Contra Costa County Expected To Enter Red Tier In 2-3 Weeks

by Tony Hicks – Public health officials told the Contra Costa County Board of Supervisors Tuesday they’re making enough progress against COVID-19 to say the county will likely emerge from the state’s most restrictive purple tier within two or three weeks.

Supervisor John Gioia re-enforced the idea, saying state officials recently told him they may relax the current threshold required to move into the less restrictive red tier — currently at seven daily new reported cases per 100,000 people for two consecutive Tuesdays.

“They would announce that later this week,” Gioia said, after hearing reports from county health director Anna Roth and health officer Chris Farnitano. “They didn’t say what that would be. Given that we’re at (a rate of) 10.4, if they do raise it above seven, it’s likely that we will enter the red tier even sooner than your estimate of a couple weeks from now.”

“Who knows what they would raise it to, but they sounded sort of serious about looking at that issue.”
Farnitano said if the state does change the threshold for re-opening, it may do so based on reaching certain vaccination numbers.

“We’re still waiting for details,” he said.

Roth told the board, “Today we are in the phase, where we are on the other side of the winter wave and we are now really focused on vaccination. As of March 1, we’ve given 323,000 vaccine doses in our county.”

Reported case rates have been dropping since mid-January. Roth said test positivity rate is now at 3.4 percent in Contra Costa, while the county expects to receive a bounty of new vaccines this month.

“This is really good news,” Roth said.

Farnitano said, aside from the state possibly changing the current thresholds, the county could also move from purple to red by what the state calls a “health equity accelerated progression metric.” If the county’s hardest-hit areas move to less than five daily new reported cases per 100,000 rate of daily infections, the county could move into the red, even if overall numbers still exceed seven.

“That equity case rate is currently 5.7,” Farnitano said.

However the method, moving into the red tier would allow restaurants to open indoor dining at 25 percent of capacity (up to 100 people), while retail stores could open up to 50 percent capacity and fitness centers could open indoors at 10 percent capacity. Churches would remain capped at 25 percent capacity.

Roth said 86 percent of county residents 75 and over have received at least one dose, along with 60 percent of those 65 to 74. The county will soon open more mass vaccine sites, including one at Diablo Valley College’s San Ramon campus, by March 15.

Board chairwoman Diane Burgis pointed out that vaccine numbers in East Contra Costa still lag compared to other parts of the county, and wants that addressed with more area sites.

“It is a problem; I’m going to push a little harder on my comments, but I wanted to throw that into the conversation,” Burgis said.

Farnitano said the county so far hasn’t dealt with the more serious new variants of coronavirus, but has purchased new gene-sequencing equipment for detection. The county has seen 85 cases of the West Coast, or California, variant, which is considered “of interest” but not as severe as those coming from the United Kingdom, South Africa or Brazil.

Roth said changes are coming, but now is not the time to relax mask-wearing and social distancing. “And when it’s your turn, please sign up. Please get your vaccine,” she said, adding that residents can sign up at multiple websites, including the county health site and the state’s MyTurn page.

I have a friend who thought the same, that changed a month ago. He got COVID from his daughter’s 10 year old friend. Both of his daughters (12 and 10 years old) got it and there were 3 girls under the age of 12 that had it and showed no symptoms. On the other hand he thought he was going to die and spent a week in the hospital. Now he has a out of pocket bill for over $60K……he didn’t think it would happen to him and now he’s in a bigger hole now with that hospital bill. Be Safe or get ready to pay.

@ToldUso~Sorry to hear about your friend, so tell me…how old is he and does he have comorbidities? Is he obese, have COPD, immunocompromised, diabetes, heart disease, etc? This sounds sensational to me…

It’s about time. Unfortunately Contra Costa has a large percentage of poor people and immigrants who are the most susceptible to COVID, in cities like Richmond, Concord, Pittsburg and Antioch. That is probably what has kept the numbers up.

Trump said that Covid would immediately disappear last November if Biden won the election. He said that “on November 4th, you won’t hear about it anymore”. Trump’s conspiracy theory was proven false. The numbers went up over the winter.

Moving to the red tier is not a rapid-reopening of the world. It’s a cautious step.

Maybe give something less hazy than “maybe 2-3 weeks” for businesses like restaurants that are still waiting to get 25% of their indoor capacity back. It would be swell to be able to schedule staff and order food in advance.

100% agreed, let others cling to their narrative. Numbers have been emphasized where elected leaders wanted them. We have been played and it is obvious. Deaths attributed to Covid when it is not the cause hospitals monetarily compensated to keep beds open and inflate the positive Covid results. This has been overstated to sell fear and division.

I just returned from a couple days in Sacramento, where INDOOR dining is in full bloom. It felt so good to go inside, sit in a booth and be served regular meals. No outdoor dining in sight, no signs claiming “Take out” etc. Coming soon to a restaurant near you———-

If we do move to the red tier it’s not because of the county giving shots.They are non responsive to any requests that we have made to get an appointment.So I won’t believe anything they say.I would bet you thy county officials have got there shots.

I went online last week with the county and signed up and they said I would here from them within 2 weeks, they contacted me by email Friday to log on and look for appointments. I got my first shot yesterday and my other is scheduled for March 31st (moderna shot).

it will just remain to be seen as to whether the powers that be have a new agenda that requires lockdown.

I wouldnt be surprised if they used it in conjunction with an aggressive set of new gun laws in order to enact “buy back”.

Strictly hypothetical of course but we know a thing or two cause we’ve seen a thing or two…

fyi, hearing from many business owner friends that they are opening for regular business Friday, and will be telling anyone that visits them from the gestapo squad, in no uncertain terms, that they are trespassing and to get off their property. Texas just started a revolution!

A proprietor can’t ban health officials or other county inspectors from their store or restaurant. Even if they used violence or threats of violence to keep a county inspector out, that inspector would be able to see violations while standing outside. A proprietor would still be able to get fined, or lose their business license. Impeding a county official could also result in further penalties.

Juan Desmarais played childish games with the state and he lost his barbers license. Rather than just cut hair outside, he kept daring the state to take away his means of earning a living. Not only did he hurt himself, but the other barbers who worked at his location also are out of work for the time being.

I’m tipping huge to any restaurant offering a regular dine in meal. No mask to walk by a doorway, no masks on the wait staff, no social distancing. I want to see maskless owners on the floor greeting patrons and packed bars. These businesses should have done this at the first murmur of the state asking to close down for 15 days. They asked, you complied, then they demanded. Now you think you’re making a stand a year later? Do it then. 🚫 🧢 They had you believing a hollywood script that a virus was going to wipe out humanity. 😂😂😂

We may have hit the threshold to enter the red tier, but we have to maintain that position to make sure the statistics have truly stabilized. That way, it be certain that we are moving toward a trend of improvement, and that the favorable numbers aren’t anomalous.
