The Concord City Council is holding a special meeting Saturday morning to consider the selection of a new master developer for the former Concord Naval Weapons Station, a redevelopment project that has been mired in delays and controversies for years.
The base that began during World War II closed in 2005, and the project would include thousands of new housing units, millions of square feet of commercial space and a new regional park.
The city in 2016 selected Lennar Five Point as the developer in a process delayed in part by accusations of improper lobbying that led former Mayor and now state Assemblyman Tim Grayson to recuse himself from the vote.
However, the company pulled out of the project in March 2020 when its exclusive negotiating agreement expired and negotiations with local labor unions failed.
The three applicants now vying to be selected for the project are Brookfield Properties, City Ventures, and Discovery/Seeno Companies/Lewis Group of Companies/California Capital & Investment Group.
At Saturday’s 9 a.m. meeting, each applicant will make a presentation to the City Council and answer questions from councilmembers, who are then expected to select the new master developer.
City officials say the new master developer will then work with the city to negotiate the terms of the transfer of the property from the Navy and to prepare a specific plan and environmental impact report for the project by early 2022.
The meeting will take place virtually and will be streamed on Comcast channel 28, Wave channel 29, U-verse channel 99 and on Zoom.

It’s a nice thought but redwood trees need too much water to
survive in the hot dry Diablo Valley. Redwoods along the coast’s
cool climate and get most of their water from fog and dew. Many
of the trees that were planted in the hotter inland parts of the
Bay Area are dying if they’re not being watered. A huge redwood
park would be almost impossible to sustain with the heat and water
shortage we have here.

Drive yourself over to Wiget Street north of Ignacio two blocks and in Walnut Creek which is way out of the river fog and look at some very huge beautiful redwood trees. Then go look at the water that flows into the ocean from the Sacramento River which is next to the park. My neighbor in the Creek planted a redwood in her yard about twenty years ago. It gets no water and is about eighty feet tall. Looks great.

Why don’t we just build the first 10 model homes as mansions for the developers and politicians who are spearheading this project for their own special interests, while us taxpayers cover the costs.
Since Seeno has been banned from building anywhere in NV they have to up their game in CA. Nevada’s gain in Concords loss.
When I spoke of “Policy” related to the tolls. As I mentioned, Policy wise, criminal justice and gun conrtol. The areas of 242 to at least Brentwood toll would be worth the toll everyone. I helped rid the gangs in a valley town in the 80’s, they are now shooting on I-4 and killing people. So, yes policy related to gun control is equal to “safety”. The experience I had was in May 2021 on 880N where I wasn’t suppose to be, and the dreadlock pig that threw his head out the driver’s window of his fack gangster bmw and back behind me never saw me, so I knew he never belonged. Thus, he crossed traffic and exited.
Reason I add here is, many travel by and here the Ex-Weapons station.

Laura and Carlyn were the only ones that made the right decision. So disappointed in the other Council members. Anyone watching the meeting today could see that Seeno was the wrong one to pick to be the Master Developer.

Where is the water going to come from for these homes? This is not the time to add more stress on our water systems. Turn the area into a wind and solar energy collection site. We are going to need more energy to reach Newsom’s goal of ending fossil fuels.
I’ve been saying from the get go that it’s Seeno. I wasn’t fooled by all those years of Lennar distraction. It was always going to be Seeno. Concord has long been run by the Seeno/Garavanta/Concord Police Officers Association Syndicate. McGallian and the rest work for THEM, not the other way around.
Sad day for Concord 8/21/21. Edi kept referring to Seeno as Lewis, he couldn’t even mention that crooks name. But yet he “Mr. Concord”, “Mr. People” voted in for worst possible choice. Good luck getting that Supervisor seat….Follow the money!
Edi made a major error in judgement. So sad for many of us that thought he was for the “people”. He showed his true colors yesterday. I hope his political days are over for good now.
Edi is a New York boy. He knows how to play the game. Seeno is the absolute worst builder in the industry. They know exactly who to take care of to get the job. The FBI is all over them regularly for corruption. How did our “honest” city council members settle for this? We need a full investigation into all the council members and family members tax returns and bank accounts. You will find the answers there.
