The Constitution’s separation of powers prevents a president from imposing most, if not all, requirements on the other two branches of government. So, Biden doesn’t have the authority to impose a vaccine or mask mandate on the Congress or the Supreme Court.
This. It’s not like he wouldn’t if he could. Then again, the rest of the constitution is Swiss cheese, why obey it now?
So if we have a regulation that you can’t smoke in federal buildings, this would not apply to the other branches of government?

Teachers though work indoors with kids that are not baccinated.

Please provide a link to the order which states that state employees cannot chose between vaccination and weekly testing? All I see is the order that says you can chose.
I do see that some municipalities do not offer that choice but that is not a CA rule and you referred to a state rule.

If you think about it without emotion, it makes perfect sense. It is part of the separation of powers.
The Executive, Legislative and Judicial branch are equal. The Executive branch cannot unilateral order the Legislative or Judicial branch to do something like get vaccinated.

The reason is that POTUS has the authority to mandate the other moves he made, not this. Those at the top of Senate and Congress believe in vaccines and wish their colleagues would comply and endorse them.
