Contra Costa County Health Officer Dr. Chris Farnitano said he knows Bay Area residents are getting frustrated with what feels like a glacial pace in reopening area businesses, recreation, schools and society in general amid the coronavirus pandemic.
That restlessness was also clear from reading the running public commentary on Farnitano’s live Contra Costa Health Services Facebook discussion Wednesday afternoon.
But during the 40-minute discussion and question-answer session, Farnitano was steadfast in saying he and his fellow Bay Area health officers will let data and science drive their decisions as to when the next phase of “phased reopening” is appropriate.
“We’re looking at the data on a daily basis,” Farnitano said about the Bay Area counties’ health officers. “We’re going to let the data drive our changes.”
The data on new Bay Area COVID-19 cases, he said, has been good, with a “flattened curve” of new cases and area hospitals not nearly overwhelmed with coronavirus patients. He credits the Bay Area’s early move to issue shelter-in-place orders with helping make that happen.
He also said he’s concerned about how fast some places in California are moving toward reopening. COVID-19 cases statewide are on an upward swing, Farnitano said, and the death rate is flat. He reiterated that he and his health official colleagues will continue with a careful, cautious approach to reopening.
“It’s going to be a lot harder to pull back than it is to move forward,” Farnitano said.
The overall state health order, Farnitano said, as of Wednesday, still doesn’t allow public gatherings (except in very specialized settings, like summer camps and houses of worship, both with restrictions), and he said
no county health order can be more permissive than the state order. That said, he reinforced the reality that the Bay Area has been, and will continue to be, slower to emerge from shelter-in-place shutdowns. That’s largely a function of more densely populated counties, which are at higher risk for coronavirus spread.
As for when Contra Costa and other counties will announce the next step, moving farther into “Phase II” and its changes like indoor sit-down eating and shopping (with masks and other limitations), Farnitano on Wednesday offered no specific time frames. The coronavirus, he said, isn’t on any particular schedule.
Helping things move more quickly, he said, will be more testing.
The testing rate in Contra Costa County has doubled in the past few weeks to about 800 people per day, but he wants to see that go to 2,200 a day as soon as possible. He encouraged any Contra Costa resident to be tested; the more
tested, the easier it will be to do “targeted” shelter-in-place of positive, asymptomatic people who cause most of the spread and, in turn, allow others to more readily resume “normal” life.
The effects of the sustained shelter-in-place on the collective mental health, Farnitano said, need to be charted. Doctors at John Muir Medical Center in Walnut Creek said last week that hospital has experienced more suicide deaths than coronavirus deaths since the shelter-in-place order was enacted, but Farnitano said Wednesday he has not seen hard data showing any increase in suicides or what prompted them.
“We know it’s been hard on a lot of people,” with job losses, businesses closing and people missing social connections, Farnitano said. “But we’ve seen it around the world, how small (infection) numbers can turn into big numbers.”

It’s tough these days to be able to tell what’s Being driven politically and what’s being driven by numbers. I have one friend who got Covid-19 and just had severe flu like symptoms. We have boated SIP, but come on, of the beach-one the beach, mask or no mask, Safeway but not haircut… it’s pretty inconsistent!!! Makes my head spin. I feel for those who got bad Covid cases. I feel for the elderly who get flu, too! But it’s hard to tell what’s true in an atmosphere of lies and Covid-blamed deaths for $.

If the Contra Costa Health Department insists on testing 2200 people a day, then they should start by testing every patient and every staff, and every visitor of every nursing home in the county.
My mom works at a nursing home in CCC and she was told last week that everyone is supposed to be tested. I don’t think that’s happened yet but it looks like that’s what is supposed to be happening in nursing homes now. Luckily where she works she’s in an office by herself all day and has little contact with others but it would make me feel better if she gets tested at this point.
This is getting out of hand and their logic doesn’t match reality. I am willing to take my chances at less then 1% and if you are not by all means please stay at home on lockdown. I am ready to support the local economy and people need to get back to normal before they are over taken by the other health issues this lockdown is causing.

