I can see where you are confused due to the sentence structure but the parole violator and the 36 years who was cited are two different people.
A parole violation, 3056 PC is a no cite/no bail arrest. He will be held in custody until they get their Morrissey hearing (contested parole violation hearing). The parolee can face up to a maximum of one year (convicts call it a bullet) of bad time (no credit for time served) for the violation.
