Maybe the thief stole a package, or something else, from the front porch, or mail from the mailbox … as opposed to breaking into the house and taking items.
It’s not auto burglary unless the doors are locked. If the doors are unlocked, it’s petty theft. It’s not stats manipulation by Clayton PD, it’s CA law. To be charged with burglary (of any type) you have to break into a locked car, residence or commercial building.

VEHICLE MUST BE LOCKED TO BE CONSIDERED AUTO BURGLARY

Thus, there must be evidence of forced entry for an act to be considered auto burglary. So what if the vehicle is not locked? Then the crime committed is grand or petty larceny, not auto burglary.”
officer: was ur car locked and the windows up? victim: yes. officer: is there any chance that just maybe u 4got??? this happens in a circular conversation. finally the victim says: well i guess its posdible that it was unlocked but I’m pretty sure it was locked. officer in report: victim states car may have been unlocked… BAM… Theft not burglary. thats how they play the stats game.
