On top of that, proposition 47 was named “The Safe Neighborhood and Schools Act” to trick voters into voting for it. It was named by none other than our California attorney general at the time, Kamala Harris.

Prop 47 made drug use practically legal, thus negating Prop 36 which passed in 2000, requiring mandatory drug treatment for drug offenders.
And this is why we have had an EXPLOSION in URBAN CAMPERS (homeless) over the past 7 years.

For those who have already seen this info, will keep this short.

DEM controlled CA state legislature decided to make prison overcrowding, not their problem and FORCED it down onto all 58 counties in 2011 by passing AB-109.

Prior to AB-109 Felony sentence in excess of 367 days was served in state prison, AB109 did away with that. County jails now house convicted Felons serving decades long sentences. County Jails in all 58 counties became overcrowded, forcing release of sentenced misdemeanor criminals long before their sentences were up.
For sentenced misdemeanor criminals turning county jails into farcical revolving door jokes. Isn’t unusual these days for a person sentenced to serve months in jail for a misdemeanor crime to be back on the streets in mere hours.

Also changed, how Parole violations are handled.
Previous to AB-109 those violating State Parole were “rolled up” and sent back to State Prison possibly for a year or more. (deterrence) Now, all but a very few, Parole violators serve time in county jails, adding to jail overcrowding. Maximum for Parole violations is now limited to 180 days county jail time, BUT because of jail overcrowding it’s usually no more than 10 days or in some cases hours.

So let’s see,
Make it harder for law enforcement to charge a Felony, CHECK
Make property theft $950 or less a misdemeanor, CHECK
Make personal drug use a misdemeanor, CHECK
Incentivize property crimes, CHECK

Criminals have realized they’re unlikely to be arrested or prosecuted if they keep it under $950, basically if it’s less than $950 it’s free, Prop 47 incentivizes property crimes.

An lets not forget liberal DAs, . . .

We are being “experimented” on using our tax dollars.
If they get it wrong there’s no apology, no admission “we screwed up”.

IF there is no threat of lengthy incarceration,
there is no deterrence of crime.

Prop-47 largely changed the misdemeanor amount from previous $450 to $950 keeping the law consistent with inflation from when the law was originally enacted. Its really not a big change unless you are paranoid.

AB-109 moved certain felons from state prison facilities to county jail facilities. It does not affect how felonies are charged. Personally I don’t care if they are incarcerated here or there – why would location matter as much as you seem to be implying?

Regarding personal drug use, I, and many others consider lessons-learned from the so-called war on drugs era to demonstrate why personal drug use should not be criminalized at all. Incarceration to punish people addicted to drugs is not as effective in treating drug addiction than actual medical treatment for drug addiction. If the goal is to have fewer drug addicts then treatment is the best route. I know this may offend your sinners-must-be-punished mentality but in the real world doing what is actually effective in addressing a problem is more effective than moral zealousness.

The RPD describes the early release as necessary:

“Due to the multiple issues facing the Shasta County Jail with prisoner overcrowding and California Department of Corrections not transporting multiple sentenced inmates taking up jail bed space.”

Within “a matter of hours,” Noyes was involved in a shooting incident in Redding, police said.”

Your logic is fascinating, inflation you say . . . Hmm.

For many politicians it’s about their look good and moving up the food chain, but too many people of “color” locked up effects their look good.
Benefit from Prop 47, by recategorizing a series of felonies into misdemeanors it skews stats on state’s prison recidivism rate.

Perhaps the most egregious thing done was what they did to Judges.
“Prior to passage of Prop. 47, Superior Court Judges in California had a proven method to force defendants into a clean n sober lifestyle.

Upon felony conviction a very harsh state Prison term would be imposed which was immediately suspended and defendant was placed on probation, 3 to 5 years. Conditions of probation had to stay clean n sober, random drug testing and no new unlawful activity.

Was made abundantly clear to defendants if they failed they would do the harsh state prison sentence.
This method forced most defendants to hit bottom and change.
Lives were saved !

Prop. 47 took that proven method away from Judges.
These days if a defendant has a substance abuse problem and a Judge offers options of treatment or County Jail time. Defendants take jail sentence. Treatment programs are usually 90 days, jail sentences because of Jail overcrowding are often well under ten days.

So a chemically dependent defendant gets three hots and a cot, rests up, then hits the street with their substance abuse problem intact. To again be predacious upon society committing property crimes to support their need.

@Xennial. Before you call people paranoid, ask a retail business owner what they think of Prop 47. Losing $950 in a matter of minutes is devastating. Why do you think Walgreens closed 22 stores in SF in 2021?

Moving felons from state prisons to county jails was a cost shifting dodge by Sacramento. The counties are not equipped to handle it.

Sorry the inflation comment went over your head. Inflation and other economic factors are relevant to property crime because a concept called efficient justice. That is, at a certain point it doesn’t make sense to spend $10,000 in order to prevent the loss of $100. It may sometimes make sense to spend $10,000 to prevent the loss of $5,000 because there are other factors involved like fairness, equity, etc. but at some point the most efficient method of addressing minor societal problems is to just reimburse the victims (with certain safeguards). Currently society doesn’t do this, so I won’t go into excessive details on that aspect here as there is no ready comparison.

