Suspect In Custody After Leading Authorities On Pursuit Through Pleasant Hill, Concord

A Pittsburg man is in custody after allegedly leading authorities on a pursuit through Pleasant Hill and Concord on Sunday, according to the Contra Costa County Office of the Sheriff.

At about 8:10 p.m., a vehicle heading southbound on Interstate 680 near North Main St. passed a Deputy Sheriff at a high rate of speed. The Deputy attempted a traffic enforcement stop on the vehicle, but the driver did not yield, leading Deputies on a pursuit.

The suspect drove into Pleasant Hill, Concord, and Pittsburg before heading into Bay Point. While fleeing eastbound on the 2100 block of Willow Pass Rd., the suspect struck a vehicle pulling out of a business. The three occupants in the vehicle that was hit were injured and taken to the hospital for treatment.

The suspect was arrested, and has been identified by the Sheriff’s Office as 27-year-old Conrad Mariscal of Pittsburg.

He was booked into the Martinez Detention Facility on numerous charges including felony evading, reckless driving, possession of a controlled substance and transporting a controlled substance.

Mariscal, who was also on parole, is being held without bail, the Sheriff’s Office said.

The new normal for CA. on probation or parole.

Used to be for the parole violation he’d be tossed back into state prison for a year. After AB-109 passed in 2011 most he can get just for parole violation is six months county jail time, that is state law.
A law passed by the Super majority of democrats in state legislature, . . . .

They say 6 months for a PRCS Revocation, but it’s all halftime. He will be out in 3 months unless the DA files charges. Since there are injuries it’s a good chance the DA will. No guarantee, this is California a criminals sanctuary.

The statements may get old, but they’re true! The California electorate needs to be aware that our current conditions are a DIRECT RESULT OF THEIR ACTIONS. Voting in easy on crime politicians results in easy on crime policies. I for one, an independent voter, believe we need to move back to a point where crime is actually punished in this state!

Darwin … Is worse, In most CA counties because of overcrowding parole violators sometimes do far less than six months because of overcrowding California’s 58 county jail systems. Some jails have refused to accept them, citing overcrowding.

And as result of inmates serving multi year sentences in county jails, as result of AB-109, misdemeanor property criminals are routinely released after serving mere fractions of their sentences.

Deterrence of crime thru threat of incarceration in CA has been eviscerated by liberal politicians.

This person flew past me last night on 680 just before getting off on the north main exit. I noticed that two cop cars were following behind him, with their lights off. They turned them on once they got off the freeway… But I had a feeling this person wasn’t going to give up that easily after speeding so fast and recklessly. Glad they got him.

Great Job Law Enforcement …. and Great News!! Thanks to liberal California he will be out soon and you get to do it again!! Hopefully he doesn’t kill anyone next time.

I’m really against high speed chases, unless police is certain it’s a mass murder or similar, more often than not innocents gets hurt or killed. Here 3 people got injured, just because they were in the wrong place at the wrong time. I don’t think that is worth it for a speeder or petty theft. Isn’t there better and safer way to apprehend someone?

If Police can’t particpate in high speed chases, then every creep will run from them every time. Then you have exponentially more speeding creeps with nothing to lose. Without law enforcement tailing them, who calls the ambulance when they hit innocent people which they will surely do.

High speed chases are a calculated risk worth taking.

And how are they to know why the person is fleeing? As Fearless says, “If Police can’t participate in high speed chases, then every creep will run from them every time.”

Law enforcement needs to pursue them. However, they do it in the safest manner possible. When the pursuit becomes unnecessarily dangerous to the public (heavy traffic, going into residential areas when people are around, etc.) they will typically terminate the pursuit. We don’t know the circumstances around this particular pursuit. It’s very unfortunate that the innocents were injured. However, again, lets place blame where it belong. The police did not instigate that pursuit. The suspect did by purposely racing by an officer. I expect the officers I am paying for through taxes to do their job, just as this one apparently did.

Well, the first alternative that comes to my mind is installation of high resolution cameras to enforce speed laws. Of course, we would all need to waive our sixth amendment right to confront our accuser if the cameras catch us speeding. Not interested.
We could also pass a law that tacks two years of prison time without parole onto any sentence handed to a criminal guilty of felony evasion, but you people would never elect (or re-elect) a politician who favored such a law.
So, maybe we should just try to understand that our safety cannot be guaranteed under the freedoms we enjoy, and just be glad when law enforcement manages to catch a criminal and at the very least get some drugs and/or illegal guns off our streets. Such as the case here.

