Former Contra Costa County Clerk-Recorder Joe Canciamilla Pleads Guilty To Nine Counts

Former Contra Costa County Clerk-Recorder Joe Canciamilla pled guilty to perjury and grand theft, totaling nine counts, for illegal activity tied to his multiple political campaign bank accounts, according to the District Attorney’s Office.

The District Attorney’s Office filed criminal charges against Canciamilla last year. Canciamilla previously served as the Contra Costa County Clerk-Recorder and resigned in 2019.

Canciamilla will serve 365 days in county jail per his guilty plea. The Sheriff’s Office will determine how the custody time will be served. Canciamilla’s attorney Michael Rains said Tuesday that his client plans to apply to serve his sentence via home detention and electronic monitoring.

Due to his felony conviction, Canciamilla will not be able to act as an attorney and he will report his criminal conviction to the California State Bar. Further, he may no longer hold public office or any other elected office.

The personal expenditures made by Canciamilla’s campaign committees for his own personal use were:

  • Personal vacation to Asia
  • Restaurants
  • Airfare via Southwest Airlines and American Airlines
  • Repayment of a Personal Loan
  • Transfers from his Campaign Bank Accounts to his Personal Accounts

In 2019, Canciamilla was fined $150,000 by the California Fair Political Practices Commission in a civil stipulation for his inaccurate campaign finance statements, which concealed the personal use of campaign funds for his own benefit.

I am curious about his pension. This doesn’t seem to be addressed in his criminal conviction. For such egregious actions, it should have been forfeited. Can anyone elaborate on this issue?

Tanya, Unfortunately he will only lose any portion of the pension that was earned during the course of the transgression (state law). He will still be entitled (same with Mark Peterson) to any pension that was earned prior to when they can prove that he broke the law.

What a joke. You want to see white PRIVILEGE here it is, keeps pension, he wont do 365 days, watch them shift him to house arrest, and you still dont know how long and how much was taken. I’d like to volunteer to administer the punishment of 10,000 lashes with a wet noodle….. but it’s going to take several of us to do it taking turns as our arms are bound to get painful & tired….. we will probably suffer worse than the criminal will…. but justice must be served.

I am delighted to see that the Old Boys Club is still working and strong in CCC.

This bozo got caught and will be ordered to spend a year at home beside his swimming pool and have an electric monitor so he can travel freely.

No one watches those monitors anyhow.

In other words, he’ll serve no time.

He’ll most probably get his full pension.

Break the law?

He should get the same sentence as anyone would for this crime. No special treatment. The sooner our judicial system begins to abide by this the sooner elected officials will realize they are not above the law.

Bribery is the backbone of politics.
1. Remove all lobbyists.
2. Stiff penalties for bribery with loss of pension, jail time, and payback.
3. FBI (non-corrupt) investigation with Courts cooperating.

We have so much to do to correct all of this that it is almost a fool’s errand.

yes, he has been a politician his whole career. Pittsbug Board of Education at 17, to Pittsburg City Council – Mayor twice – to the county Board of Supervisors, to State Assembly. How many pensions is that?

If you or I committed those crimes, our “DEAL” would look a little different from this one. I’m guessing the ‘view’ would be from a prison, and the ‘reservations’ would be for a few years. But hey, All animals are equal, right?
