Gov. Newsom Discusses Roadmap To Relax Shelter-In-Place Order

Gov. Gavin Newsom set a roadmap Tuesday for how California could begin to resume a modified version of daily life during the coronavirus pandemic.

Newsom and California Department of Public Health Director Dr. Sonia Angell declined to give a concrete timeline of when businesses could begin reopening and shelter-in-place orders could be lifted.

However, they both acknowledged that the state is making progress in fighting the virus and that public health protocols like physical distancing and hand washing have helped to bend the state’s curve of new cases even as it continues to trend upward.

Newsom outlined a half-dozen factors state officials will consider to potentially begin relaxing the state’s order to stay at home, including the state’s capacity to expand testing for the virus, the needs of hospital and health care systems, the process of redrawing floor plans in businesses and restaurants and the state’s ability to resume a lockdown if coronavirus cases begin to spike again.

“We got to this point where we did not, at least for the moment, manifest the worst case as it relates to the surge because you all did it together,” Newsom said. “We moved not just quickly but we moved thoughtfully as a state, 40 million strong.”

Newsom and Angell cautioned that the announcement should not be interpreted as an excuse to venture back out into society and relax individual efforts to maintain physical distancing and viral protection.

However, those efforts will not need to be permanent, Newsom said, and state officials could begin the nascent stages of forming a timeline to reopen the state as soon as early May, especially if hospitalization and
intensive care numbers begin to decline.

“This time period that we’re entering is not about going back to where we were before,” Angell said. “It’s about going forward in ways that are healthy for all of us but it won’t look the same.

Newsom also called the prospect of holding large gatherings of people such as sporting events and concerts “negligible at best” until the creation of a vaccine to develop herd immunity against the virus. National
public health officials have warned that a vaccine likely won’t be ready until spring 2021 at the earliest.

“I hope all of us are sobered by the reality of the moment but also left with a little optimism that this is not a permanent state and there is a light at the end of the tunnel,” Newsom said.

To bad every single one of his six points is blatantly unconstitutional. This is not Soviet Russia and we are not all citizens of a dictatorial Communist state which disregards our rights as granted by the US Constitution and Bill of Rights.

Safety Second April 15, 2020 - 8:47 AM - 8:47 AM

It is absolutely mind-boggling how Californians have allowed state and local bureaucrats to usurp our inalienable rights. We have been duped… Just look at past influenza mortality rates in California and you’ll see that the Wuhan virus doesn’t justify the destruction of the worlds 7th largest economy. Y’all been duped, especially those cities controlled for generations by the racist democrat party establishment

Bobfished April 15, 2020 - 9:22 AM - 9:22 AM

This is unconstitutional! The only way he may be able to do this is if we let him or maybe if he declares Marshall law.
Thanks Will!

Take you “inalienable rights” and ignore the virus. You’ll get to meet God sooner. That will show Newsom.

Let us look up to Mt. Diablo’s great light and be reminded of how our caring, wonderful leader, King Newscum has saved us from ourselves.

John P April 15, 2020 - 10:24 AM - 10:24 AM

He could declare a state-wide crisis, and impose martial law with a 24-hour curfew. He could have the National Guard and all law enforcement personnel enforce his orders. He has broad powers to protect public health and public safety, so you are quite mistaken about the constitutionality of what he’s done. He could come on even stronger and still be within his authority. Besides, only the dumbest and most ignorant amongst us wants to ignore the threat this virus poses. I say listen to the medical people first, then the governors, and lastly, ignore anyone who feels the economy comes before safety.

Right. Gavin’s first act in office was to overturn the will of the voters and suspend the death sentence in California for the duration of his term, a stunning precedent which should have been challenged legally, but the sheep follow. The second earth-shaking thing he did was pass the “No Tax On Tampax” law. Guess who wears the pants in his family? Close on the heels of that was his “Welcome To California Abortion” law which promised abortions to ANYONE who wanted one at the expense of California taxpayers. The man is a train wreck. God forbid he declare Marshall Law. He is an egotistical autocrat.

Old Fart April 15, 2020 - 2:34 PM - 2:34 PM

Not taking a position here either way, but I’m curious how those of you that have Constitutional concerns about Newsom’s policies view the temporary curtailment of certain rights and liberties that our federal government deemed necessary in order to defeat the Axis powers in World War II? Strictly a Constitutional question. Is there anything to be learned from that example?

When this mess first started, I was able to listen to his speeches. I can’t do it anymore. The fake voice and fake speech pattern which results in a spot-on impression of Obama is more than I can stand. Doesn’t matter what he says anyway – nothing we can do about it. I’ve learned to avoid things that stress me out. Listening to talking-head politicians (and the news) are about the most stressful things out there – I’ll pass on both.

