Gov. Gavin Newsom said Friday the state could announce the first significant modifications to its COVID-19 coronavirus shelter-in-place order as early as next week if statewide case and hospitalization numbers continue to show progress.
Newsom said that while cases eclipsed 50,000 statewide in the last 24 hours, hospitalizations due to the virus have fallen 2 percent to 3,428 patients. During that time, the state’s number of patients in intensive care
remained static at 1,192.
Hospitalizations, ICU patients and people under investigation for the virus have all remained steady or fallen in recent days, which Newsom credited to residents across the state respecting state and local shelter-in-place orders and other public health guidelines.
“That’s why I feel some confidence that over the course of the next week, we’re going to be able to make some announcements that will give people some more confidence in the ability for California to get back on its economic feet,” Newsom said.
State public health officials have been tracking a half-dozen factors, including the number of tests completed each day, the needs of hospital and health care systems and the state’s ability to resume a lockdown
if coronavirus cases begin to spike again.
Newsom said the state continues to procure millions of pieces of protective equipment, especially for frontline workers across the state’s health care industry. In the last 48 hours, the state received a pair of protective equipment shipments totaling 5.2 million surgical masks and other protective items. The state also received 3.1 million units earlier in the week.
The state is testing an average of more than 25,000 people daily, according to Newsom, meeting the state’s May 1 testing goal but still well shy of the state’s overall goal of 60,000-to-80,000 daily tests.
Newsom also waived off backlash to his strategy to combat the spread of the virus, including this weekend’s closure of all state and local beaches in Orange County.
The punitive action, which Newsom took after residents crowded onto the beach last weekend, spurred the cities of Huntington Beach and Dana Point to file lawsuits against the state.
“We’re getting very close to making really meaningful augmentations to that stay-at-home order,” Newsom said. “We said ‘weeks, not months’ about four or five days ago. I want to say ‘many days, not weeks’ as long as we continue to be prudent and thoughtful.”
Newsom is just now recognizing that people are ignoring him and are pissed off at his closures.
So, to save face, he’ll relax the closures sooner rather than later to look like people are still following his edicts. They’re not. He’s on the run now, he has to look like he’s leading when he no longer is.

It is unfortunate that some conservative people are having plague parties in the streets, but most people aren’t participating in that behavior.
Besides, the easement of some of the restrictions will come with increased enforcement of the restrictions that will remain in place. It’s the only way to keep the numbers low.

Newsom took credit for the guidelines imposed by London Breed in San Francisco. They were not his nor his advisers ideas. And, London Breed has a much more compelling and compassionate delivery of the bad news designed to protect the vulnerable. Newsom is going to threaten you with a spanking if you don’t “behave.” He’s a failure as an authoritarian because he does not have the credibility required to be a leader. His whole approach begs the masses to tune him out, and if the traffic and the numbers of people shopping at open businesses are any indication, lots have already.

Governor Newsom has our best interest in mind, and the vast majority of Californians love him.
Not buying this argument for a second. If any of these politicians gave two bleeps about anyone’s health or lives instead of this whole culture war nonsense, they’d work toward giving everyone in the country a universal basic income during lockdown so that people could stay home and pay rent/feed their families. They’d insure that basic, standard heathcare needs of the population were met in this period so that we’d have a better shot at surviving when the majority of us finally end up with the virus.
We shouldn’t have record demand lon our food banks. We shouldn’t have to worry about bankruptcy when the rent bills finally become due or mortgage forbearance ends. We feed and house (until recently) criminals, but no politician seems to care about the rest of us.

Hunting Beach and Dana Point voted to take legal action against Newsom for ordering beach and state parks closed in Orange Co.
Modoc County unilaterally decided to open up this Friday.
Humboldt Co Sheriff Wm. Honsal said “As Sheriff, I am the protector of constitutional rights in Humboldt County and if an order is issued that I believe violates our constitutional rights, I will not enforce it.”
Butte, Colusa, Glenn, Sutter, Tehama, Yuba and Sutter Counties have asked Newsom to be allowed to loosen restrictions and may take unilateral action like Modoc County if denied.
Seems like Newsom has a home rule problem on his hands.
Newsom should not be surprised that nobody is listening to his dictates. He dismissed the will of the voters when he suspended executions during his term.

Modoc County is a rural area with 9,000 people total and no known cases of Covid. There’s a huge difference between Modoc and Contra Costa county.
Modoc County also set firm guidelines on their reopening. They will maintain distancing of 6 ft in business, restaurants, and churches. People over 65 are told to continue to follow the stay at home orders. The County officials have also said that if they get as few as 2 cases of Covid, they will reinstate the shutdown.