This guy was driving dangerously before the police tried to stop him anyway. He could have hurt somebody no matter what they did. The only thing having the police not engage in high speed chases does, is not have them around when the accident happens, so there’s no liability on the agency. That doesn’t benefit us as a society though.

I am sure he is a fine upstanding tax oaying resident of Pittsburg. When they say they are from some city this does not mean they are living there. Stays somewhere is not the same as pays a mortgage or rent.

Speed, especially reckless speeding, kills. Let’s look back a couple of years to the point where that young kid, I believe he was Clayton, raced down Treat Blvd in a completely reckless manner. He lost control, jumped the curb, and killed an innocent man has his child who were out riding their bikes on the sidewalk. What would you expect an officer to have done if he/she observed him driving that way? Let him go, as opposed to chasing him and stopping him? This example is exactly the same situation, minus police intervention, and we see how that turned out. Unfortunately the police were not there for that one, or that man and his daughter may still be alive.

I’m sorry for the loss/injury of your friends. That is never the desired outcome. However, again, we need to put the blame where it belongs. That idiot slug caused the injury to those people. And that injury, or one like it, may have occurred anyway had the officer terminated the pursuit. Anyone that recklessly races by a police officer on the freeway is not going to slow down when they hit the city streets.

(only) add another (max of) a yr and $10K fine for evading, even if you hit someone…when you know the police will back off in most cases…and you are on parole and facing 5-20 for your other crime(s)? Gonna run every time. Hmmm, what if sentence was automatically doubled if you run…🧐

if politicians and law enforcement got together and made a law that any high speed chase over the posted speed limit is a direct 8 years no barter or fudge or DA reducing penalty

but your precious politicians attacking straws and manholes and finding ways to tax us more and increase the population for fed grants is inhibiting their ability or rather any thought to actually assist and help actual American citizens ….

the witness even though had a feeling the perp was going to run was glad they got him regardless. same as many feel

you do know that the police do not know who is in the vehicle ( if they are a murderer or child molester or a cereal killer ) what they do know is this person is fleeing without regard for public safety ….that says this is a person who has done something very wrong …
I for one would love for this person to be apprehended ….how may times do you hear later that a cereal killer or murder or kidnapper was spotted by police for speeding but terminated the pursuit because of reckless driving

wouldn’t you want them to get that person if you or your child was in the trunk …..

Check out Star Chase Pursuit Management Technology. This isn’t cheap, but it’s effective, and officers trained in its use and properly equipped can avoid any unnecessary injuries in a pursuit. The perp is tagged and can’t get away, so there’s a leisurely process where additional resources are called in and matters progress in a planned fashion. Genius. It’s in use already, but could be expanded.

They have Starchase. My guess is they probably couldn’t get close enough to deploy it with the speed he was going. It’s great technology, but certainly not a cure all.

Having been in many high speed pursuits, let me tell you that there’s danger for all involved, including the officers. Each one is considered carefully by the officers who initiate and their supervisors. Once went fifty miles through L.A., but of course I had The Green Hornet with me.

being where you shouldn’t be …is that a thing …
police chase resulting in a collision and wrecked lives ….ugh yes tragic and yes if avoidable why not stop chasing ….but again if that person gets away and then you hear the police were chasing that car ..the stopped and that person who was a cereal killer or crack head or what ever then kills your child
do you say oh well at least the police di not pursue the guy ….or do you blame police ….every scenario imaginable can be thought up and happen
but crime is being so softened that its now legal to steal …
you would condone legal to flee and avoid arrest …then

what about the poor lady walking along the boardwalk enjoying her day as an American citizen …..only to be shot and killed by a 7 time illegal border jumping alien …..and sanctuary policy set him free to roam America a free illegal who killed an American citizen ….are you saying we should block illegals …..I thought not …..
circumstances are endless and unavoidable ….like free will… life and circumstance are not symbiotic or avoidable or parallels they cross all the time

we all die most of the time we are not the ones to choose how …
that is why life is precious and without compromise or calculated happenstance…
while chases are dangerous and perhaps cause undo outcomes
if the criminals can run knowing that police cant chase …where does that leave us ……how do we survive then?

hopefully with technology maybe there can be an answer to disable vehicles …but then criminals will get that tech as well and stop you dead in your vehicle to rob you …right ….

the answer is not fluid or obvious ….we can only do what we can do …
but blaming police for a criminal creating a dangerous chase be it ina vehicle or just plain running with a weapon ….criminals need to be caught.

even if Sacramento does not want to prosecute them and allow them to prey on us …..a police officer has family too and they are doing their best to make us safe as well as their families ….

cut them some courtesy ….and respect …it will go a long way …
