Man Tased By Police In Downtown Concord

A man carrying a machete was tased by police in downtown Concord today.

The incident occurred near Port Chicago and Pacheco St. at about 1:30 p.m.

No major injuries were reported, and the man was taken into custody.

UPDATE: The man broke a window at the downtown Wells Fargo, according to Concord Police.

A little history,

Ken Kesey 1962 best seller book ‘One Flew Over the Cuckoo’s Nest’ got media’s attention. They cranked out pieces about, treatment of patients in state mental hospitals. An swamp creatures being what they are, evidently couldn’t resist a knee jerk “FIX of the problem. (Giving themselves free face time and future reelection bragging rights)

DEM controlled 88th congress 1963 passed Community Mental Health Act signed into law by JFK. The CMHA forced mental health treatment down onto local level.

‘Kennedy’s vision for mental health never realized’…
“Kennedy said when he signed the bill that the legislation to build 1,500 centers would mean the population of those living in state mental hospitals — at that time more than 500,000 people — could be cut in half. In a special message to Congress earlier that year, he said the idea was to successfully and quickly treat patients in their own communities and then return them to “a useful place in society.” ”

Lemme guess … the guy was born in USA and grew up in the Bay Area and was a white middle-class fella who just had a bad day and found a machete on the sidewalk and was just taking it to the local lost and found … right … no way it could have been a person from another country here with no documents … that would be impossible given the strict immigration laws in USA … and the massive budget paid by taxpayers to fund the Department of Homeland Security … Sighhhhhhhhh

You have completely skipped over Regan’s deinstitutionalization that began in this state 1967, and was made national when he repealed Carter’s Mental Health Systems act of 1980.

Your opinion pieces conviently left out the actual legislation that closed the institutions down and frame it as a partisan position.

Couple things happened in “1967 Ronald Reagan is elected governor of California. At this point, the number of patients in state hospitals had fallen to 22,000, and the Reagan administration uses the decline as a reason to make cuts to the Department of Mental Hygiene.”

Patient decline possibly cumulative result from DEM’ 88th congress 1963 passage of Community Mental Health Act.

“1981 President Reagan repeals Carter’s legislation with the Omnibus Budget Reconciliation Act. This pushes the responsibility of mentally ill patients back to the states. The legislation creates block grants for the states, but federal spending on mental illness declines.”

Additionally DEM’ controlled CA state legislature really complicated things in 1967 by passing Lanterman–Petris–Short Act.

Regan had nothing to do with the drug addicted tweakers that have made themselves mentally ill and violent from drug abuse. Under the influence of a controlled substance while charring deadly weapon and destruction of property should get you up to a year in jail on first offence. But these days more likely just probation. Liberal laws are making our cities unsafe.
