Gov. Newsom Signs Executive Order Phasing Out Sale Of Gas Powered Passenger Vehicles By 2035

Citing the threat of vehicle emissions spurring climate change-induced crises on the West Coast, Gov. Gavin Newsom signed an executive order Wednesday phasing out the sale of gasoline-powered passenger vehicles by 2035.

The order would require all new cars and passenger trucks sold in the state after 2035 to be zero-emission vehicles, with the goal of reducing and, ultimately, eliminating the state’s reliance on fossil fuels.

The order would reduce greenhouse gas emissions in the state by 35 percent, according to Newsom’s office. Roughly 50 percent of the state’s greenhouse gas emissions come from vehicle transportation alone.

The California Air Resources Board will also develop regulations that would mandate the use of zero-emission medium- and heavy-duty vehicles by 2045.

Newsom argued that recent heat waves and subsequent wildfires that have burned millions of acres across the West Coast required the state to accelerate its efforts to combat climate change.

“Of all the simultaneous crises that we face as a state and, I would argue, as a nation … none is more impactful, none is more forceful than the issue of the climate crisis,” Newsom said.

The order, Newsom argued, would also help vehicle manufacturers in the state stay competitive and innovative in the global market.

Newsom lauded manufacturers like Ford, Volvo, BMW and Honda for signing agreements with the state to make vehicles that align with the state’s emission standards rather than the more lenient fuel economy standards approved by the Trump administration.

“They get it. There are some automobile manufacturers that don’t,” he said. “They’ve been pushing back against California’s leadership in the past and they’re on the wrong side of history.”

Environmentalists have accused Newsom of failing to follow his own rhetoric of the importance of combating climate change by approving permits for oil drilling and hydraulic fracturing.

Newsom said he does not have the authority to formally ban fracking, punting the issue to the state Legislature and committing to working with state lawmakers in the 2021 legislative session on a formal statewide fracking phase-out by 2024.

“I want to put fracking in perspective: it’s less than 2 percent of the (oil) production in the state of California,” Newsom said. “It is substantive but it also is symbolic.”

California Air Resources Board Chair Mary Nichols suggested vehicle manufacturers are in “an arms race” to improve their electric vehicle technology while simultaneously making them attainable for lower-income residents.

“It’s an electric race to get cheaper and more effective batteries and it’s one that manufacturers around the world are competing in because that’s the prize, the zero-emission vehicle that’s affordable by everybody,” Nichols said.

Newsom said he couldn’t identify another state with more ambitious climate goals than California, citing the state’s plan to make its economy entire carbon-free by 2045.

“We have to deliver more than platitudes,” he said. “We have to deliver more than proposals and promises well into the future. We’ve got to deliver in the application of our ideals.”

Electric vehicles in California, leaving behind radioactive mine tailings in Communist China, from the extraction of rare earth elements. Vehicles powered by chopped wing of eagle and eye of incinerated sparrow and electricity from clean burning coal and liberated neutrons in other states. Rather than destabilize the rest of the North American power grid, simply shut the lines going into California.

So Ca will ban any out of state gasoline powered vehicle coming in to Ca? Haha never happen.
Can tried that with us when we bought a vehicle out of state saying we had to pay extra taxes on it to register it, we fought it in court and won. We also fought having to retrofit different engine components as well as it was a new vehicle and won that as well. Ca thinks they can pass all these laws and that’s it can’t be got around well yes they can and will continue to do so.

easy … get a PO box in Nevada or Washington and register the car there. CHP does not look at out of state plates, even though if you are here over 30 days you are supposed to register it in CA. The only way you would get in trouble is if your neighbor turned you in ….

I considered this for a vehicle I had to skirt the CARB requirements. I know it can be done.

That is not true. If you buy in CA, it has to be electric. You can buy out of state. Bring it into CA WITHOUT it having any restrictions. You can even get it registered in CA without issues. 90% of vehicles out there no matter the state already meet the standards.

This applies only to new cars. There will still be plenty of used cars, plus many more already in service. Perhaps by then there will enough nonstop range available. When traveling between states I don’t like to stop so gas and bladder are are my only range limiters. I typically drive 600+ miles a day.
Actually I wouldn’t mind an electric vehicle if it met my needs. I had a friend with a Model S that I drove and I loved it.

The infrastructure for electric cars is estimated to cost somewhere between 300-600 billion & by 2035 that number will have sky rocketed like the glorious Train to NoWhere! Further, car bodies, cell phones, laptop, desktop computers, etc… are all made from petroleum based products. Yea, I don’t see this happening. It’ll be tied up in courts for a long time & Newsom will be long gone by then.

We are on another reconnaissance mission looking for some place that is not suffering under the throes of communism and corona-mania. Can anyone else imagine the cluster fk that will ensue when rolling blackouts and hot weather combine with traffic literally grinding to a halt? There will be no way to escape!