We know by now what a scam it was for cities, counties and states to be sold hedge fund retirement programs that do the impossible: keep paying a retiree the salary they had working when retired. What we do know is out of 1.7 million infected Americans, there have been 100,000 deaths. Shelter in place slowed the spread of a new highly contagious virus that we did not know the proper recovery rate of. We do now. While the economy suffers and millions are permanently unemployed, we continue to double down on bad data and waiting, and waiting and waiting fir a vaccine that may or may not ever be developed. Seeing how we cannot get the infection or the antibody tests correct half the time, why are we relying on that data for reopening the economy? It’s time to reopen ALL business’s fully, no restrictions or guidelines for employers/employees to police patrons over. Let the kids go back to school and learn. Until we achieve herd immunity and the virus has less and less people to infect, we will be destroying our economy and people’s lives beyond employment.
And what if herd immunity is impossible like what is now being put forward? We now believe antibodies only give about 6-12 months of immunity, meaning even with a proper vaccine it may be years until everyone is at 60%. A lot of people will get sick multiple times before herd immunity is ever achieved. If herd immunity is impossible, what is your solution then?
SARS, Swine and avian flu are all still out there what should we ever do…enough with this. If you feel scared are at risk stay home but stop selling your fear to others.

It’s not a hoax but policies are political, yes. Pretty much by definition. Data doesn’t tell you what to do. Data plus priorities, judgments about trade-offs, and purposes – that tells you what to do.
It’s not enough just to say that we need to stay shut down because otherwise cases will go up. How much will they go up if we re-open sensibly? There haven’t been disastrous spikes in the states that have reopened at this point. Flat numbers or modest increases, yes, but no catastrophes. How should we weigh that against the human costs of a lockdown? That’s a political question.

I’m assuming you have a job, or steady income, and are not as affected by these disasterous shutdowns as many are. It hit me hardest when a friend told me she now thinks about killing herself daily because she’s been out of work for 2 months and has lost all hope because she feels our leaders don’t care about workers like her.
No job is non-essential to the person who holds it.
Disagreeing with political policies does not necessarily mean someone thinks the virus is a hoax, the flu, etc.. Questioning the politicians’ doomsday scenarios is not denying science. Politicians have claimed to be following “the science” while often making decisions that are clearly political and do not stand up to basic scrutiny. They have picked certain scientists, while ignoring other credible, well qualified experts that have somewhat mitigating data or sightly different interpretations. Quite often, the politicians screaming the loudest about strict lockdowns- and even the main architect of the doomsday model that led to many of these strict lockdowns, have been caught egregiously violating their own lockdown rules. Many examples have come to light, but they get away with it because most people don’t question their actions, while others help by bullying anyone that does. What if 6 months, or a year, from now we still have something like 10 people in the hospital and politicians are still telling you to stay in your house? Would it be questioning science if you didn’t happily go along without any concerns? What about 2 years? Should you just continue to accept it without any concerns? Would you be a science denier if you didn’t? There are many indications that these lockdowns could be causing more harm than good at this point and that modifying them might not cause much harm, as Led stated. This was done so hospitals didn’t get overwhelmed. In most areas they didn’t, and now we even have the head of a major local trauma center saying they are ready and unlikely to get overwhelmed. I don’t want to suppress a boots-on-the-ground assessment like that, while just blindly following the guy at the top of this article. That doesn’t mean I don’t understand science or data. Science has, sadly, become political.

