Probably because call blockers like NoMoRobo and the ones the cellular companies are implementing themselves would see 000-000-0000 as a phony call and block it.

There needs to be better authentication within the telephone network. Scammers now will be spoofing 925-655-0195 with “emergency alerts” about the availability of solar panels, carpet cleaning, air duct cleaning, that your computer has a virus, and that Amazon will be billing you for $349. Phone companies should be detecting and blocking this spoofing so that only the legitimate user of 925-655-0195, or any phone number, can use that number in the caller ID field when routing the call to a subscriber line.

Very true, and what’s almost as bad is the general lack of awareness about how easy it is to fake what number you’re calling from.