However, what stays true is police resources are not unlimited so they have to prioritize larger cases over smaller ones. This prioritizing can be done either explicitly in the law by designated thresholds (i.e. $450, $950 discussed here) or prioritization is done less transparently by budget constraints and the decisions of the DA and police departments. I would argue having transparent thresholds in the law is clearer and more consistent than allowing individual departments to try to make decisions on an ad-hoc basis. Police costs, salaries, etc. are affected by inflation so the same threshold established in say 1990 does not produce the same levels of efficiency today. Adjusting for inflation maintains the same level of efficient justice.
From there it gets even more complicated if you want to look at a game-theory optimal application of law enforcement. Only prosecuting big crimes becomes inefficient as it incentivizes small crime. Game theory would indicate an optimal allocation would be to prosecute big crimes but also prosecute small crimes at a lesser rate. Ideally small crimes would be prosecuted on a random basis so criminals could not predict whether or not any small crime would be pursued. Weighted according to likelihood of obtaining a conviction.

Thus a change from $450 to $950 just shifts the threshold value and it takes more evidence than “crime happens” in order to argue one value is ultimately better than the other. Also note, crimes below this threshold are still crimes and can be prosecuted as misdemeanors.

Ugh, I have ended up presenting quite a wall of text here which I apologize. If you are interesting in these types of topics consider reading about game-theory being used to stop crime, and also consider how justice is a balance of deterrence, fairness, consistency, equality-under-the-law, efficiency, restitution, and punishment. Obviously volumes have been written about each of these topics. My ultimate point here is justice isn’t solely about deterrence and punishment but also involves other factors as well. Inflation is relevant to some of those other factors.

First, I want to commend you for having an evidence based discussion.

Second, if you want to actually convince me or other liberals of the point you are trying to make let me explain the evidence we would need to see. News stories will always be insufficient because they are always one-sided. They cannot report instances when a crime was deterred. News will only report crimes which occurred. In order to compare whether or not a change (i.e. prop 47 or AB-109) has caused a change in crime rates you generally have to show a correlation which requires an aggregate analysis of data. For example, a graph showing crime rates before and after prop 47 or AB-109 was enacted which shows an upward spike or upward trend on the date of enactment. The temporal comparison of before and after can demonstrate whether or not there is even a correlation. Now a demonstrated correlation doesn’t bring us all the way towards showing causation, but it is a good start and usually demonstrates that further study is warranted.

For example, the union pacific letter/article you linked mentions UP saying they experienced an 180% increase in theft Dec2020 to Dec2021. However, Prop-47 passed in 2104 and AB109 in 2011. Both prop47 and AB-109 were in effect on Dec2020 and Dec2021 so Prop47 and AB109 cannot be explanations for this 180% increase. The incident of rail theft may be worthy of discussion by itself, but it is not an example which links prop47 or AB109 to any alleged increase in crime, or property crime in particular.

My point isn’t to dissuade you from discussing any of the articles you have linked as they are newsworthy. I am just trying to point out the evidence which is necessary to convince somebody who doesn’t already agree with you.

Another form of evidence can be comparing CA crime rates to national crime rates to show a relative difference after the respective change (i.e. prop47 in 2014 or AB109 in 2011). Comparing geographic regions is a little more difficult than chronological comparisons because there are different confounding factors but some of these confounding variables are accounted for if you are only comparing to other states within the US. More detailed analysis will consider crime rates by a particular category of crime to see if there is a trend for a particular category of crime.

When I look at crime rates over time for CA I don’t see a marked difference pre-2011 and post-2011 nor do I see a large difference pre-2014 to post-2014. There is a slight increase in crime rates in 2012 and 2015 but nothing dramatic and it is an increase which seems to follow a national trend which is following the same pattern.

Here we go with the number game. Everyone knows crime statistics are a false projection of actual crime. Between DAs not prosecuting and police not arresting depending on the direction of political wind. That said, crime is definitely down from the 90s. The fact remains, police have essentially been neutered and defanged by teary eyed leftists and immigration advocates. Throw in a couple corrupt DAs and you get whatever numbers they want to show.

So conservatives are somehow incapable of tracking and creating reliable statistics on crime? Conservatives are incapable of using numbers? Neither liberals nor conservatives have a monopoly on skills like counting and statistics.
You personally don’t like the numbers therefor they must be false? If you don’t use numbers to count actual crime how do you measure actual crime? Gut feeling? Read it somewhere online? Whatever your friends tell you when you socialize? Tea leaves? Anecdotal confirmation bias?

I know crime statistics are not perfect but you can’t “know they are false” without having some other more reliable method of measuring actual crime.

Xennial, … Believe Prop 47 skews CA crime stats some. In CA it’s all but useless to file a Police report for a property crime so some people don’t bother.

An here in CA these days a criminal has to work extra hard to catch a Felony case.

