Schools in counties on the state’s COVID-19 coronavirus watchlist when the fall semester begins will be required to begin the school year with online classes, Gov. Gavin Newsom announced Friday.
Schools will be allowed to open for in-person classes when the county they’re in has been off the state’s monitoring list for two weeks. All school staff and all students in third grade and above will also be required to wear face masks during in-person classes.
Students in second grade and below will be strongly advised to use face masks or shields during in-person classes but will not be mandated to do so, Newsom said.
Schools must also abide by state health guidelines by maintaining six feet of distance between students and teachers, administering daily symptom checks and ensuring students and staff have ample opportunities to wash their hands.
“Learning remains not negotiable,” Newsom said. “But neither is the safety of all of our cohorts of support staff as well as our children.”
Nearly all the greater Bay Area’s 11 counties are either on the state’s watchlist or expect to be added soon, with Santa Cruz County being the only county in the region to avoid a rise in coronavirus cases that concerns state public health officials.
Alameda, Contra Costa, Marin, Monterey, Napa, Santa Clara, Solano and Sonoma counties were already on the list entering Friday. San Francisco County was added Friday morning while San Mateo County officials expect to be added to the list early next week.
Newsom said the pace at which counties on and off the monitoring list resume in-person classes this fall is incumbent upon people following state health mandates and guidelines like wearing masks and face coverings, practicing physical distancing, hand washing and minimizing contact with people outside one’s household.
“The more we do … and we do it at scale, the quicker all those counties are going to come off that monitoring list, we’re going to mitigate the spread of this virus and those kids are back in school,” he said.
Newsom also outlined the state’s requirements for distance learning. Schools must ensure that all students have access to the requisite technology and internet service for at-home classes and that students and teachers interact with each other daily.
Schools must also lay out plans to modify their lessons for English language learners and special education students, according to Newsom.
“Safety is foundational and safety will ultimately make the determination of how we go about educating our kids as we move into this fall and we work our way through this pandemic,” Newsom said.

Did this fool not just announce recently that the decision for the schools opening was based on the school district? Now he has changed his mind … again … why?
His decision is not based on science. Our death rate is dropping. Our infection rate is on an overall decline, though up today. What more does he want … the economy to be completely crashed? For the majority of the state to be on state money, cause they cannot work?

I do not need to take a seat. I have not lost anyone to this virus, but I have had a couple of folks get it. There is a belief that a social group I work with got this back in early January as well, but they were never tested though their symptoms match.

Parent- You are right on. I don’t know anyone who has died from COVID. I have heard a lot of stories of people dying of something else, but COVID is on the medical report. That’s odd. And people, including CHILDREN die every year from The Flu, yet we don’t wear mask, and we don’t shut down our economy.
Seriously, this is all about politics. Yes, I believe COVID exist, but I don’t think it’s nearly as deadly as they claim, and the claim is already low, Early on elderly were dying at a fast rate because of underlying health issues, and the treatment course was not appropriate. As soon as the election is over COVID will disappear, depending who wins, will determine how quickly it does. If it’s Biden, it will be gone almost immediately, and if it’s Trump, they will drag it out for a while more, but that depends too on who holds the Congress and Senate.
Hopefully Trump wins, the Senate holds and Congress flips. That way CA and the like will have to figure out how to pay for the mess they created. We will see how tolerant the legal citizens are when it comes down to money and jobs. The illegals may not have a sanctuary state anymore.

American Academy of Pediatrics is a good source for information. They recommend that all students return to in class learning. I would listen to them before any politician and their pet health officials who are just unelected politicians. They only keep their job because they tell the elected politicians what they want to hear.
This is ALL political. After November, especially if Joe Biden wins, Corona Virus will all of a sudden disappear from the news. Fake news CNN will be touting some study out of Chine or Europe saying that Covid-19 is mutating into a weaker virus and no longer poses a public health threat. Just watch and see.

