Contra Costa Extends Time People With COVID-19 Must Remain In Isolation

Health Officer Dr. Chris Farnitano today issued orders extending the amount of time people must remain in isolation from seven to 10 days after the onset of symptoms or a positive test for those without symptoms.

Farnitano said the change is being done based on new guidance from the Centers for Disease Control and Prevention (CDC) about how long COVID-19 patients remain infectious.

“We’re learning more and more about the virus every day,” Farnitano said. “Based on our latest understanding, we want people with COVID to remain isolated a little bit longer in order to reduce the chance of infecting others.”

The updated isolation and quarantine orders also define the infectious period for asymptomatic people with the virus as beginning 48 hours prior to being tested for COVID-19. Public Health staff will identify close contacts during this 48-hour period.

The orders also expand the definition of close contacts to include individuals who were within six feet of a case for at least 15 minutes during the infectious period.

On April 3, the health officer issued a mass order for residents with COVID-19 and their close contacts to isolate and quarantine themselves.

BUT… Oregon has had much fewer cases and has massive testing/tracing in place to track any outbreaks (at least in Benton County where my daughter is).

@Noj. I looked up what Phase One in Oregon means. Here is a summary: as of May 15, most businesses and services can open, provided they meet safety, physical distancing guidelines. Examples:

–Outdoor recreation activities, including many Oregon state parks
–Non-emergency medical care, dentist offices and veterinary care. (Most virtual meetings with a doctor are about as effective as sugar pills).
–Local cultural, civic and faith gatherings for up to 25 people.
–Bars and restaurants with dine-in service until 10pm.
–Salons, barbers, all retail businesses, malls, shopping centers, gyms and other fitness facilities.

The numbers don’t justify the draconian and sometimes unconstitutional mandates from the unelected country employee.

This new order makes perfect sense. Keeping people freshly tested positive in quarantine is important to prevent the further spread of the virus. However, that doesn’t mean that the rest of us should be kept in lockdown for more weeks. The 91 people tested positive in the past seven days need to be quarantined. The rest of us, not so much.

Contra Costa County needs to open I know of a few small businesses that will most likely not reopen. I personally hold the lawmakers, governor and “ health officials” responsible for said business failures.

I agree it’s confusing and the county press release about this shift from 7 to 10 days should have also explained the 14-day period and how it relates to this one.

If you are suspected to have been exposed to the SARS2 virus then a 14-day quarantine is recommended to see if you then develop symptoms of COVID-19. Sometimes it’s called self-isolation.

When you are exposed to the virus it incubates within you for up to 14 days before you start to show any symptoms of COVID-19. Thus, if it’s known that you were exposed to the virus then you would self-quarantine for 14 days. If you don’t show any symptoms of COVID-19 during that period then you are free to resume your normal life. You usually will not be tested for COVID-19.

The symptoms of COVID-19 usually show up within six days of you being exposed. However, the range for the incubation period is two to 14 days. That’s why the self-isolation period is 14 days.

If during the 14-day self-isolation period you show symptoms of COVID-19, or you test positive for COVID-19, then that starts the 10-day self-isolation period. You are most contagious and likely to infect someone else three days after the onset of symptoms. That’s why this self-isolation period used to be a week. Apparently health authorities are discovering that people were still contagious and it was possible to infect others a week after the onset of symptoms and so the self-isolation period was changed from 7 days to 10 days after the onset of symptoms.

Thus, the 14-day and 10-day self-isolation periods can overlap. If you are living with someone who either develops symptoms or tests positive then your 14-day clock does not start until after the other person’s 10-day period ends. The reason is the other person will be contagious and shedding viruses and thus exposing you to it throughout their 10-day period. You may not get exposed to enough of the virus that it starts incubating within you until the last day of their 10-day period which is why your 14-day clock can’t be started until their 10-day period has run its course.

There have been a lot of false negatives so the CDC now requires 2 negative tests to return to the outside world. Happened to me…thrilled when I was finally negative only to be followed by another positive. Good policy because I would have been out infecting people (even though I take precautions) My friend in Orange County can’t go back to his medical job because he doesn’t qualify for a second test now that he has no symptoms. We need a lot more testing supplies!!!
