Contra Costa Health Officer Issues New “Cover Your Face” Order

A new health order in Contra Costa County requires anyone working at or visiting an essential business, such as a grocery store or gas station, to wear face coverings to help reduce the spread of COVID-19.

The order, effective Wednesday, April 22, also requires public transit and government workers to wear masks when they come close to others, or where the public is likely to be present.

Members of the public must mask when they:

  • work at an essential business
  • are inside an essential business, such as a grocery store
  • visit a healthcare provider or facility
  • wait in line for or ride public transportation

Businesses must take reasonable measures, such as posting signs, to remind visitors about masking, and not serve customers who do not observe the order. Workers do not need to mask if they are alone in a personal office but must put them on when others enter.

“We now know that a significant number of people with COVID-19 lack symptoms, or become infectious before they start showing symptoms,” said Dr. Chris Farnitano, Contra Costa County’s health officer. “That is why we all need to start wearing cloth face coverings in public settings where it’s sometimes hard to maintain physical distancing, such as standing in line at the store.”

The new order does not extend to people driving in personal vehicles alone or with members of their households. Contra Costa residents are encouraged to continue to observe safe physical distancing when they go out to exercise or for recreation.

When outside, everyone must carry masks or face coverings and use them whenever they come near six feet of others outside their own households.

People engaged in more strenuous exercise, such as running or bicycling, should stay further apart from others while breathing heavily and take steps to avoid breathing on others, such as moving to the other side of the road to avoid pedestrians and wearing a mask if possible.

The new order does not replace the county’s stay-at-home health order or the need to maintain physical distancing, wash hands frequently and cover coughs and sneezes – all fundamental to reducing the spread of COVID-19.

“Stay in place, maintain your space, cover your face,” Dr. Farnitano said. “One key way the COVID-19 virus spreads is through respiratory droplets that people expel when they breathe or sneeze. By masking and observing physical distancing, we can help protect everyone in the community.”

The order does not require children 12 and younger to wear masks. Children 2 years old or younger must not wear them because of the risk of suffocation.

Face coverings can be anything made of cloth, fabric or other permeable material that covers the nose and mouth and the lower part of the face. Medical-grade masks are not required – a T-shirt or bandana works fine, Dr. Farnitano said.

Masks with one-way valves for easy breathing do not qualify as face coverings under the order because they can release respiratory droplets into the surrounding air.

Way back when we were told that wearing a mask wouldn’t help. We were also told we needed masks to go to health care workers. A mixed message, wouldn’t you say? We shouldn’t wear them, but they work. I ignored that contradictory message because I figured something was better than nothing. I had masks left from last year’s fires, so I wasn’t taking any away from a health care worker. Now, the geniuses in charge say we should be wearing them. Had we started using them earlier, fewer people would have caught the virus and our health care system might not have gotten so stressed. I have to wonder how many people became infected and died because too many people supposedly leading us had their head in some dark, scary place.

As someone who works at contra costa regional medical center, our system is only stressed in our need for PPE, other than that our resources are actually being very well managed. Definitely not a “stress” to the county system.

Our health care system, as in the UNITED STATE HEALTH CARE SYSTEM, meaning hospitals and clinics EVERYWHERE in our nation. I am so tired and disgusted with folks who think we’re separate city-states. I suffer when health care folks in New York, or South Dakota, Florida, or Texas are overwhelmed with patients and lack the proper equipment to do their job safely. This better them than us attitude just divides us further.

the UNITED HEALTH CARE SYSTEM, meaning hospitals and clinics EVERYWHERE in our nation were never stressed. Relax and do some research. Seattle closed their “emergency” hospital in the Seahawks stadium (that’s a football team by the way) because zero beds were needed. The Navy hospital ship in New York City (that’s a city in New York) saw virtually nothing all the while city councilman were saying that Central Park (a park in New York City in the state of New York) might be needed as an emergency triage/morgue. No one is overwhelmed with patients, we have the best health care in the World.

That’s what the 3M N95s I bought back during the 2018 do. I wear the cheap dust masks for this. They are as good as a cloth mask. However you might have a tough time finding them now. I had some for doing work around the house and garden that might stir up dust.