This isn’t about hair and nails getting done. It’s about peoples’ lives and livelihoods. Ask anyone who works at a food bank how things are going. Hair and nails! Gimme a break. Ask anyone who studies child vaccination rates how things are going, and what’s going to happen in Africa if malaria and other vaccination rates fall because of coronavirus response.
I’m doing just fine – I still have my job and we can get out in the outdoors to stay healthy and get some vitamin D. But you just have to open your eyes to see the damage this is doing. Great Depression levels of unemployment are not about people getting tired of their quarantine hair!
The virus is still here, yes. But that’s the point. If we were going to eliminate it in a few more weeks, it would make sense to have a hard lockdown until then. But we aren’t going to: it will still be here for months at least. And people can’t sustain a lockdown that long. So what are we accomplishing right now? I sure hope they are using this time to improve testing and protection in nursing homes, and building up contact tracing, and researching whether kids actually spread it significantly. Otherwise we are doing a lot of damage just to delay the inevitable by a few weeks, which could just make things worse in the next winter as nobody will have immunity to slow it down in a bigger second wave.
So you think it is ok to continue to destroy people’s lives? Lose their homes? To what end? We may not have a vaccine for Covid 19 for years if at all. The Q&A, was all for show, Farnitano never had any intention of listening to the public’s concerns. The science and data he speaks of is nothing more than scare tactics. Most people survive the coronavirus, and some estimates say the survival rate is 98.5%. Even if is isn’t an accurate number, the survival rate is still very high.
This director is on the take obviously. 8 Contra Costa County Hospitals..have a total of…..12-15 patients !!! Start taking those masks off, people are starting to see through all of this now, with no end in site? How about an actual count of those who have passed due to the normal seasonal flu? No numbers have been given.
I think the doctor is doing his best in a very difficult situation. However, he should also know as a doctor with a respect for science and data that “abstinence only” strategies do not work. For example, the “data” might show that staying home has stopped the spread, but you cannot ask people to do it indefinitely, because that doesn’t take human nature into account. Just like the best way to never get pregnant or STD is to never have intercourse….but at some point you will probably have a talk with your teen that focuses more on making good choices, being safe, and specific ways to be healthy and lower the risk while doing something they are likely to do.
So, please Contra Costa Health Department….have “the talk” with us and then send us on our way and trust that the majority of us will make good decisions. Or people will do what they want and they might not be that safe about it!
Seriously. Nationwide half the casualties have been in nursing homes and the like. The single most important measure to take is to prevent the virus from entering and spreading in those institutions. Priority #1.
Also, why no plan to get those testing numbers up to where they want them? Partner with churches, clubs, local organizations, and of course nursing homes and the prison. Just inviting people to come get tested is not good enough. Advocate with employers like grocery stores to get their employees tested frequently. Heck, you could let barbershops and beauticians and such open up if you required frequent testing of employees. Why not?
It’s bad enough to have an open-ended shelter in place order. Having one while also failing to move expeditiously towards your own benchmarks is unconscionable.

The fatality rate of this virus is now calculated by the CDC as being somewhere around .26%. (For you math challenged, that’s not 26%. It’s a quarter of 1%.)
This means that for every 1 Million people that contract the virus, 4 will die! This is an inconsequential number that hardly begs for more prolonged shut downs and shelter in place.
Here’s a summary of the latest CDC findings:
“For the first time, the CDC has attempted to offer a real estimate of the overall death rate for COVID-19, and under its most likely scenario, the number is 0.26%. Officials estimate a 0.4% fatality rate among those who are symptomatic and project a 35% rate of asymptomatic cases among those infected, which drops the overall infection fatality rate (IFR) to just 0.26% — almost exactly where Stanford researchers pegged it a month ago.
Ultimately, we might find out that the IFR is even lower because numerous studies and hard counts of confined populations have shown a much higher percentage of asymptomatic cases. Simply adjusting for a 50% asymptomatic rate would drop their fatality rate to 0.2% – exactly the rate of fatality Dr. John Ionnidis of Stanford University projected.”

It’s not going to last. People got fatigued on this ages ago, I’ve seen several homeless people without masks walking around and inside Safeway in p hill and their management watch and do nothing. People don’t care anymore about others, they want business to go back to usual so bad. And it’s not just big corporations, it’s normal working people that want to get this show back on the road. If people are just going to be so relax with the rules like letting maskless people walk around their store or let sick people go back to work then why the heck are we even quarantining in the first place?
Dr. Farnitano cited New York’s delay of the Shelter in Place orders as a primary reason for the high death toll and why he is requiring a longer shutdown.
But it was Governor Cuomo’s mandate that nursing homes accept patients with the virus, that caused so many deaths early on.
It also didn’t help that New York partly closed the subways on short notice, so that people were jammed on the subways up to their elbows for hours.
We need strategic thinkers. Scientists who rely on statistics and pass off decision making to their “Behavior Health” bureaucrats are not the answer.
I don’t agree with comparing California with New York. Multiple sources site that the COVID strain in NY is not the strain that has impacted CA. Could the different strains have an impact on the statistics…absolutely! As for nursing homes, yes, the residents and staff need to be tested, however, they also need education on how to improve their infection prevention processes and they need the supplies to appropriately prevent the spread of infection. This should not be political, but unfortunately it is.