When the state takes over PG&E, and the will because they have allowed them to get sued out of existence by ambulance chasers. The state will have a monthly tax source tapped right into your bank account. You see, right now they are in business with the gas companies. So they tax per gallon. Their revenue stream is close to $1.26 per gallon. But when they supply ALL your electricity, they will get much more than that. Think of living without electricity nowadays. And you won’t be able to sue them because their overhead line system is archaic and starts fires. What about their incompetence you say? No problem, just pass on the cost to the consumer….

No they are quite smart. I bet there is a special room where they have an army of government financial guys working on these policies…

Electric vehicle batteries typically must be replaced every 7 to 10 years for compact vehicles and 3 to 4 years for trucks, buses etc. These batteries contain toxic chemicals that should not be placed into landfills, they need to be either recycled, which involves an intensive manufacturing process, or repurposed for other uses.

California can’t even power what they have now. I’m sure California will tax gasoline so high by the year 2035 that most people won’t be able to afford to fill their tank. We’re paying over 50 cents per gallon on taxes now in California.

Can you remember the days of September in 1966 or seven?
The skies were quite hazy, with smog alerts daily, and the cars were smoking while driven.

Now, you have cars that seemingly clean the air when driven, with clean air, when the overgrown forests aren’t self-managing.

While natural gas burns quite cleanly when generating electricity, or spinning any number of turbines, steam from a NUCLEAR reactor would make zero emissions as it spins turbines and would even make electricity at night, while the mandated electric cars charge up. It’s theoretical, as it’s cost prohibitive at this time.

Every one else has spoken.

2. Nuclear has its own set of pros and cons but I don’t think you are advocating for nuclear powered cars. I could be wrong there. We have reduced emissions since the 1960s as you point out and this will further reduce them.

You forgot the total emissions associated with mining and recycling of the lithium and other toxic metals. It’s not just about exhaust gases, sonny.

You still haven’t answered the question about how/if other states are going to install chargers everywhere because of California’s idiot politicians; until you have a firm grasp of battery technology, you’re just blowing liberal smoke.

Educate yourself on the facts before tossing out opinions.

By 2035 few people will still want to deal with the issues and costs associated with internal combustion engines.

Electric cars are evolving quickly and as costs are decreased – we will in the near future have EV’s at all price points.

Given they have very little maintenance which means saving time and money and as older people die out and younger people move into this market – we’ll a massive increase in EV’s.

There are EVs in all price points now; they just have to work on range issues. Their are other large issues (1) environmentally safe battery recycling (2) EVs are still riddled with parts that require petroleum to manufacture and (3) electric grids are still mostly fired by coal. Technology will really have to improve for this to be an impactful transportation solution.

They’ll be double dipping as usual. People will still have to buy gasoline to power generators to charge their electric cars after the power grid fails.

They’ll probably also implement a tax for “low miles driven” when you don’t drive enough.

States have the power to ban items, provided they can show it’s in the best interest of a state to do so, and as long as a ban isn’t discriminatory for the purpose of gaining competitive advantage over other states. California would not be restricting interstate commerce, because manufacturers and dealers of non-gas powered vehicles from other states will be able to sell those non-gas vehicles in California.

Massachusetts doesn’t allow the sales of flavored tobacco products. Many states have lists of plants or live animals that cannot be sold in their respective state lines, because they might be invasive. Virginia bans the sale of radar detectors. There are states that ban the sales of certain types of guns and ammunition.

As for battery manufacturing, new developments are making batteries cleaner and safer to produce, and easier to recycle. The types of batteries we have now are are not going to the same as the batteries 15 years from now.

In the time between now and 2035, if this ban is determined not to be the ecologically best option, then it can always be challenged in court, if scientific evidence proves this ban is not the best environmental strategy.

October 21st at 9:00am Governor Newsom is due in court for unlawful executive order. The Governor has continues to legislate by fiat without public input and without the deliberative process provided by legislature. The goal is to prohibit Newsom from exercising any further legislative powers in violation of the California Constitution specifically for unilaterally amending, altering, or changing existing statutory law or making new statutory law.
In layman’s terms, they are going to pull the Fuhrer’s teeth.

Any car you see parked along the street is going to need a serious extension cord…..can’t wait for the mess of cables everywhere. Also, how much will 2-5 car charges cost installed and what will that do to the old pg&e bill?

Most electric cars easily cover the daily commute range already. People don’t necessarily need to charge at their destination. The real issue is cost, a Nissan Leaf isn’t objectively much better (space, safety, prestige) than a stripper Toyota Yaris despite the leaf being all electric, but is almost twice the cost.

I love electric vehicles, have a electric scooter and skateboard, but just slapping a mandate on is ridiculous. Electric cars are very expensive compared to similarly performing gasoline cars, and I doubt many modern electric cars will go the 200-300K or more we are accustomed to from reliable gasoline vehicles.

Just think about how much an electric car will cost in 2035. Not to mention a charging station that you will need for your home right now that costs around 4 grand or more. Also, older homes will need to have an electrical box upgrade. We also pay a-lot for electricity so to combat that everyone will have to buy solar. Just think about of the people working for Gas companies will be out of a job. Sounds like Newscum has his hand in a very lucrative deal for the future. I can see MADMAX in the near future.