I was at the Safeway on Oak Park, In Pleasant Hill and the grocery checker had a mask pulled off his face and he was breathing all over the place so I asked him why is his mask pulled down and he said it fogs up his glasses. I said so does mine, it is annoying but you can still see. He was weird anyway. Oh well I guess we cannot control the whole world so that is why I am pleased they have this new mandate.

BTW, if you wear your glasses sitting a bit further forward atop your mask instead of sitting on your nose like they’re meant to, they won’t fog up as much.

If you are referring to the Stanford study indicating the virus’s first arrival may have been February, then yes. I wouldn’t call that much longer than we have known it was here. If you are referring to the conspiracy theory that Covid-19 was here in the fall, then no, there is no such study confirming this crazy conspiracy theory.

Yes, the number infected is certainly higher than the number of confirmed tests, but the 50x-80x number you have is made up. Ultimately the best indicator is the number of people who show up at the hospitals with symptoms. Sure, you could go to the hospital and take a look yourself (exposing yourself to all those potentially infected people), or you could just take the work of our healthcare workers.

As I have said before, the more people complain about how unnecessary the shelter-in-place is is just more evidence of how effective the social distancing measures have been at protecting Californians.

Death rates from covid-19 might seem high, until you take into consideration that death rates for any other reason have magically dropped off a cliff. We *normally* get about 4000 deaths per month nationally due to pneumonia… more or less. Those deaths are down by A LOT… like a 1000+ less PER MONTH. The big kicker of all this is, while required wait inside for a miracle, we’re delaying the onset of herd immunity… the MOMENT we try to go back to normal we will see an uptick and they’ll herd us all back indoors. The only thing I guess I can hope for now is that it disappears off the face of the earth like its big cousin SARS did.

I get claustrophobic in face masks, they are very triggering for me. My life just got that much more miserable.

Personally, I think they are underestimating the degree of confirmation bias introduced by their recruitment mechanism of Facebook ads. They say the results are preliminary and not peer-reviewed yet acknowledging certain biases present in the study. Another factor is it is difficult to say that the amount of under-reporting in Santa Clara County is representative of the amount of under-reporting elsewhere. Because Santa Clara County is one of the earlier hotspots the amount of under-reporting would be expected to be much higher than geographic regions which were hit later.

Funny. My husband who’s Mexican said to me a couple of weeks ago as we tried on masks, “So what happens if I go in to the bank like this to do business?” People of color have already been getting thrown out of businesses for wearing masks due to COVID19.

I’ve also heard plenty of people including nurses saying that there were many people sick in November, December, January with weird viruses and lots of pneumonia and it was odd. I totally believe it could have been here in those month and that’s why we are doing so well, because we already went through it and nobody knew. that could account for the high number of people that seemed to have had it before. if people read what was happening behind the scenes with China, Etc they would see that there is more to this. you can’t just listen to CNN. Having it not take effect until Wednesday gives businesses and the public time to find masks before they are required. There’s lots of information online on how to make your own. If you aren’t a sewer, you can cut up a t-shirt or make one with a bandana and hair ties. If you have a sewing machine, they aren’t difficult to sew. You can order masks from the crafters on Etsy.com, but they probably won’t get here by Wednesday.

SFGATE shared a story from Santa Clara and San Mateo County that said the infection rate is very high, but the mortality rate is likely closer to 0.12 -0.20% based on the realistic infection rate. All of this (mask, SIP, etc) for what? Folks really need to get a grip on reality here and understand the numbers!

I do not agree with this being mandatory. I personally cannot wear anything covering my mouth/nose without me feeling like I’m being suffocated.Last time I wore one, I had a major panic attack and refused to wear one since. The issue is, I am an essential worker and I need to travel from the East Bay to San Francisco to work and I do not have the option to work from home.

Tango I agree, though for a different reason. Anything tied around my head, neck, or ears leads to instant migraine since a head injury. I also get the panicked suffocating feeling when wearing one. I have found certain smells can help lessen the panic attack feeling for me though. For me a nice lavender smell works. Not saying it is a miracle cure but perhaps worth a try?

So, its the legal decree you must wear a mask, but you shouldn’t buy masks, because first responders need them. Plus at all the stores they aren’t available because they are donated to said first responders. Its common knowledge that homemade masks arent effective because virus particles arent blocked by normal cloth, so wearing home sewn masks is only giving a false sense of security. Part two of the decree you should distance from others while bicycling, but the previous decrees forbade cycling. Which is it? They make these decrees hard to follow.

