Fines for businesses who violate Contra Costa County’s COVID-19 health order could increase by thousands of dollars as soon as next Tuesday.
On December 8, 2020, Board members, including Supervisor Karen Mitchoff, expressed interest in increasing the maximum amount of fines that can be levied for health order violations. Mitchoff proposed fines of anywhere between $10,000 – $20,000, saying “it’s time to bring the hammer down.”
Mitchoff then asked for the item to be added to this coming Tuesday’s Board of Supervisors agenda.
During the meeting, the Board may wish to either consider increasing fines, or leave the existing ordinance and existing fine amounts in place and consider alternative methods of enforcement.
Contra Costa District Attorney Diana Becton, Assistant Sheriff John Lowden, and Environmental Health Director Randy Sawyer will also be discussing enforcement of the public health order.
Anyone who wishes to make a public comment during the public comment period of the meeting can call-in by dialing 888-251-2949, followed by the access code 1672589#. To indicate you wish to speak on an agenda item, please push “#2” on your phone.

The voters deserve to get what they want.
Maybe it is time to bring the hammer down on Supervisor Karen Mitchoff and her ilk.
It seems somewhere other than the comments section of this site there are a majority of voters repeatedly inflicting pain on themselves. I am thoroughly enjoying it. I think gas taxes should be $40 a gallon and bridge tolls should be $100 per. Traffic would get way better.
Hmmmm, when have we seen tyranny like this in our country’s history? And what was the result?
But decreasing fines on career criminals who commit crimes that really hurt the tax payers. Yeah, that sounds like that idiot D.A elected in CCC.
Any elected official who violates a Covid order should immediately resign, be fined 20K and spend 6 months in jail. This should be retroactive!
If Governor Newsom can apologize after not following his own orders, why do business get same treatment. They should be able to apologize and not get fine. RECALL NEWSOM! We have some clowns here at CCC.
EXACTLY!!! Small businesses, do not close, we will support you!
March: we’re all in this together.
December: snitching on your friends and neighbors is virtuous (and profitable).
Miguel – its encouraged to snitch.
Take a look at the first home page on the ContraCosta Sheriffs Site
https://www.cocosheriff.org
First and biggest thing on the home page – How to snitch on you neighbors
Really crazy Orwellian times we are living in.
if everyone would just follow the rules we could get out of this. If you follow the rules you will not get fined.
You should all heed you own advice, as I have heard a majority of people on this board saying that George Floyd and other like him should have just followed orders. NOW YOU DO THE SAME
get out of what Bud? the flu? explain to me how businesses will get out of their debt, how will employees of the businesses pay for their own lively hood, food on a table, roof over their heads? what gives anyone the right to determine what business is essential and what is
non-essential? Comparing George Floyd to this is apples to oranges.
You can stay home, I will choose to live my own life, tomorrow is not promised to anyone, I am not going to live my life in fear the last 9 months when tomorrow is not guaranteed to anyone. I will visit family, friends and do what I can. I will put my stupid mask on in stores, but i will not wear it on a walk or any outdoor area.
have a great day…..
Some people might say there is a slight difference between resisting arrest and trying to keep a business afloat.
I agree but comparing Floyd in this situation is not equatable. These rules are made up by little more than bureaucrats.
There’s a big difference between following a lawful order by the police, and an unlawful order by the health dept. and the Board of Supervisors.
I suggest you read the Eighth Amendment.
Another thing, most people ARE following the rules, everywhere I go, I see people masked up and doing their best to social distance.
Hey Bud Most of these orders make no sense along with the hypocrisy of the dems there is no science backing many of these orders No one wants to live in a tyrannical society!
@Thomas Paine correct. One is about standing up for your life and liberty and the other about protecting your money.
To quote the great philosopher Jeff Spicoli.
“Hey Bud! What’s your problem?”
“One is about standing up for your life and liberty and the other about protecting your money.”
Ahh, so George Floyd was just standing up for his life and liberty? Got it. When you are able to make a point without skewing and ignoring facts, get back to me.
Check out the article “Californians fed up with Newsom’s Draconian Shutdowns” in the American Spectator this morning.
Life is a series of choices, and hitching yourself to the wrong wagon can be career limiting. Newsom’s wagon has already lost a wheel…….his cronies should bail out while they can.
That’s a good article. Here is a link to it:

