Local Congressman Mark DeSaulnier this week introduced the Justice for Local Communities and Workers Act (H.R. 9305), a bill that “cracks down on corporate greed following Elon Musk’s unjustified mass layoffs at Twitter,” according to DeSaulnier’s Office.
Specifically, the bill would require large corporations to evaluate, consider, and mitigate the impacts any possible closure or downsizing would have on the local workforce and economy.
“While big corporations rake in record profits, local communities and their employees are treated as disposable rather than the engine of their growth, as we saw recently in billionaire CEO Elon Musk’s haphazard firing of over 7,500 Twitter employees,” said DeSaulnier. “With more layoffs expected in the tech industry, by expanding and strengthening existing law to protect workers from such unfair layoffs, this bill would ensure CEOs like Musk are held accountable and that the balance of power is restored to the American workforce.”
“The Justice for Local Communities and Workers Act would build on existing laws to better prepare and support workers in these situations, better help states and localities provide services for dislocated workers, and identify and prepare for changes in the local labor market. Federal law currently only requires big corporations to provide 60 days notice to affected employees, states, and localities if they choose to shut down or do mass layoffs, an unreasonable amount of time for working Americans to prepare,” according to DeSaulnier.

This is a flawed concept.
If the company is publicly traded, their duty is to maximize shareholder value and if that means layoffs, then so be it. Further, many employees have signed contracts spelling out their employment as “at will”. Therefore this is an ill conceived piece of legislation.

There aren’t enough reasons for business to leave California, Mark has to give them another. Who wouldn’t want to spend millions or billions building a company where getting rid of uneccessary or unproductive employees was eceedingly difficult?
Elon didn’t know what he was getting into, in a lot of dimensions. The top level picture, though, is this:
We are in a culture war that has enveloped every aspect of our culture. Twitter is one of the most powerful tools for creating and shaping political narratives. The left side of the culture war brought Twitter to serve its ends almost totally. Antifa could publiclly organize violent riots there, while people on the right were banned for refusing to use prefered pronouns, for instance. Elon waded into this divide with (at least publicly stated) good intentions of returning Twitter to a more neutral forum, not even to take sides in that culture war. But that means taking one of the most powerful tools of information dominance away from the left faction of the culture war. Ergo, he is now an enemy to the entire left, and they will use any and all means to end that threat. This includes a large majority of his own employees resisting and undermining his goals. Even if Twitter wasn’t massively unprofitable and bleeding millions of dollars per day, a purge would still have been necessary.
Mark doesn’t care about Twitter’s employees. He doesn’t care that Elon has bunged up a lot of his changes so far. He cares that there is someone out there that is a potential threat to the dominance of the left in culture and media. It will be a lot harder to supress the next Hunter Biden laptop, or other news negative for left will to power if a major information institution is not aligned with the left.
So the goal now is to either destroy Musk, destroy Twitter, or subvert and coerce Musk back into line. Everything you are going to see from the Democrats and the media going forward needs to be viewed through this lens.

Lots of tec companies are losing alot of money and have to lay off workers. True tthere are other companies making record profits. Alot of them can do this because alot of companies have been allowed to buy our their competition. Anti trust laws are on the books, but are not being enforced. This needs to change.

It’s interesting when Biden killed all those pipeline jobs he and John Kerry proclaimed thousand of new green jobs would soon be available. Learning to assemble solar panels, coding, etc. Newsom beats on his chest that here in the nation state of California we have thousands of “Shovel ready” jobs. He loves that term; uses it all the time.

How in the hell does Mr DeSaulnier know if the layoffs are “justified” in these situations? Does he have intricate knowledge of the everyday happenings? Maybe having 10,000 employees in the first place was unjustified! We don’t need taxpayer services for these people either, other than the standard Unemployment benefits that everyone else gets. They will have to find another job if Unemployment isn’t enough or it runs out. I’ve had to lay people off and Mr. DeSaulnier never tried to get them anything extra. Why now? I’m pretty sure California has plenty of other needs for our tax dollars.
Now, given ALL odds of positive/negative comments on a thread like this, and California being a “blue” state, you would expect to see at least one, just ONE, positive and supportive comment for ole Marky. We have a broken voting system. Until our voting system is secure, these idiots will continue their reign of power destroying our country. This should be on everyone’s top priority to fix. The only thing your bill will do is force “large corporations” to “evaluate, consider, and mitigate” where they choose to open or expand new or existing facilities. Your bill makes it more likely that corporations won’t open or expand in poor and depressed areas within the United States and makes it more likely they move operations outside of the United States. It appears you didn’t bother to think about the ramifications of your bill on large corporations.