Ok, so say a county goes off the list, and schools reopen for in-person learning. Then the county goes back on the list for 2 weeks. The schools will be forced to close again, and go back to distance, online learning.
You simply can’t run the 5th largest economy in the world, and guide its residents, business, hospitals, and schools, by tying life to some monitoring list. Businesses cannot operate when they are allowed to reopen, only to be forced closed again due to Newsom’s watchlist. Same with hospitals and elective procedures/care. Same goes with schools.
Newsom needs to develop a reliable, longer term plan that businesses (those that will survive) and schools/parent/caretakers can rely on for planning and life. He simply cannot force this state to live under the nearly limitless uncertainties his current, ever/daily changing, COVID-19 ‘plan’ entails. That’s no leadership.

The reason why we are back to a soft stage 1 is because there was not a state coordinated reopening plan. The haphazard monitoring list is just an extension of the the lack of a detailed reopening plan.
Newsom is incapable of developing a coherent outline for his Monday through Friday “updates,” let alone a leadership strategy during a pandemic crisis. You’re asking the impossible. Where are you getting YOUR information? The reason kids don’t have a lot of cases is because schools have been closed! This is not only a deadly disease but what the media doesn’t tell us much is how disabling the disease is. Schools are a breeding ground for viruses. Pediatricians are not seeing kids for routine visits and that’s on a one to one basis! Try 30-40 kids in a poorly ventilated room!

The US isn’t the only country in the world. Elementary schools stayed open in Sweden and they were not a major driver of spread,and teachers were not more likely than most other workers to get it. Israel has reopened schools and has had outbreaks in high schools but not elementary. YMCA child care for first responders have been open, and they have not had much transmission.
Take a look at the number of cases for school age children in the county – you might be surprised at the hundreds of cases! Yes they are getting infected and infecting others. Some of those kids playing together in the neighborhood might be infected but have no symptoms. It will be brought home and spread to adults who will show symptoms.
Wcreaker, First of all, those kids are most likely getting tested because an older family member got it – so it doesn’t prove anything about whether kids are transmitting it. We all know they can get it, but do they tend to spread it? Apparently less than adolescents and adults do – there is good evidence of that internationally. But the point is not that young kids *never* transmit the virus, it’s about assessing the risk and considering the costs and benefits. The costs of no school for young kids (and their families) is super high. The added risk from them going to school is *not* super high, according to the best info available. That doesn’t mean zero risk. But that’s not the appropriate standard.

Ok, I seen the news today and the superintendent of schools for California was saying we needed more state guidance and more of a cohesive approach so parents and everyone else wouldn’t be so confused. I want an honest response from the people on here who are demanding that schools reopen right away: what would you say if we opened up schools and a month into the school year (or sooner) large groups of students and teachers started getting seriously sick? There have already been reports of summer school groups where multiple teachers have gotten sick and one of the teachers died, and that was without students in the classroom. Also, maybe if teachers and schools are so important to everyone, next time you get a chance to fund schools or support teachers you’ll actually do so. Again, just saying.

One word. Comorbidities, look it up. The lady that died was 61 and suffered from asthma, was prone to sinus infections, had diabetes and lupus. May she Rest In Peace.
Comorbidities are the leading cause of death with Covid. It’s been determined that nearly all that died in NY had comorbidities.

We have good reason to believe that young kids, elementary kids, can go to school without adding huge risk to the society and their teachers.
That is a sad story, and I think it is tragic and outrageous that we as a country have let this epidemic get out of control. But the story doesn’t really substantiate what you are saying – that teacher caught it from other adults, presumably, since she wasn’t teaching kids in person at the time. This fits perfectly with what the evidence suggests generally: teachers of young kids are in more danger of contracting the virus from their colleagues than from their students.

Does anyone even question why cases are increasing? Anyone? Does anyone remember when we first were shut down they were only testing those with symptoms. Now they are testing anyone who wants to get tested. Common sense would tell you that of course cases will increase with increased testing.

When it comes to elementary school kids, this is going to go down as one of the really big mistakes made this year. (And that’s a tough list to break into!)
When it finally penetrates people’s minds that young kids are not major drivers of this pandemic, that teachers in countries with open schools have not been more at risk than most other workers, and when people start reckoning with how much young kids lose by being stuck at home and plugged into a screen all day … this is going to look really incomprehensible and unforgivable.