Are the infection numbers really down? Look at the San Mateo and Santa Clara health department reports that came out on Friday. They are saying that the infection rate is 50-85 times HIGHER than currently being reported. If that is true, our mortality rate is LOWER than the reported percentage.

If our infection rate is so high, did that occur before SIP? The did the testing in early April, minus 2 weeks (incubation period), that puts us around the start of SIP. HMMM … sounds like more people were infected BEFORE SIP started. There are not correct criteria for safety masks (if read what is written above as a mask requirement). It is a well-known fact is that virus is too small. The Health official must point exactly which type of mask is really safe, otherwise, we will experience “Placido effects” mask events with no practical and healthy accomplishment. And is questionable the big window to implement this order, today is Apr. 17th. There is one more issue.

I was at CVS on Clayton Road (the one next to Big 5) 2 days ago, and they had masks at the check out stand for $1.99, I don’t know how effective they are, but I bought one, that way I can comply. I don’t want to be told I can’t enter a store because I don’t have a mask. I have tons of scarves, silk, cotton, etc. but they don’t stay up, so this will work.

I am in the same boat I CAN NOT BUY A MASK ANYWHERE. And I can’t sew. Will they arrest me when I need to go out in public?

didn’t need desperately, cream, shredded cheddar cheese, green onions. However, Grocery Outlet on Willow Pass had plenty of vegetables, not cream, but half and half, and cheese as well. Good luck.

If we all had started wearing masks on day one we would have been out of mess already. By the time it was considered we already had too many victims and the masks were needed in hospitals so we were told they only help from spreading the disease if you already had it which is crazy because no one knew if they had it. I was kicked out of cvs in Clayton tonight the one next to grocery outlet, because I did not have a 😷. I told the employee I wasn’t aware I needed one she said I had to have one effective today to enter all cvs stores .

So, I need to wear a mask at the self-serve gas station at 9:00 PM when no one is there but the cashier and myself? I don’t leave the pump area. I slide my card into the machine and pay right there. When I’m finished, I use hand sanitizer before getting into my car. Wearing a mask in that situation is ridiculous.

I won’t wear one then. I won’t even if there are other people around. What are they going to do, shut off that one pump? LOL

I wash my hands when I done pumping and even wipe down the pump handle before I use it … just because.

Ok, so where will the county be setting up a drive-thru distribution point for free masks or the webpage for submitting requests for reimbursement for the purchase of masks or materials required to comply with a MANDATORY new safety item that is in limited supply? Especially since the order is outside normal county ordinance and contrary to epideniology indicators as shown by the published infection curves?

I use a buff, aka neck gaiter. I put it on when I leave, pull it up when I need to cover nose and mouth, then pull it back down when I leave the store. Toss it in wash at home. I can fold it in half and stick a coffee filter in it when I need extra filtering like at Costco.

This is great. More required personal expenses for low-income seniors/families. Not forgetting that stores in Contra Costa County are still “required” to charge for bags because of some half-baked idea to ban reuseables without lifting the plastic bag ban.

Next is the gloves. Then what? Going to require scrubs?

Last night at 6:30 when going to the Greenery Grill & Sports Bar at Diablo Hills Golf Course, by Heather Farms Park in Walnut Creek, to pick up our to-go order, we noticed very many people out walking, in groups up to 6 people, and riding bikes, and very few had masks or face coverings on, or with them. At the Greenery we saw 4 adults and 2 children under 8yrs old, near the entrance, as I walked passed them, wearing a mask, and gloves, I asked why they weren’t wearing masks, as the 2 children walked passed and went in the doors to the Greenery, and a woman answered, that’s not until Wednesday, April 22nd, and I said oh, I guess you’re all safe from the Virus then, and walked back to the car, with our food. On our way back home, we noticed lots of people on the Lime Ridge Trail, and very few had masks, and the Lime Ridge parking lot, and streets were full of people and cars, on Ygnacio and Cowell Rd, hmm I guess we don’t have to shelter at home either, and gathering at a Park is ok too! Just Saying!

Just FYI Face Mask Ordinances are unconstitutional and they will be fought in court and found so., costing the county allot of court time and money… and people will refuse to pay and therefore pressing the court to put them in jail instead.
