Gov. Newsom Signs Bay Area Legislator’s Climate Bill

California Gov. Gavin Newsom on Friday signed legislation from Bay Area State Senator Bill Dodd (D-Napa) that means to address effects of climate change, including wildfires and sea-level rise by creating local resilience districts to undertake and promote conservation efforts.

Dodd – who represents the 3rd Senate District that includes all or portions of Napa, Solano, Yolo, Sonoma, Contra Costa, and Sacramento counties – said on his senate webpage the bill is a “significant step toward confronting the numerous challenges posed by our rapidly changing climate.”

“This new law will make our state safer and more resilient because it helps communities take direct action on problems most relevant to their region,” Dodd said. “I thank the governor and all those who supported this bill for helping California address this existential threat.”

Senate Bill 852 will allow cities, counties, or special districts, either alone or in combination, to establish climate resilience financing districts to undertake projects and programs to address wildfires, sea level rise, extreme heat and cold, drought, flooding, and related matters.

The districts will be able to raise revenue through tax increment funding, voter-approved supplemental property taxes, property benefit assessments, or fees.

SB 852 was co-sponsored by California Insurance Commissioner Ricardo Lara and CivicWell and supported by Sonoma County Regional Climate Protection Authority, Napa Valley Transportation Authority, the Nature Conservancy and more than two dozen other local government, businesses and environmental organizations. It passed the assembly and senate with overwhelming support,” before being signed into law by the governor, according to Dodd’s website.

Bottom line, money grab to provide to friend’s climate resiliency companies opportunities without needing to deliver on anything and recirculate some of the money back into the campaigns of the people that passed the bill.

I’m really skeptical too!
Another bureaucracy and more taxes and no results. Another nail in the California coffin. How bad will it have to do for your average citizen wakes up. I know right now they’re all going to vote and re-elect Newsom governor.
And we will all feel the consequences of that election.

As much as I hate to say it I don’t think the average citizen of this state is ever going to wake up. It is perplexing to me how the majority of residents continually vote for people and things that are not in their own best interest. I can’t explain why that would be and it makes no sense to me what so ever but we see it all the time.

It’s a state full of hidden welfarers,and their votes are more powerful,and in greater(fraudulant) quanity.They tell these people to vote on all tax raises because the money is for them and they out number anyone with a brain that can vote .Calif is finished.
These are the Einstien’s that vote for Newsom too,and people like Paully and Frank,JWB.

Wow. That’s a lot of hands reaching into the trough. Their little mafia edicts will ensure you won’t even be able to rent a Porta John for a small remodeling job. {You can forget that too.}

It’s all in the name of Mother Nature, regardless of the consequences. And Gavin still wants to be president?

Since climate change is a phony emergency then this bill is just as phony.

They’ll raise taxes, pocket the money and tell you they need more money to solve a problem that does not exist.

Now that the voters have no say in the outcome of any public vote or election, one might say that the voteres are not to blame.

But they are.

It will be about as fruitful as throwing money up into the air believing just more money will solve the problem.

How about doing something useful….say cut the weeds on the side of the freeway or pick up the trash that blights our roads, maybe pave a few.

Newsom and his voters are taking us back to the days of the dinosaurs when there was poo on every (rock). The only difference now is there is poo on every (sidewalk). You would think that would not be considered progress unless you were a progressive liberal. Keep voting for governor Gavin and there will more poo coming soon to a sidewalk near you…