Kentucky Derby April 15, 2020 - 9:43 AM - 9:43 AM

Not watching the news is wise. It will stress you out. And then people blame the media. The media is just doing their job. I haven’t listened to one word that Newsom or Trump has said. Americans should’ve learned this after 9/11. You can’t bury your head in the sand, but you can read bits and pieces online. It’s all you need for your mental well being. I stopped watching the news a long time ago, and it’s one of the wisest decisions I’ve ever made.

Jojo Potato April 15, 2020 - 12:26 PM - 12:26 PM

So why do we have to go through this process every time. Trump says something stupid, media calls him on it, Trump moves off his original position and takes no responsibility for it, and then blames some one else. That’s not leadership.

To Do List April 15, 2020 - 12:56 PM - 12:56 PM

One can play cherry pick the quote all day if you want. How about from Obama on Oct. 25, 2010, “If Congress has laws on the books that says that people who are here who are not documented have to be deported, then I can exercise some flexibility in terms of where we deploy our resources, to focus on people who are really causing problems as opposed to families who are just trying to work and support themselves.” The difference is that Obama both said and did ignore the law, while Trump is just talking. And also another difference now are the rabid non-journalists who took over much of the media (CNN, MSNBC, …) to spew their hate and venom.

I was really hoping for something well thought out that we could embrace.

chuckie the troll April 15, 2020 - 10:11 AM - 10:11 AM

Newsom did not provide a plan, as understood by anyone who runs a business, makes plans, pays bills, etc…understands a plan. Something might change sometime when some things happen some time in the future is about as helpful as a kick in the head.

I don’t run a restaurant, but suspect that it would take a minimum of 2 weeks to get one up and running for business. The same basic problem exists for other businesses. The problem of supply chains, customer confidence, employee scheduling, cash-flow, etc…depend on actual evidence and an end to the government-mandated shut down.

This is what happens when you live under the single-party rule of Democrats.

Hanne Jeppesen April 15, 2020 - 2:54 PM - 2:54 PM

PH Susan, As far as I remember Gavin Newsom had a business before he became mayor, a restaurant, winery, perhaps both, I think it was called Plumjack. As for you assertion that Democrats that support him have never owned a business or held a job is absurd. I know several Democrats and liberals that have worked all their lives, saved and investing money and is now quite well off, of hand I know at least 10 in this area. I also know republican’s and Trump supporter that have squandered their money and barely hanging on, although to be fair I also know conservatives who has done well financially. @RJ- there is no true news in the US ! If you watch any news outlet in the US your are being denied the facts and being fed an agenda and it all depends who owns the outlet.
I’m am not a Trump fan but I totally agree with “Fake News” and both sides are beyond guilty of it.

Majority of news outlets are liberal owned and their reporting is all conservative biased. Anything to push a negative slant toward Trump and republicans.
Example- we all watched Pelosi and DeBlasio telling people to ignore Trumps xenophobia views of China and enjoy the Chinese New Year parades and “come to China Town” . Not that China Town is any more dangerous but this was when people were being told to stay home. Funny none of the major lib networks mention it now, only how Trump is screwing up.

As for Fox News I’m not sure what the #$&* is going on there, I’ve watched once or twice and they are just whacky. If your believing what they are putting out there good luck…

As citizens of this country we should be demanding fact based truthful unbiased news otherwise we are all being lied to…

The Virus has a 2% mortality rate, the elderly and infirm are at the most risk.

California has a population of about 40 million, 2% of 40 million is 800,000.

Anyone claiming that the lockdown is unconstitutional or authoritative needs to read up on how emergency powers work, but its not actually about being right for them. Its about supporting their tribe which plays off of fear and hate.

parent April 15, 2020 - 1:02 PM - 1:02 PM

So when does the lockdown become to much? At what point do you realize that you have lost so much of your freedom, that you have none left?

Concord Lifer April 15, 2020 - 1:58 PM - 1:58 PM

Your math assumes that all 40 million will contract the disease. With your logic Italy, population of about 60 million, would have an expected death count of about 1.2 million. Italy has been thoroughly ravaged, but is past it’s peak and the infections are slowing down. It has a current death count of 21,650. That’s a current mortality rate of about .036%. If you apply that to California you are looking at approx 14,400 deaths, not 800,000. Still, I don’t want to be one of the 14K & will continue to stay home and follow social distancing guidelines.

chuckie the troll April 15, 2020 - 4:36 PM - 4:36 PM

Epidemiologists continue to state that whenever this lockdown ends, there will be a spike in the infection rate. Do you honestly suggest we cower-in-place for 2 years before a vaccine becomes available? Liberalism only works until you run out of other people’s money.

