Lawmakers Push For Statewide Plan To End New HIV, STD Infections

State Sen. Scott Wiener on Thursday introduced a bill that would require state agencies to create a comprehensive plan to end new HIV infections, as well as other STDs, throughout California.

Senate Bill 859 calls on the California Health and Human Services Agency to work with the California Public Health Department’s Office of AIDS to set targets for ending new infections of HIV, hepatitis C virus and other sexually transmitted diseases, as well as identify programs, policies, strategies and money to reach those targets.

“We have the tools to end new infections of HIV and STDs. What we’re missing is political will,” Wiener said in a statement.

“This bill, SB 859, would require California to make a plan to end this epidemic, and help state agencies access the necessary resources to do so. I’m proud to be introducing another piece of legislation fighting for the LGBT community, which, alongside other marginalized communities, is disproportionately impacted by HIV and STDs. California must be a leader on these issues, and right now we’re at risk of falling behind,” he said.

Ban sex? A license from the Government to have sex? Approved training before you can have sex? A sex registry? A background check before you can have sex? A background check before you can purchase prophylactics? A 10 day cooling off period before having sex? A ban on tactical sex?

Seems to be the answer for gun violence….

You forgot banning California residents from going out of state to have sex … but you can have sex with an out of state person provided that they have first been delivered to a licensed sex dealer.

Good catch…. and if you violate these common sense sex control laws we will put you in jail and if convicted, you will be permanently prohibited from having sex or possessing sex paraphernalia.

The Government is not trying to take sex away from you, they are just trying to prevent people from going blind and having orgies.

You are somewhat correct. It is California SB 239 that reduced the penalty from a felony to a misdemeanor for knowingly infecting a victim.

If he wants to fix things he should make not telling someone you have HIV a felony again instead of a misdemeanor.

The studies show that laws colonizing HIV infection actually increase the infection rate. These laws that criminalize infection are dangerous to public health.

Also it is almost impossible to prosecute these cases since it must be proven that the person infected with HIV intended to infect the other person. The likelyhood of infection is very low to non existant when on HIV treatment drugs.

The immense resources Weiner is talking about should be committed to ending a disease which is not otherwise subject to elimination by the practice of self control.

I think it is important to note the Weiner introduced legislation that was passed by the legislature which reduced the penalty from a felony to a misdemeanor for intentionally infecting another with HIV. At what point did he get a twinge of conscience then that makes him want to end the disease he was instrumental in encouraging the spread of by his previously liberal-minded brainfog representation. Weiner is actually no hot dog, he’s a meat substitute. A snowflake? No, just a flake!

We KNOW how these diseases are spread/transmitted. No one can honestly say they don’t know how this works. Call it unsafe procreative activities, if you will. If you have multiple partners, who have multiple partners, these diseases will continue to spread. This is just stupid people doing stupid things and then blaming everyone else.
