City Of Concord Selects New Chief Of Police

Concord City Manager Valerie Barone today announced she hired Mark Bustillos to serve as the City’s next Chief of Police. Bustillos, who will be sworn in on Monday, April 6, will replace retiring Chief Guy Swanger.

Bustillos comes to Concord from the San Jose Police Department, where he worked for 27 years, most recently as Deputy Chief of the Bureau of Administration.

“Mark is a proactive and creative problem solver with extensive community policing experience and strong leadership skills,” said Barone. “I am confident that his positive, inclusive management style will serve the department and our Concord community well.”

Bustillos holds a B.A. in International Relations from Stanford University, a master’s degree in Public Policy from Claremont Graduate School, and he is a graduate of the Senior Management Institute for Police through the Police Executive Research Forum.

B of A from Stanford (in International Relations mind you), and he also got an MA from Claremont. Wow. Pretty impressive academic credentials, those are two of the best schools in the country. I am getting a headache thinking about all the studying he had to do. The competition at colleges like he went to is fierce, you are competing against the best students.

While American citizens in this state are made to support a political party

and then the governor Instead puts it into a money pit with no oversight

So asking anything about a barone hired police chief is a mute point

She is a pooitical pawn owned by pelosi just like newscum

Think everyone knew it had to be a Hispanic. Concord’s politics in the area of immigration have done a 180 in the past decade. Gang violence and quality of life problems had grown in kind.

Think we all knew the pick had to be Hispanic. Concord’s politics demand it. With the 180 the city has done on immigration policies, we have seen a corresponding rise in gang violence, drugs and quality of life decline.

Please work on crimes of thefts at grocery stores, cars being constantly broken into, robbery’s in homes and overall neighborhoods safety. We need faster response times, more cameras to catch thefts and better patrols of streets. Please work on homelessness as well!,

I’m guessing the swearing in ceremony won’t be open to the public, since we still be under the shutdown order on April 6th. Maybe it will be live-streamed.

Mark Bustillos seems to be a good pick to follow in the footsteps of Guy Swanger. He’s highly educated, and not mired in controversy.

Lets see if he’s proactive by protecting Concord citizens from the crime and violence that permeates this city. If he coddles the criminals this city will continue it’s downward trajectory into the sadness of liberal despair.. When will voters fight hard to have someone clean up the mess in their city, instead of voting for worthless liberal platitudes.. And that’s what they are, worthless!

They don’t hire from within because Concord, like most Bay Area Depts, is soft and they know it. Hiring from the outside gives the perception of reform, progress and a political agenda.

To answer your question Curious about why they don’t hire from within – of the 3 Captains who could be qualified, 2 have enough years to retire soon and 1 is too new. They would not promote a Lt. to Chief.

Hiring from within (in any profession) makes sense, but for the top position hiring from the outside you’ll find the experience and education level you’re looking for. Very impressive academic credentials.

I’m less than thrilled with the choice. I was hoping for a stop and frisk tough on crime type and I don’t think that’s what we got, but, if he slows down traffic and instills a little respect for red lights I’ll be happy. Concord streets are completely lawless.

I’ll hold my opinion until we see how he does. I’m not particularly impressed.

But, ANYBODY is better than Swanger. He just stopped here for a moment to cash in on the way to a very lucrative retirement from a few agencies. Mission accomplished, Guy.

You clearly have no idea what you are talking about if you think that Mark Bustillos is an expensive “clerk”.

He worked Narcotics enforcement and was on San Jose’s MERGE, which is their version of SWAT.

He’s worked in patrol, investigations, and administration.

Again this is a sanctuary city
So dont expect any acts of heroism in defending the citizens from criminals since the dem agenda is to coddle criminals and allow chaos
at all costs afforded to the tax paying hard working American citizens that are indentured to support illegals and crime by handing over tax money to criminal politicians

They do not hire from within because police stick together
That is why they bring in a new face that the dem controlled city council can control and use to keep their sanctuary tax bank open for business

No surprises here same old dem politicians placing their own soldiers
Just like the city manager who is the puppet of the council
and the scale goat when things go bad

Police used to stop crime and protect citizens

Now they are tools of the dem controlled city council
Just a puppet to control the citizens instead of protecting them from evil

Sad really police used to be respected and appreciated
I hope one day they will again be revered for being a pillar of a clean look de low crime growing thriving and educated respectful city

Until then we toil in despair of crime and bums
and illegals sucking social systems meant to help American citizens
but now is a political tool used to keep American citizens down and uneducated as they are costed by theft and bums and communism thrust upon them by anti American politician’s

Well, let’s see what this Chief can accomplish. More importantly, Swanger is leaving. Adios, Guy. You were pretty worthless, and a horrible decision-maker.

As far as hiring from within, one Captain doesn’t like to speak in public and is of retirement age. The second has self-described as “the most vindictive man on the planet”, and is of retirement age. and the brand new Captain was a mere officer less than 5 years ago, and has zero people skills.

Let’s hope this new Chief can instill some sense of pride in a this Department, reward hard workers, and allow cops to fight crime.

Hopefully the city manager s next to go. Council, do you realize the CM works for you, and not the other way around, right?

Please enforce stop and frisk-reduce the coddling of the homeless who cause nothing but destruction and such money out of our budget just as the entitlement crowd does so regularly.
Stop the thieves who steal up to $950 and get away with it causing us honest tax payers to pick up the higher cost to cover the thievery and please do not continue to go toe to toe with Oakland in making Concord a sanctuary city.

Yeah I’m sure with his last name he’s going to be real tough on illegal immigration here. Who cares about his credentials how hard is it to enforce laws you don’t need to sit there and study for five years to know somebody’s an illegal with no paperwork or to stop somebody breaking in a car this is common sense stuff and yeah I agree why are we hiring liberal losers in San Jose who wants a liberal as their police chief ? that’s like hiring Ned Flanders. I didn’t realize they were appointing these guys not electing them that’s dangerous. The people overwhelmingly want somebody tough on crime…why don’t you hire someone with a record of actually cleaning up a city? San Jose is a trash heap with lots of Latino murders! I don’t know maybe that’s just too much common sense for you liberals who think Legacy Americans don’t see what you’re doing. oh we see what you’re doing there will be consequences come election time. But maybe not! As I said before these people Weaponized immigration and shipped in a good third of the votes here for them to never really have to worry about political competition and they keep importing votes…it’s actually sick what they are doing it’s a complete fleecing of our country and this is part of it …diversity equals division, prove me wrong