BTW-Your 2% death rate does not match actual results. The rate is almost certainly under 1%, but we are only testing people who THINK they might have it. I’m guessing that lawsuits will be filed challenging the no-end-in-sight shutdown, and they will cite the science, both the epidemiology of this virus, and the deaths which can be attributed to this shutdown.

parent April 16, 2020 - 8:34 AM - 8:34 AM

And the death rate data is flawed. You are considered a SARS2 victim if you have a heart attack and die. SARS2 has nothing to do with your death, but if you are positive, that is what is listed on your death certificate. Misleading data …

In one store, a family member had to stand within a tape formed square. Guess the taped line wasn’t good enough! But people are starting to wake up, thank God. This is not about a virus. It’s much bigger than that. If you accept everything you are told by officials and media, then so be it. Good luck.

Oh no! People are dying but you can’t attend church for a little bit! What a disaster

parent April 15, 2020 - 4:44 PM - 4:44 PM

CS
Yes, we cannot attend our physical church buildings, and for some of us, that hurts. Church is a gathering of folks who believe and worship the same thing. I for one, have a hard time with online church services because I am challenged to feel the spirit of my fellow believers. So yes, it can be viewed as a disaster.

We are losing our freedom, our liberties, our rights! I paid taxes for services that I am no longer receiving, and I am now being expected to work from home, teach my kids, and stay home. And some folks are saying that this will go on till 2022! I will not receive a stimulus check because I make above the limit.

They are saying we might have to wear masks like Los Angeles, but folks do not have to give up smoking and polluting my air with second hand smoke.

Non-essential shops have already gone bankrupt. Two of my close family friends will lose their business, their livelihoods if we do not open their businesses back up by late May.

So yes, 12 supposed deaths, and I use the word supposed because Newscum is trying to justify his actions. If someone were to die from a heart attack, but tested positive for SARS2, they are listed in the death statistics for SARS2! You could be drunk, kill yourself in a car, but if test positive, you are a SARS2 death statistic. The numbers are all FLAWED.

“You are considered a SARS2 victim if you have a heart attack and die.” is false unless it’s put in context.

SARS2 attacks the lungs. If the organs in your body collapse due to lack of oxygen due to the SARS2 attack and you then die due to one of the other failed organs then you get recorded as a SARS2 caused death. SARS2 almost never, and possibly never, kills someone all by itself. Death from SARS2 is much like drowning. You are trying your best to take in a single refreshing breath and get nothing.

Something to keep in mind is to request “code status DNI” or Do Not Intubate. One of the last gasp measures to keep your body alive is to shove tubes into you and to pump in air or oxygen using a ventilator machine. The death rate is 80% and for the 20% that survive it’ll be a lifetime of painful and very diminished lung capacity. If you request DNI they will give you morphine instead of intubating you. You will be very grateful and your relatives will be happy that your death was peaceful and not a long drawn out drowning.

Prior to intubating they will try oxygen delivered via a nasal cannula. It’s not as invasive as intubating, in SARS2 cases the death rate is 69%, and for the 31% that survive you’ll have a few months to a year of recovery before you feel close to normal. This seems like a reasonable thing to try but keep the 69% in mind. The odds are high that oxygen won’t be enough.

@ WC,
So how is it false? I used the heart attack example because cardiac failure is not generally lung related. It is heart disease, not lung disease.

The New York Post, April 7, 2020 states that all coronavirus deaths are classified as COVID-19 regardless of underlying health conditions. https://nypost.com/2020/04/07/feds-classify-all-coronavirus-patient-deaths-as-covid-19-deaths/

The article continues in the second paragraph that if you are even suspected of having it, you are counted, despite other countries doing the opposite.

The third paragraph shows that if already had kidney failure, and the virus caused you to go to ICU, some countries do not count it as COVID-19, but the US does. Why?

The fourth paragraph ” The intent is …. if someone dies with COVID-19, we are counting that.”

Read the rest of the article to learn more. It does say that the WH feels that this data mining might only have a small impact. But do they really know?

This article is based on Dr. Deborah Birx, the White House Coronavirus response coordinator.

So again, how is it false? Please provide your source of information that states my data is false. Or are you just spouting your personal beliefs?

They are intentionally skewing the numbers to cause fear among the general uninformed public in order to justify their reason for taking our freedom away from us. Course, this last paragraph is just my humble opinion.

@parent – Thank you for the article link. It explains what you wrote.

The death certificate likely will still be accurate, to the best of the ability of whoever fills it out and the amount of time they have to research the death.

However, according to the article you linked to, the federal government summaries of deaths in various parts of the USA will use “COVID-19” regardless of the cause of death reported by whoever filled out the death certificate if there is any chance the patient had COVID-19. I could not tell from Dr. Birx’s comment if she was for or against this practice. She did not explain why it’s done or any benefits.

I’m assuming the federal COVID-19 death reports include a clear disclaimer that it’s a count of the number of people that died that had COVID-19 and that COVID-19 was not always the underlying cause of death.
