Contra Costa County Prohibiting Mass Gatherings With More Than 100 People

Starting tomorrow (Sunday), mass gatherings with more than 100 people are prohibited in Contra Costa County.

As of this afternoon, there are 29 confirmed cases of coronavirus in Contra Costa County.

Does that includes stores like Walmart, Target, etc?

Retail stores, private businesses, airports, and public transportation are not included

Where does it say retail stores are not included? That makes total sense but I keep re-reading the official statement and I cannot find that. Thank you

Too much subjectivity on the part of the enforcers for this. Does this mean we can’t go to the food court at Sun Valley Mall? Oh, wait a minute; nobody goes there to begin with….

Restaurants and retail stores are not included in the ban, as well as hospitals and gas stations.

This does not apply to businesses.

Where did you read that?
I didn’t see it in the PDF. In fact, sections 7a. and 7b. seem to imply it does apply to businesses (not to mention churches).

I think 106 is a better arbitrary number…

Since Contra Costa County is one of the only counties in the state that will not give out any specific case information regarding the 29 cases here, they are creating most of the fear and anxiety by making people assume it is in every town and street in the county. It is really frustrating. We cannot even get any information on if any kids are getting it, or is it older people in nursing homes like in Washington, or if it is still mainly travelers. I have not quite figured out why they will not be more forthcoming with information. Other counties are releasing all kinds of information about their cases, so it is not a matter of privacy laws. So in the black hole of information here, one is to only assume that maybe our county is incompetent and cannot compile the data or do the contact tracing other counties seem to be able to do – or maybe they are trying to hide the fact that they dropped the ball on containment when cases came in from Travis – or maybe they are just arrogant government officials that see no need for us mere citizens to know what is going on so that we can access our own risk on what to do or where to go. Until this county is more transparent with its information, you can assume that any of those reasons could be true.

I agree totally. We should know where these cases are from. Not just somewhere in the county

Unconstitutional. This better not apply to religious gatherings or it’s hitting 2 rights. Right to gather and the right to the fredon of expression of religion. “Those who trade liberty for security will receive and deserve neither”

Ever wonder if this the “ban” on public assembly constitutional?

Likely it is and based on the government’s police power to reasonably protect the “public safety, health, and welfare”.

If only we had a right to peacefully assembly.. I thought the same thing when they announced arraignments would be held but the public was banned from attending the court hearing.

If only there were some sort of Amendment that said something like “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.”

If there were such an Amendment, and it were made to something of such great legal strength as to be “the supreme law of the land”. Ah yes, if only something of that considerable strength (or of that great “Constitution” if you will) could protect us from government overreach… it’s not like something so pitiful as an increase in the demand for toilet paper could render it moot.

Alas, I’m sure the courts and the enforcers would not truly care of such a curious document. After all, they are made of such a “finer clay” than we that they ought not to have such cumbersome restrictions on their ability to infringe on our rights. They have jobs to do after all.

So if >100 persons assemble in one place and are arrested will they all be confined in one jail?

I sooo agree!!! I hurry my back the other day and didn’t even bother to try to go the the dr cause i had no idea what hospitals were dealing with this. I mean at least tell us where to go so we aren’t gonna catch it for a sprained wrist and minor stuff. And yeah i get it. Wash wash wash your hands and don’t touch your face. But limiting contact helps also. If they’re gonna ban public events and disrupt entertainment, churches, libraries, schools, ect…. they can also tell us what hospitals

Yes James, or worse. Doctors can make a huge amount of money doing spinal fusion surgery. They will show you a graphic of how you have a deteriorated disc (everyone has these), and convince you and the insurance to go for surgery. Most times it would have fixed itself. But after surgery, many have new problems like not being able to bend like they did before. Money, money, money.

Apparently, given that the health order had a list of exemptions that didn’t include churches on them.
Though, most local churches (at least form what I’ve anecdotally heard) seem to be doing a live stream of their regular Sunday services.

