Gov. Newsom Signs On-Set Production Safety Bill In Wake Of “Rust” Tragedy

A bill created in the wake of the “Rust” film set shooting tragedy was signed by Gov. Gavin Newsom this week to establish worker safety standards on motion picture productions.

Senate Bill 132 incorporated legislation put forth by Senator Dave Cortese (D-San Jose) and is the result of two years’ worth of negotiations between studios and labor representatives, he said.

The legislation follows the 2021 death of cinematographer Halyna Hutchins on the set of “Rust” after she was shot and killed by a prop gun.

The law clarifies safety standards and calls for mandatory guidelines around the use of firearms and ammunition on sets. There must be minimum training standards for people who oversee firearms on set, as well.

Safety standards in the bill apply to film, TV, streaming and other productions, Cortese’s office said.

“This legislation establishes the nation’s finest motion picture safety standards,” said Cortese in a statement, adding that the bill also creates new career pathways for Californians and encourages productions to remain in the state.

The law also begins a five-year pilot program in 2025 mandating that every motion picture made in California that receives a tax credit needs to hire an independent safety advisor for productions.

Have all of them attend an NRA first steps firearms class.

It would’ve prevented it if there was the slightest modicum of real firearms training.

They had a person who was supposed to oversee this but things got slack. I’ll blame PTSD from the pandemic. I’ve noticed that many are lackadaisical these days.

The armorer didn’t get lax in her duties. She was inexperienced and was only chosen due to price. There was NO safety. Everybody who handled the gun should check. Period. Three people failed.

This is the sort of thing you learn in the very basic NRA firearms class. And each firearms class thereafter, there is always a short refresher. Coopers 4 rules of gun handling.

Too many laws!!!!! They are seriously passing a law because of one accident where an idiot prop person gave a loaded gun to an idiot actor? This is nuts. And why is Congress holding hearings on how professional golf is organized? They want total control of everything. Dear Government: it’s rather clear in the Constitution that this is not a socialist country so stop it!

You know I’ve worked with crews and so many things can instantly go wrong. When it comes to props or stunts never skimp on safety issues.

Pick up a firearm check to see if it’s loaded.
If you don’t know leave them alone or ask someone that does. Simple.

I guess common sense has to be legislated. I can think of a few other common sense things that go the same path.

Another law, to give the appearance of governing. Because it now requires additional (labor) hiring, this is one of the few laws that the state will enforce. I expect that some organization that fails to hire that (union) safety advisor (really, need an independent safety advisor?) will suffer more consequences than the individual(s) who repeatedly break a multitude of laws (robbery, burglary, vandalism, assault, etc.). This also gives greasy gavvy an opportunity to get his name in a minor headline as he prepares to announce his run for President (God please save us from this!).

Yep!

The real tragedy of the “Rust” incident is that Alec Baldwin still walks free.

… Newscum has to show he’s doing something again….. too many layers of laws and red tape bureaucracy … giving another one of his cronies a job

The media and deep state are working to groom governor hair-doo to replace Old Yeller on the Democratic ticket

You’d think the Governor would have more important things to do

… he avoids the “hard” things to do and stays in the easy stuff

Pandering, always pandering. You can’t fix stupid. Baldwin was at fault and money allowed him to be free. Very tragic a woman lost her life due to stupidity. They can try to place blame anywhere else but it is wrong as the person holding the gun is solely responsible for the firearm no matter what he/she has been told. Too stupid “possibly arrogant” to look.

And governor Grease Ball…..https://twitter.com/JebraFaushay/status/1678442025442525184

Typical politician, never let a crisis go to waste. He used this tragedy to get his name out there again. Newsome and DeSaulnier are useless.

Many 2nd Amendment rights advocates predicted right away when the Rust incident happened that Democrats would use the tragedy to infringe on the right to bear arms. Some believe that’s why it took so long to investigate the incident and that Alec Baldwin was not charged with any type of negligent manslaughter because he is politically connected to the Dems. Will be interesting to watch this debate.

Politicians legislating what is basically a common sense issue.
And, just more grandstanding/look at me I’m so concerned and I’m important too acting by feckless democrat government.
p.s. a hunter’s safety course does the job.

Our California State Senate wastes their time writing a new “Dummy Proofing” law based on one ignorant moron’s accident in New Mexico?

You can’t legislate stupid, but the Dems will try. It makes it look like they’re “doing something about it”.

Meanwhile, somehow, Alec Baldwin is an actor who has amassed boatloads of money. Shocking. Who would actually pay good money to see that alcoholic eyebag fat turkey “act”? I would rather stick a sharp pencil in my dominant eye, on repeat.

Dems are motivated to abolish #2A any way they can.

May the prop woman who died in this tragedy RIP. I feel so sorry for her loved ones.

Too bad gun Safety isn’t mandatory in schools,
or kids can learn about it from video games, TV and movies.
Was taught gun Safety at an early age.
Our kids learned gun Safety and how to shoot.
Both can still hit what they aim at.
Son in Texas carries concealed and knows law on gun usage.

Stepping into the Wayback Machine; I remember a time when Salesian’s High School had a range on campus…..
.
Was curious…. Seems the BSA still offers Merit Badges in Rifle and Shotgun. In this day and age, surprises me just a tad.
.
Learned gun safety from my father when I was in the 4th or 5th grade….
Not a gun buff, but loved my Red Ryder……..

In New York, if there’s a gun on the set, a police officer has to be present.

Jeff Coopers four rules of gun safety will prevent any situation like this. Baldwin likely has no clue as to who Jeff Cooper is.

Good! The Democrat-run State is putting regulations on a Democrat-run industry. Yes, please, continue to strangle one another.

Also, California is not the movie-making capital it once was. The industry is moving to free States.

Good riddance
