Contra Costa Water District Has New General Manager

The Contra Costa Water District Board of Directors at its meeting in Concord on Wednesday unanimously approved Steve Welch as the district’s new general manager.

Welch, a Martinez native with more than 30 years in the water industry, was a CCWD assistant general manager and will assume his new role on Dec. 2.

“CCWD has a strong workforce in place and the board is confident that Steve will lead the team to many future successes,” board president Lisa Borba said.

Welch currently oversees the district’s Engineering, Watershed & Lands, and Operations & Maintenance divisions.

He will replace Jerry Brown, who had been general manager since 2010 but announced last month that he was stepping down from the position.

is this the same man who wrecked the buffet at the harrow club

or rather the back stabbing manager who raised our rates because we saved their ass and conserved water

only for them to say well you reduced so much we lost money for bonuses so we need to get that money back and then some with a 20% rates hike

I love how the voters are ok with public services stabbing us when ever they feel so water ..pge…bart …cal–scams —-bridge tolls ….road maintenance …..gas tax

all gouging at a rapid rate and still looking for more

Rates are probably decided by the Board…which, by the way, is VERY highly paid. I think Borba’s dip into the coffers is over $50K/yr…to sit on a “utility” board! The cost of water delivery through ancient rusty pipes is outrageous! The Board is so highly paid they campaign as if they were running for State office. Why should $5-6 worth of sub-standard water cost $46?

For years, the trend has been to follow the Soviet pattern and promote loyal functionaries and sycophants to high positions, regardless of their competence or lack thereof.
It is refreshing to see someone like Steve Welch put in charge. He is a smart guy who knows how things are actually constructed in the real world. He knows everything there is to know about delivering water to the people who need it. I wish him every success in his new job.

5 water board members, none of whom take any salary or stipend.
7,000 gallons of water = $30 monthly bill.

Yes, plenty of small towns have folks who serve unpaid because there ain’t a lot to do when you have a small population, little industry, and little growth.