The fact that Modoc is a rural county is incidental to the bigger question of home rule vs large centralized government.
Did Newsom rescind his shelter in place edicts or not? Did Newsom give Modoc permission to modify his shelter in place order or not?
If not, than the people of Modoc County are sticking their proverbial middle finger in Newsom’s face and the other northern counties will follow suit. The desire for a State of Jefferson which is just another way of saying independence from Sacramento, is a pipe dream for sure, but it’s a dream that is alive in the north.
You can rationalize it in your mind all you want but Modoc is not obeying the Gov of California and there isn’t anything Newsom can do about it.

@Janus – The governor of Georgia and state officials chose to stick their middle finger in Trump’s face despite a direct personal request from him that they not re-open. Trump did not send the military in to quash the “uprising” in that state. Nobody is saying that Trump has a home rule problem either.
The United States is a federation of self governing states. For the most parts, states are composed of self governing counties.
If it becomes apparent that a breakaway state or county is becoming a threat then I suspect the military or national guard would be used to “restore order” and to impose controls to deal with the threat to the overall community.

In 2016, California voters rejected Proposition 62 that would have repealed the death penalty and replaced it with life imprisonment. In other words, when Newsom took office, the death penalty in California stood affirmed by voters. He, of his own volition, chose to suspend executions while he was in office, in spite of the fact that voters had just voted to retain them — the will of the people.
This is a serious precedent and why he was not removed from office for overturning the will of the voters is astounding. A legal challenge of his authority to do so should have been mounted immediately. Because it was not, he has taken free reign of the office and we are seeing the abuses and violations of his authority as a result.
Newsom has crossed a line that breaches every tenant of our form of government and must be laughing himself to sleep at night. His practices are partisan, he is not representing the people of California, and he is self-interested for the purpose only of furthering his eventual run for President. He is an opportunist using this emergency to fast track his bid for the Oval Office.
Wait, so he created a multi-tier phase to re-open the State over the course of 2020 and now he’s abandoning it and opening everything in a few days? I know a lot of you are happy about this, but dang. Seems odd. Hopefully this doesn’t turn into a disaster.

Exactly right, it is important that Newsom not lose control of the situation. He is trying desperately to induce Stockholm Syndrome among his week-willed and waning supporters. It is vital to his plan that his hostages believe he has their best interests at heart while continuing to abusing them, and critical that they cooperate with him so that he gets what he wants. By inducing Stockholm Syndrome he has their devotion and, more importantly, their votes for his Presidential run.

I was on a conference call this morning with Governor Newsome. A tiny company in Martinez has devised a cure for Covid-19. It is 100% safe and 100% effective.
Social distancing is no longer necessary as it takes weeks for the virus to progress. Hospitals will have the treatment in inventory by then.
If a company had a 100% effective cure that would be in the news. The closest thing we have is Remdesivir which was developed by a pharmaceutical company in Foster City.
Remdesivir can reduce the average length of recovery by 4 days, but it isn’t 100% effective. It is possible it might even prevent people from getting infected, but it’s not fully understood yet. It could be December before enough pills are manufactured for every hospital to have them in stock.
So yes, we need to maintain social distancing.

The majority of Californians agree with Gov Newsom and are following his plan. Only a small percentage is vocalizing disagreement. Unfortunately they will cause bigger problems down the road.

He does seem to have angered some people over the Beach thing. His presentation had a “carrot and stick” feel about it and may have more to do with people being upset than the actual beach closing. Nobody likes to be talked down to.

What happened to the value many Liberal place on ‘choice’? Many of us conservatives oppose abortion, but you folks get to have your way no matter what the science says on the matter.
Therefore, people should be allowed to choose… to cower-in-place until their food and money run out, or to emerge from captivity, return to their jobs, businesses and even entertainment. We have known all along (although it is conveniently ignored when it suits the purposes of politicians) that there will be a spike in infections when we relax these measures, NO MATTER WHAT.
So it only seems logical to have more cases now, before the start of the flu season. But I no longer believe the best interests of ‘The People’ are the same as the interests of politicians.
The closure gave experts time to better understand the virus. The closure gave health departments time to develop guidelines for businesses to follow so that when things reopen, there will be a lower rate infection.
If you are running out of food, there are various places around Concord where you can pick up food for free. None of the “Open California” protesters yesterday seemed like they were starving.
Nobody is being held captive. You can go outside. It’s a nice day today, maybe go for a walk. There is no shortage of entertainment. Radio, tv, internet and all other electronic devices still work.You can play an instrument, paint, read, garden and so many other things. You can talk to neighbors.
We have plenty of choice within the framework of the guidelines, which are being eased this month anyway.
Many people have had their choice to be able to make a living taken away from them. Non-essential businesses have had to close. Many of them will never reopen. What choice did those business owners have? How much have they lost that they will never regain? Is everyone really OK with that? Apparently, many people are, but it seems that most people who are OK with it are working from, getting a paycheck, or have the financial wherewithal to make it through.
