CoCo District Attorney: Foster Father And His Son Charged With Sexual Abuse Of Multiple Children

The Contra Costa County District Attorney’s Office charged defendant Simon Chavez, a 64-year-old resident of Antioch, and his son Simon Magana Chavez, 31-year-old resident of Atwater, California for the sexual abuse of multiple children and unlawfully having sex with a minor, according to the Contra Costa County District Attorney’s Office.

The elder Chavez was a foster father at his home in Antioch with Contra Costa County’s Children and Family Services.

Overall he fostered young children under his care for at least 18 years, the DA’s office said.

Simon Chavez entered a not guilty plea to the 63 felonies. Chavez is in custody at the Martinez Detention Facility and his bail is $31.5 million.

Chavez’s son, Simon Magana Chavez was arraigned this past Friday. He pleaded not guilty to the complaint. The younger Chavez is charged with multiple felonies and misdemeanors related for crimes against two children, including lewd acts against a child and unlawful sex, according to the DA’s office. As recently as 2018, Simon Magana Chavez was a correctional officer with the state of California. The bail for Simon Magana Chavez is $1.23 million.

This is absolutely disgusting. Can ANYONE be trusted anymore?? When father and son go to prison, they will get what’s coming to them.
The saddest part is that the children they abused will also get a life sentence. A lifetime of guilt, shame, anger, depression and so many more emotions.

Good job family services. Now you’ve damaged these children even worse than taking them away from their families in the first place. I hope the social workers and their supervisors get fired for not protecting these children.

Now that was a dumb statement! Unless of course you think Child and Family Services employs mind-readers! No doubt, since he was a correctional officer at one time, everything was above board when he first started. He would have had no problem getting certified to be a foster parent. There’s no telling exactly when all this started!

They will not get fired. They will complain that they do not have enough staff to do their job properly and they all need raised to make their work more attractive to new hires and current employees. Mo’ money!

Foster system case manager and their bosses should be criminally charged for allowing this to happen. Who is looking out for these children?
It makes me wonder if they would have be better off with their own parents before they were taken away by CFS and put into foster care.
How many kids have suffered abuse of any kind while in foster care and/or group homes?
What type of screenings, background checks, mental evaluations, character references, etc. are done on foster parents?
Anyone that abuses a child, in any way, should be put straight into general population in prison, while the guards look the other way.
If they are in law enforcement or corrections don’t allow them to be in protective custody, put them in general population as well.

Where are all these dumb statements coming from? You’re the second person to make such a stupid statement. No one in that organization allowed this to happen. Back when he was a correctional officer and decided to become a foster parent he would’ve had no trouble getting certified and I’m sure that Child Services does not employ mind readers! It is not their fault. There’s no telling exactly when the abuse started. No one can know the mind of an individual Until and unless they actually commit a crime!

Having previously been in the system for years, I can tell you that a majority of the girls I’ve lived with were very provocative teens. I can also tell you that I’ve been slapped by one of my “foster dads” and had sexual remarks from another. I’ve even had a mentor who complained about going to do things, and would take me to places like the airport to pick up her friends and then drop me back off and completely made me feel like I was a bother. I’ve had amazing families and support, I’ve had horrible families and support. Not everyone who has these jobs actually want them. I am sad to say that everyone in this circle failed all of those children, most of all the cowards who did this to them.

I suffer from depression, anxiety, PTSD and even have no sex drive in my mid 30s because of the things I’ve experienced. I am so grateful for the ones that cared, including one social worker who was there from the beginning when I was 12 and my third set of foster parents (out of 6 homes) who would have adopted me but my parents wouldn’t give up their rights. I still keep in contact with the few who actually did care.

My heart really does go out to these children who didnt deserve this.

Jeez. I wish you could’ve had a loving stable forever home. I wish you could have some really effective therapy now. It must take such special kind hearted people to be good foster parents. They must be able to deal with a lot of pain too. It seems as though it would be so tough, I don’t know how they do it. Thanks for your post.

CFS should be held responsible. Come on, 18 years of foster kids and not one social worker noticed anything off? Do they do unannounced home visits? Or let them know when they are coming? Do they not meet with the kids without the foster parent in the room. Did they ever go to the doctor? Did they go to school? There are usually signs of abuse, bruises, swelling, redness, overly sexual behavior in kids too young to have knowledge of anything sexual, or being so timid and afraid of adults.
System failure again. Just like the parole officers failed Jacee Dugar, if they did their job, they would have known the size of the property and found her on their first home visit, and saved her from years of abuse and trauma.
The son was the corrections officer, not the foster parent. I myself am skeptical of a signal man with a teenage son becoming a foster parent.

Thank you “Just Me.” I thought I was the only one that noticed that the son was the Correctional Officer. I say put him in the facility he worked at – general population. As for the “father,” I’m good with the death penalty. 63 counts. What a disgusting POS.
