The Walnut Creek Police Special Enforcement Team recently did a check on a suspicious vehicle. The occupant of that vehicle, identified by police as Brandon Rupprecht, was on probation.
Rupprecht was arrested for sales/possession of suspected methamphetamine, heroin, LSD, marijuana, and ecstasy, according to police.
Rupprecht was transported to the county jail in Martinez.

On Monday, lawmakers in California passed a bill, reducing the penalty for adults who have oral and/or anal sex with a minor as long as there is an age gap within 10 years. The bill is now headed to California Gov. Gavin Newsom’s desk.
Ricardoh, I read that also. Our poor children. So a 20 year old can have anal or oral sex with a 10 year old and it’s okay. Disturbing and wrong.
Yes, it’s called SB145. One of the tenets is that if there is a 10 year or less age difference between the minor and the rapist, then they will not automatically go on the sex offender registry. It will be up to the discretion of the judge.
Bill author Scott Wiener says this will help stop discrimination in the LGBTQ community. So as far as Mr. Wiener is concerned, sex between a 14 year old and 24 year old is OK.
You can’t make this stuff up.
Wiener also believes it’s not a big deal to knowingly transmit AIDS to another individual. Combine the two, and a 14 year old can easily spend the rest of his life with AIDS.
Please read the full law not just the headline of sb145. Its only about registering as a sex offender. It’s up to the judge not mandatory now

Wiener is protecting people who like to play with children. Age 14 is a child. He knows our current crop of liberal judges are sympathetic to the troubled sex offender. But what happens on the second offense? What happens when someone rents a room to one of these pedophiles and a crime is committed? Then they find out the offender has done this before and the state chose not to report it. The lawsuits will be flying, and the fists will by flying from the fathers of the victims.
Ultimately, he is protecting nobody. Scott Wiener really should head up to Portland and hang out with Ted Wheeler, they deserve each other.

What is SB 145?
Current California law treats cases of statutory rape differently depending on what kind of sex is had.
For cases involving a young adult and a minor where vaginal intercourse took place, a judge has discretion whether to place the person convicted of statutory rape on the sex offender registry.
The judge does not have any discretion when the case involves anal or oral sex.
SB 145 would eliminate automatic sex offender registration for young adults who have anal or oral sex with a minor. Instead, a judge would make the decision, just as they do now in cases involving vaginal intercourse.

I used to know who this guy was, years ago. He’s lived in Concord for years, and that’s all he has in common with that Facebook profile.
He’s not from Concord, he’s no architect although I do believes he was once something like an electrical engineer, I think, but I do know for sure he didn’t go to Stanford.

@Aunt Barbara, no. He’s been in and out of custody for decades, and that means he’s eventually received offers for almost every kind of help available to addicts. He has never considered them before, that I’m aware of, and he obviously isn’t sober now, so I highly doubt he’ll decided to turn his life around this time.

He looks evil in that picture and it’s still the best picture I’ve ever seen of him. I’m sure it’s just a lucky shot and he looks much worse in real life. He always does.
Even if so, he would still look much better than the last time i saw him a few years ago. He was dirty with matted hair, way more thin than in that pic, had broken teeth, and looked high as a kite.
For decades the assumption was that he was a speed freak, because he looked and behaved like one. Since he looks better now, it seems like the heroin, LSD, marijuana, and ecstasy have been good for him. Like vitamins.
Seriously though this pic is a huge improvement from a gew years back then when he was living on the streets. Which is where he’s lived for years now. That or in his car, that I know of.
