!) Walk. #4) active community leader and has served in many positions, from the Director of Community Services for Concord-Diablo Rotary to the President of the Friends of the Library #5 Chair of the Redevelopment Advisory Committee (RAC), Vice Chair of the Design Review Board, and was an active member of the Economic Development Task Force, Main Street Committee, County Connection Citizen Advisory Committee and the Greater Concord Chamber of Commerce. *** This group has no experience with major ground up housing development projects, RFIs, RFPs, land development details, land use planning etc. How can we expect them to get anything done with a project of this size? I would even think they qualify to plan and build a single condo building.

I would not expect the elected City Council members to have such experience. It is not their job to micromanage large development projects. Cities hire paid staff with the professional experience required to do the day to day work or hire consultants if it is beyond the abilities of staff. The City Council would rely on the work of the staff when making decisions. That being said, we get the City Council members we elect. If you know of any Concord residents with experience managing large projects who would like to devote their time to public service, by all means, encourage them to run for office.

Leave it be. Traffic, congestion and the inevitable “affordable housing” will lead to crime and more chaos in our community. The animals living there now make better neighbors than any people.

I have an idea. Before we go any further why not put it on the ballot and let the citizens vote if they even want it redeveloped

It’s not up to Concord. Navy will auction the land off for development if Concord doesn’t get a master developer. Be sure to let Concord City Council know existing neighborhoods demand open space and traffic mitigation. Then vote out anyone who doesn’t listen just as McGallian was defeated for supporting Seeno.

As long as that PLA is in place the residential portion will never get built. Residential is totally unprofitable when a PLA is involved. Who pushed for the PLA for the residential development? The Unions and their Minions.

Why not invite the S.F. homeless people out to the Naval Weapons Station, throw nice tiny homes made out of shipping containers for them, give them seeds, hoes and shovels, and a copy of Roberts Rules of Order so when they start getting out of hand, they will have adequate guidance and guidelines?
They could establish an HOA, we all know what a great way that is to give people a sense of belonging and strength, right? Lastly, decent compost toilets would end the problem of loose fertilizer dotting the landscape?
For employment, they could be the quality control division for all things “sustainable, etc. Example: testing clothing with the goal of recycling it into something else, curtains, dishtowels or T.P.?

I wouldn’t think anyone should have a problem coming up with useful ideas, what say you creative people out there?