It would be very nice, Led, if you would support your statements with data. Schools in most Europe will open only in September. Germany and some very few other countries opened for only a limited number of students toward the end of the academic year, because in these countries they succeeded to contain the infection. For example in Germany yesterday they had 509 cases, 4 times more than Contra Costa. They are 80 million citizens there.
It is very unfortunate that some people do not understand that their business have difficulties not because of the closure but because of the lack of demand related to the pandemic itself. If I do not have enough income or someone in the family is sick or if I am in danger of being sick, all I need for now is just food, electricity, Internet and a doctor from time to time. I do not need to repair the driveway, I do not need my nails done, I do not need to paint the walls, I do not need new blinds and so forth.

There’s been a lot of recent news about school-related outbreaks in Israel, but again, there appears to be a big difference between teenagers and young elementary school kids.

Do you have any idea which portion of which taxes go where?! Clearly you don’t! Maybe educate yourself regarding the distribution of different taxes that you pay, ie. property tax, sales tax, income tax, etc. to see which ones contribute to public education and which do not. I get truly embarrassed for people like you that run off their mouth without having a clue about what you are saying… As a parent and a teacher in a local school district I get tired of these comments from uneducated and ignorant people such as yourself! Whether we go back in person or do complete distance learning, we teachers are still WORKING! There are actually quite a few more challenges for us with distance learning and of all of the teachers that I know I do not know any that would not want to be going back into the classroom right now if it was safe…we all want to go back and work in the profession that we chose, a profession that requires a lot of education and just ok pay. We do it bc we love what we do. If it is a safety issue, and I am not talking about myself being afraid of getting sick, it is all of the people that I then come in contact with after walking out of my classroom! Please educate yourself before making rude comments!

A friend of mine recently quit his teaching job because he said even in his upper middle class district (where kids all had access to devices and internet) he was getting under 25% attendance in class meetings. He said they may as well have just cancelled school.
There has to be a middle ground where we can protect the at-risk teachers while allowing the younger and/or healthier teachers to teach. That there is no discussion about compromising or finding solutions proves this is all politics.

That is so true. I feel sorry for dysfunctional families trying to teach their kids. How do families manage if both need to work to put food on the table? It is a worrisome thought. You bet even in the best circumstances doing home teaching must be difficult. It is better than risking the health of the kids and teachers. Still this is really so sad.
The point was not learning from the news but the super intendant was asking for guidance. Sending your kids to school or not is a personal choice and shouldn’t be condemned by a bunch of strangers who have to put people down because they think someone might have a different opinion than they do!

All studies on school re-opening show no increase in rate of infection in kids or teachers — not just in countries under control. Germany kept schools open throughout the pandemic, as well as Sweden, famously without a lockdown, yet there was no increase in infections over neighboring countries. (Why is it we no longer hear about Sweden? Look up the numbers yourselves. After four months of doing nothing, the infection just fizzled out. But we cannot do that because Dr Fauci is working on a vaccine. He worked on one with the last pandemic and, rudely, the it just dissipated.)
But the unions do not want to work. They point to the case of Arizona teacher who died while teaching a class on line. (Gasp, it jumped on her over the internet.) Sadly, they managed to close down private schools as well, which had worked so hard to prepare for a safe re-opening — made Newsom shut them down, so their own laziness is not exposed.
Newsom’s personal agenda is to avoid surpassing New York’s case total. But we will because we have twice the population. It’s just going to be a prolonged pain because he keeps slamming the lid on the pressure cooker. He shuts down schools to blackmail people. But the community has no control over the cases or deaths in nursing homes. We could all hide under a rock for the rest of our natural lives and those people would still die: of Coronavirus or flu or something else. They are just people who have reached the end of their lives. Sadly, their deaths are also politicized. My family escaped a communist country when I was a kid and California these days is just like it.

Open the schools. Keep the kids home who have under lying health issues.