I agree that nursing homes should get more testing, more support, and more education. Targeted responses to stem the virus make sense.

Testing sites will only test if you meet their guidelines if you don’t they won’t test you. Does this guy understand the testing guidelines?
What guidelines are they using now? As far as I know, you’re supposed to be able to be tested openly. I’ve had no symptoms or known exposure and I was able to get tested with a lot of online form-filling and a couple of scheduling mouse clicks.
Then again, I was tested by a subcontractor– Quest Labs was on the paperwork. I couldn’t even get off hold when I called the official county phone line.

The only numbers that I trust are the population of CCC(1,154,000), Deaths due to Covid 19 in CCC (37), Current patients in hospitals (13). The purpose of the SIP was to flatten the curve so we didn’t overwhelm the hospitals. CCC has temporary sites with beds that have never had 1 patient in them. The hospitals are not busy? So we either flattened the curve, or there was never a first wave? with only 13 in the hospital its time to open up! If we open up now or in 2 weeks does not change anything! The virus will still be here. When you drive to the other counties it feels like a different country. No masks, people are eating in restaurants, even the police, Emt’s and firefighters are not wearing masks! (or at least the ones I have seen). There is a reason Doctors help people and not run business, or govern them. I think Chris is afraid because they mainly knows what pill to give you to make you feel better and since there is no vaccine they are lost! I feel the monetary and mental issues created by this will be worse than the virus.
The solution to this – for either side of the political spectrum – is more availability of testing.
Once you can accurately test you can accurately quarantine; then you can, through contact tracing, get those who were exposed tested as well.
If they are negative – no problem! If they aren’t negative then they’ll need to be quarantined.

In the meantime, continue to contact the County Supervisors, Healthy Directors, file lawsuits, protest, whatever it takes. Enough is enough. Our local economy is collapsing because of these people.

Yes, it’s time to put the pressure on these BUREAUCRATS who only serve to protect the bureaucracy. I think lawsuits are the best course but I’m not sure how to make that happen. I reached out to a Walnut Creek civil rights law firm a couple weeks ago.. crickets.
CCHS needs to take a video production course. He needed just as high a level as the person asking the questions. And at that (and also on YouTube videos) audio level is usually too low unless you know how to author a video properly.
As far as testing goes it’s going to be hard for anyone to want to be tested since they’ve been locked down for so long. They don’t want to told to quarantine another two weeks and possibly arrested if they break quarantine. We will probably find in the future the lockdowns were unwarranted.
Pretty much. They extended the quarantine period the day after I got tested. I spent the next three days in a shopping panic, trying to figure out how to stock up enough vaguely nutritious food to last both me and hubby 10-14 days, since we our appetites swing wildly from day to day and we don’t have much freezer space. We could last a week, but longer…?
Getting tested was probably one of the dumbest decisions I’ve ever made lol

2 weeks ago the CDC published that they thought it would be 0.60. 2 weeks later their estimate is less than half of what it was. I bet in 2 more weeks it’ll go down yet again, and end up within spitting distance of the regular flu. UNLESS, those with an agenda keep reporting deaths of people WITH Covid, and not people that passed FROM Covid.
The regular seasonal flu is 0.10

Yes. The downside of testing is that it provides more ammunition to the fearmongers. The upside is that it proves a low fatality rate.

Please open our county up. Many of our friends can’t pay bills, can’t work, we are being punished by not being able to go out & eat, have a hair cut, nails done. Please Please open. The only people that died were in rest homes. None of the rest of us were affected,.