What time is this meeting today? Thank you.
According to Cuomo in New York, gyms and personal care services were deemed to be environments with very low rates of transmission (.06% and .14% of cases), while private gatherings were determined to be the cause of 75% of cases.
What do you get when you shut everything down? More private gatherings.
Why are we asking personal care service workers, gyms, and trainers to bare the brunt of these shutdowns when their environment aren’t even responsible for the spread?
IT HAS NOTHING TO DO WITH SCIENCE.
Now Cruella Karen Di Vil Mitchoff wants to come along and find these people $10k, $15k, or $20k for giving someone a haircut or opening a gym.
It’s called civil disobedience, Karen, you petty little tyrant, and we know you are reading.
None of you should be allowed to set foot in a restaurant, gym or salon within 100 miles of here, once they do open. If I worked in a restaurant and any of you came in, I’d spit in your food.
You people have no respect for the working people and small businesses that pay your salary, so you will get nothing but pure disdain from me.
Can we deem these bureaucrats non-essential workers?
Good tp know that Mitchoff has indicated she is not running for election again in the next cycle….
She’s probably going to take her savings from her hefty salary (Karen S Mitchoff had a reported pay of $121,295.05 according to public records. This is 103.2% higher than the average pay for county employees and 96.8% higher than the national average for government employees) and move out of California!
Good we need to get this virus under controle. And these people don’t understand science or facts
This gang of supervisors have usurped the virus…….for them science and facts are merely speed bumps.
Great. Let’s make sure small busisses go under and the owners lose everything. If they have kids to feed, I guess they can beg the government for food for their kids, and maybe check the food banks to see if they can get a box of beans and Mac and cheese. And how about maybe keeping that roof over their heads? I guess they can go find a homeless shelter. After they lose everything, maybe they can start over, maybe get a little food cart they can push around down town.
If the people are referring to “these people” are the county supervisor, then I’d have to agree with you. They certainly have no understanding of economics, and definitely don’t care about the “little people.’
I’m guessing the Ethnic “lemon” stands at every corner are Exempt???
This sounds Like a civil rights violation! Who is directing this woman with These tactics who does she really work for? Apparently not the small business owners! I demand an investigation into this woman and the ccc boards finances and relatives finances! You Dems are domestic terrorizing the citizens with riots and needless unconstitutional laws! but trust the science right ?
@ Bill
Unfortunately you can’t fix stupid. Liberalism is a mental disease. Socialism here we come. Let’s hope we keep control of the senate, otherwise it will be open boarders, court stacking and the America we know will be gone. Thanks clueless white liberal.
@Mike:
Hillary still thinks she won in 2016, and the Dems spent three years and tens of millions of taxpayer dollars chasing Russian ghosts with no evidence. Other than that, liberals are very stable when it comes to elections.
smug Karens stick together!
Wow, wonder what “an iota” is smoking. Must be good.
The power trip Kooky Karen is on needs to be stopped. Please reach out to the other supervisors and let them know this is ridiculous.
It only encourages small gatherings! Moron!
She has no clue about having to do with less.
Follow the science, open up! We will need small businesses in the future, and this isn’t helping.
Well, there is this: https://www.theblaze.com/news/california-judge-blocks-newsoms-covid-restrictions-on-worship
Only support the crimes of those who use a face mask!

This has been the cry all year. If this is so deadly to the generally healthy population how come we need a test to see if we have it?
AD
What I sent the board of CC including Ms. Mitchoff. Next I will be sending to the power hungry monster Newsom.
As a small business owner in Concord, I am appalled, offended and flat out disgusted with your behavior, Ms. Mitchoff. That goes the same for your board.
Don’t you think businesses in our county have suffered ENOUGH in one year? Luckily for you and the board, you are still getting a paycheck and safely tucked away in your little office, not seeing the daily effects or bank accounts associated to a small business as a result of the pandemic. What if your paycheck, business, career and only source of income was in jeopardy of shutting down forever, while you have spent thousands of dollars to keep up with guidelines and regulations to keep your employees and customers safe just to be told “don’t even think about it” even if its safe or else we will be charged to the point of bankruptcy? Would you defy county orders knowing you are doing everything with safety in mind if it were your children or elderly parents you were supporting by serving food? I bet you would. Because struggling means different things to different people, but most anyone I know would defy a ridiculous order to save their business and family.
If you are human, you will resign or in the least, not vote to “bring the hammer down” and increase fees.
If eating outside, in the middle of winter, sitting more than 8 ft away from another human is absolutely causing the pandemic, than it would be understood. This is not. It is a way for you to ensure your next salary increase or bonus, and a way to kiss Gavin Newsom’s hiney. If your job as a board member is to serve the people of the community, shouldn’t you all be out there helping serve meals with a mask on and forgiving the fees and standing up for the community. Yes, Covid 19 is a risk…. Why don’t you find other solutions to save THE VULNERABLE and not the small business owner. Put up more ICU beds, control the spread in nursing homes by testing daily since that seems to be most of the problem in our county….. You are not a public figure, you are a disgrace to what public figure or servant who supports their community should be.
-Struggling business owner
Time to start RECALL Petitions.
Recall all of the Karens!!!!
You already have your exemption, put a hot dog stand on the sidewalk…..sell a few churros & tamales AND COVID WILL NOT TOUCH YOU, NEITHER WILL HEALTH DEPT OR POLICE!!!!
Don’t just complain here…. write your supervisors now!
Every case will be dismissed.Nobody will pay a penny.
We’re all in this together. Except the government workers get their full paychecks while business owners are forced to close, and hundreds of thousands of people go on unemployment nationally. Together.