The Quinnipiac U. poll was at 33%, but the average polling is 42% for Joe Biden right now. If you want reliable data you don’t look at just one poll but instead look at many of them. fivethirtyeight ‘s composite numbers have Biden at 42% right now which is slightly above Trump’s composite polling of 39% at the same point 4 years ago.

If your point is most Democrats didn’t vote for Biden because they liked Biden, but instead voted for Biden because they thought he was better than Trump I’m not sure you will have anybody disagree.

Of course the RNC is going to back down and allow whomever is the Republican Presidential candidate to participate in debates for the 2024 election. The RNC is only grandstanding in order to allow Trump not to participate (if he is selected as the candidate) – and possibly obtain some form of concession that the RNC thinks will be more favorable for Republicans in the debate.

For those saying the Presidential debates are a joke or biased: What rule(s) should the moderator be following that they don’t have now? Seriously consider a consistent set of rules because the RNC and conservative propaganda machine are going to flip-flop all over the place blaming something new in 2024 as a new excuse for why conservative candidates don’t do as well in the debates. (Assuming a non-Trump candidate is selected and we actually have any debates).

Basically, Republicans don’t want a fair debate – they just want to be able to complain so they can whine about “MSM bias”. If they actually cared about debate rules there would be discussion about debate rules instead of just whining about supposed “unfairness.”

I’m thankful in SO MANY WAYS! Consider the current situation in Ukraine. Trump proved he was utterly incapable of standing up to Putin. Putin could play him like a fiddle. Trump valued his personal ‘friendship’ with Putin more than the American people.
The situation in Ukraine is tense, and there is no guarantee of a good outcome – but if Trump were in charge right now it would be hopeless at best. Or at worst Trump would somehow manage to snatch complete disaster from the jaws of minor defeat. I.e. he would dissolve NATO or something.

Welcome to the fall of the USA which has been predicted every since the fall of the Soviet Union. It’s our turn but delayed somewhat by those quantitative easing things.

So will the US split up into several different countries like the former USSR? Is California going to be New Venezuela? Maybe it already is or getting there. The smart thing to do would be break the country up along the lines of the “Nine Nations of North America” so each country can focus on it’s own geographical uniqueness and problems. But politicians seldom do anything smart. 😉

It came up on the Jan 6th committee that people were only being charged with illegal entry. That didn’t look good for the committee so this last week they started charging people with sedition. More proof our justice system has been corrupted. Commit a crime you are booked and released. Express your political opinion and get locked up.

I’m beginning to believe the way the Biden administration is spending money on these 500M Covid tests he promises to send out on the 19th is just another great waste of money on our health care system. It seems like they are almost trying to bankrupt our health care system so the Democrats can take it over it and Nationalize it. By the time these test kits show up at your residence, the Omicron will be at a decline and not considered a “viral bluzzard” anymore like some media outlets are reporting. As far as I know, Omicron hasn’t put anyone on a ventilator or killed anyone, but don’t tell MSNBC.

@Sick of it, in part, I do think the promotion of testing (whether PCR or the unreliable home test) is more the slow administration feeling the need to manage, in part because when the groundhog peeked out of his hole, errrr, basement during the “campaign,” he was told to criticize the lack of activity of the effective predecessor, which he did, even coherently once or twice, so now he has to sound like he is doing something other than just throwing out edicts, and in part, there is a percentage of our population that actually do need to be informed, advised or flat out told what to do, by a governing power.

Last week when leaving the grocery store carrying two big bags of groceries, I suddenly sneezed and blew the mask right off my face.
I made quite the effort to to grab it, spilling half my groceries in the process but the point is I, a conservative, despite my best efforts, lost a mask to the wind and who knows where it may be by now?
Perhaps it has been spotted by someone who unfairly muttered “Damned Democrat Litterbugs”

The few times I’ve seen a mask dropped/thrown on the ground was when the person was returning to a car that had Clinton, Obama or Biden bumper stickers on it…. Safeway and Sams Club.

I’ve never seen one litter who was returning to a pickup withTrump stickers on it…. Same locations.

Remember who the liberals/democrats trashed the areas in which they were demonstrating? I’ll bet you didn’t see that after Trump rallies.

So much for the democrats wanting to “save the earth.”

Biden has sidestepped and decided not to take a public stand on proposed legislation to stop insider stock trading by members of congress. Interesting that he seems to take a stand on everything else and demonizes any who disagree with him. On this issue in contrast, he says the congressional leadership should decide. Which is of course Pelosi, who has made tens of millions of dollars on insider stock trading. Long ago before the TV show 60 Minutes became propaganda, they ran a story on how Pelosi would literally walk out of closed door sessions on infrastructure and hop on the phone to buy the stock of the company who got the contract or have her husband invest in the effected real estate. If you or I did that, we would be prosecuted by the Securities and Exchange Commission.

Lots of impressions, but one that really sticks is how he made a very big show of multiple times very dramatically lifting up his arm to look for a long time at his gold wristwatch and smirking and showing contempt for the process of reporters asking him questions. He has more important things to do than communicate to the American people, things like encouraging Russia to invade the Ukraine by clearly explaining the consequences and taking credit for the distribution of vaccines that still would not exist if not for Trump.