Went shopping today to pick up a few things and found few items on the shelves plus the longest checkout lines I’ve ever seen in the states. I’ve seen long lines in the third world but this was new. I’m not quite sure why people are buying up a store’s inventory because the food distribution chain has not yet been jeopardized. If that happens, I expect rioting, looting, and assaults because most Americans have never experienced deprivation.

I was wondering if it applies to church too. Our church has over 100 people. We are making some changes starting tomorrow (including not passing the collection plate – which will make some wealthy members in Lamorinda chuckle). We’re still giving money – preferably online.

I’m also burned out on hearing about coronavirus. You can’t cancel the world from living, and I’m tired of having a hard time finding toilet paper. You can have the bottled water. It still comes out of the tap at a better deal.

I didn’t see any religious exemption when I read the PDF of the order, so I assume yes… unless if they’re assuming that since (in theory) the first Amendment overrides this order, we would automatically assume it’s not going to be a legal issue and just hold services normally anyways.

Also, (anecdotally at least) most local churches seem to all be going the live stream route (canceling the in person Sunday Services). Which church do you belong to?

I wonder if bar towns like Walnut Creek will have to enforce bar shutdowns even though they are businesses. They do draw in hundreds of people from allover the county to hot, crowded, and humid spots.

@ Cherylynn Salvetti – 100% with you. We are left to assume that these cases are all via community spread. Couple that with the fact that hospitals (Certainly Kaiser) are discouraging people from getting tested, and they’re fueling a sense of distrust.

It finally got through to me that the purpose of these restrictions is to slow the spread of the virus. If that’s the case, then I’m agreeable. Our church will not meet – many seniors (love ’em all) – we will not take chances. But technology is amazing – it will be streamed.

I know some of the Contra Costa cases were from the cruise ship. Not sure how many. The County Health people said in their press release video that the 100 limit didn’t apply to business, grocery stores, or schools. It did apply to events. Most churches I know in Contra Costa are choosing to Livestream services. Most have a lot of older/ at risk members. It’s hard to stay at least 6 feet apart in a large gathering, and you can catch this just by someone breathing near you.

So …. when are they shutting BART down????? More than 100 people in a car on any given day and you certainly are NOT 6 feet from each other.

I know this requesting a huge sacrifice: How about shutting off the toll lanes on 680 to better accommodate the people who don’t want to ride the silver Petri dish (BART) during the crisis yet still need to get to work?

Don’t worry Chester, the homeless will still have plenty of cars to defecate in, as per section 7b of the order, “Mass gatherings do not include … spaces where persons may be in transit…”.
The state was kind enough to make sure that the greatest nexus of different people coming together, in large groups, from far and wide, will still be open.

So weird and very sad to not attend mass this morning. Sad,sad,sad.

Safeway is supposed to get a shipment of hand sanitizers tonight but probably not going to be on the shelves ’til tomorrow by 6am when they open and all be gone before 9. Crazy!

I have the right of choice. I choose to go to church, and Worship my God who is BIGGER the the panic that is going on here.

A very long time ago, like the 50s, one church in Concord was conducting Sunday services at the Drive-In Theater on Solano. You drove up, parked, put the speaker in your window, and heard the service broadcast live. I never went to one, but they seemed to be quite popular for awhile.

The local doctors and hospitals are following CDC guidelines about how to prioritize scarce testing resources, testing high risk and immunocompromised people first. That makes perfect sense until there are more kits to go around, and some way to treat a mild case of the virus. Otherwise testing is a waste of resources that could better be used for someone who needs it more.

As for contact tracing, once we have a number of cases that’s no longer useful – – we need to assume it’s in the community and act accordingly. Not in fear, but responsibly. Minimize contacts, even when it is painful, including church services.

We can get through this if we work together, as a caring community.

If people knew the locations of where the infected live and they lived on the other side of the County then they would think they were safe from harm.

You can still worship from your own home. Korea was hit very hard due to a massive church service.