After listening to the video from yesterday, one thing that stood out was that the supes didn’t want to lose the funding from the state.
Was that the main reason they are overly severe?
Could it be that when they lose the funding from the state the supes lose out on their share of the funding?
Could it be that they are more worried about their own pocketbooks than anything else?
That would not surprise me if it were found to be true.
The corruption of all politicians is boundless.
Yup, shutting down dog groomers and shot repair shops while other businesses that have more risk stay open “legally” yet shoe stores can stay open?
So you’re telling me that dogs and open shoe repair shops are riskier than shoe stores and the other stores that stay open?
What kinda drugs you on? Or do just blindly accept the changing minds and dictatorial edicts from the democrat politicians in their quest for unending power?
Be a good little boy, just walk right into the boxcars and we’ll give you a nice shower soon.
Even Fauci and Newscum are changing their minds. You’re gonna have to keep track better of what your party masters are telling you.

Here are a few names for Board of Supervisor to ponder:
Tesla, Hewlett-Packard Enterprise, Oracle, Palantir and Charles Schwab. What do they have in common? They have announced they are leaving California.
The consulting firm, Spectrum Location Solutions, issued research estimating that about 660 California companies moved 765 facilities out of the state in 2018 and 2019.
Now combine businesses that closed, or will close due to Covid-19 and any businesses that might close due to this new “Hammerdown protocol”.
How exactly does California and the Contra Costa Board of Supervisors expect to finance state and county projects not to mention entitlements and financial obligations like CalPers, Calstrs, County retirement, employee salaries, bond payments, etc etc etc with fewer businesses to tax, less goods sold for sales tax and lower property values for property tax?
If anyone expects the Fed to step in and take care of California, let me just remind you, California is one of 50 states who will have their hands out.
Instead of a Hammerdown punishing businesses attitude, they should be helping; begging and pleading businesses to stay open and not leave this state.
Anyone of you who think this will not affect you negatively is living in a fantasyland. The check is coming due.
@ Janus
Well said!!!
Finally someone who gets it.
Thank you 😊
We have the biggest group of losers in office ever. Time to clean house immediately.
They and their idiot folliwers can do anything they want, break laws lie everyday and fake apologize and still get their salaries.
Recall the bunch from Pelosi and the rest down. They only care about themselves never be fooled. Stop electing them.
Recall Newsom.
Nice thought Sam but no sensible person wants to run. I don’t blame them either. As an example, watch Becton. She’ll vote for penalties cuz it will pay her salary but she excuses thieves who steal because they might ” have a need”. And watch Newsom appoint her to a Stste position soon. We can’t keep up with the craziness.
Don’t recall where I’ve heard it, but the best and brightest people are in business – not politics.
Or something to that effect.
Cost includes potential appeals to the Superior Court. They didn’t include costa to defend against lawsuits AGAINST Mitchoff and the county.
They DON’T know for whom they work – despite their claims and tantrums.
This week a Los Angeles County judge ruled that a local ban on outdoor dining at restaurants, ostensibly aimed at reducing transmission of the COVID-19 virus, was “not grounded in science, evidence, or logic.” Around the same time, California Health and Human Services Secretary Mark Ghaly admitted that the same thing is true of a state ban on outdoor dining that currently applies to all of Southern California, including Los Angeles County. Ghaly said that ban, which is one of many restrictions that are triggered when a region’s available ICU capacity drops below 15 percent, is “not a comment on the relative safety of outdoor dining” but is instead aimed at discouraging Californians from leaving home.
In other words – mitchoff and Newscum are just playing a dictator without having any facts to back it up.
Start heating up the tar!
Why exactly haven’t these local politicians been tarred and feathered yet?
Just for information….
As Director Of Health Services at Contra Costa County, Anna M Roth made $471,438 in total compensation. Of this total $337,838 was received as a salary, $116,708 was received as benefits and $16,892 came from other types of compensation . This information is according to Contra Costa County payrolls for the 2018 fiscal year.
Anna M Roth total compensation is 56 % higher than average director of health services salary, and 343 % higher than average Contra Costa County salary.
A salary that is 84% of that of the POTUS salary….for a county government bureaucrat.
Let’s raise taxes some more…..
@Fred P. You’re 100% correct. The compensation of county and local gov’t officials is insanely high. I’d like to see them all donate their paychecks for the next 9 months to struggling businesses they are closing down and see how they feel then. These people are SO out of touch it’s unreal. And for what? What is so wonderful about her and Farantino that they warrant nearly $1M combined salary for a year. Put that money into police and get rid of the homeless camps being set up.
