Two men pleaded guilty in a retail theft ring that resulted in about $1 million in losses across seven counties, including Contra Costa County, according to an announcement Friday from California Attorney General Rob Bonta.
Anton Salaam and Marion Paul Tilley pled guilty to organized retail theft and were sentenced to 16 months in prison.
A news release from Bonta’s office said the two men who pled guilty were part of an organized group that committed thefts between September 2020 and February 2021 at multiple JCPenney and Sams’ Club stores in seven counties, including in Contra Costa, Fresno, Kern, Kings, Placer, Sacramento, San Bernardino, Santa Clarita and Tulare counties. The suspects in this case entered stores by breaking and entering though exterior doors and stealing high-end jewelry, prosecutors said.
The investigation was led by a task force organized by the California Highway Patrol and the Department of Justice. Local agencies in were also involved on the task force, including the Contra Costa County Sheriff’s Office.
Prosecutors said a third suspect has been charged with organized retail theft and child endangerment, as an illegal assault weapon was allegedly found in the presence of the suspect’s nine-year-old child. A fourth suspect was also charged with organized retail theft.
That means they’ll be out in eight months under California’s new release program. 108RS

They must serve 80% of their sentence to be eligible for early release. That means they will serve just a tad over a year, and It wouldn’t surprise me if they get out sooner and serve the rest of their sentence on home detention.
Additionally, they should be ordered to pay restitution. Making monthly installments on a million bucks will take them the rest of their rotten lives, and will create a well deserved hardship. In order to pay it back, they will go back to stealing, and sooner or later they will be caught again, and hopefully receive a much stiffer sentence.

It’s considered a nonviolent felony. They will serve their time in county jail and will be out in 8 months. As for restitutions, the court can order it but can not make them pay. We don’t have debtors jail. Good luck trying to get their wages garnished even if they work. I know a lot of criminals with thousands in victim restitution and never had their wages garnished.
Risk vs Reward
This type of sentence will only encourage other organized crime.
I believe in California, violent crimes such as Rape, Robbery, Arson, Residential Burglary or Kidnapping you must complete 85% of your sentence before being eligible for parole.
80% is the Federal standard for all convictions.
California Penal Code 2933.1 makes you eligible for parole after serving 50% of your sentence.
They will be out in as little 8 months.
16 months of 3 hots and a cot with peer friends… not a bad deal… in exchange for a minimum of a quarter million dollar share of the heists.
16 months and that loot belongs to you, robber guys. Free and Clear!
And don’t forget the free medical and dental 24/7. (Something that most of us, even with the best plans would never get)

The way things are upside down nowadays I wouldn’t be surprised.
With credit for good behavior and/or time already spent in jail, I expect them to be out in 6 months or so. Hope I’m wrong.
16 months? How about they serve time until they pay back every cent. If they can’t, I am for what the Saudis do.
They get double credit for any time incarcerated prior to sentencing.
