Former ConFire Battalion Chief Accused Of Falsifying Payroll Records

A former Contra Costa County Fire Protection District battalion chief has been charged with 12 felonies for allegedly giving himself extra vacation days and overtime by falsifying payroll records.

Louis Manzo Jr. of Danville could face nine years in prison if convicted of the 12 counts.

Prosecutors said that Manzo falsified records in two ways. In one, he would take vacation days but then record that he was on an outside assignment and list events that he did not attend.

He also would claim overtime for the out of office events he said he attended. Investigators reviewed GPS logs for those days and determined that he wasn’t at the events or even near the event location.

“Manzo took advantage of his knowledge of Con Fire’s internal system to fraudulently misrepresent his hours and time off requests,” Deputy District Attorney Dodie Katague said in a statement.

Prosecutors estimated that Manzo cost Con Fire $46,000 in salary and $19,000 covering shifts when he was out of the office claiming to be on special assignment.

I want to be a fireman when I grow up.

So many benefits to steal from the taxpayers (house in Danville).

Drain the Swamp.

That’s a lot of money to throw away for 46k. Idiot! Now I’m questioning how much of that was stolen as well!

ChuckStir December 7, 2019 - 12:06 PM - 12:06 PM

Prosecutors say Mr.. Manzo cost Con Fire a chuck of change, actually he cost the tax payers that money.

Pops December 7, 2019 - 12:37 PM - 12:37 PM

Let’s not be judge and jury. Wait for all the facts to come out during his trial and even then we don’t know the extent of his mental state or situation. Let’s not criminalize our First Responder heroes and put them in jail.

Turn n Burn December 7, 2019 - 2:54 PM - 2:54 PM

Are you kidding me!!!!!?????? You’re the first one to throw the Police under the bus! Sorry ,but the Police are there before the Fire or EMT, AMR!!! I appreciate ALL our First Responders. You don’t by the way you disrespect our Police in posts past. I hope and pray you don’t honestly work at the ER. You sound like someone who would pick and choose who would live or die if they didn’t agree with you.

Mr. Smith December 7, 2019 - 5:43 PM - 5:43 PM

Did you know first responders don’t have to wear their seat belts?

John P December 7, 2019 - 5:52 PM - 5:52 PM

Right now, it’s just this one (who’s no hero, ace). I hope he knows of others and drops a dime on them for a sentence reduction from 25 years to 18.

This trauma person should be ignored. All she wants is attention by posting foolishness.

So please join me in ignoring her, and not responding. All we are doing is giving her the attention she craves.

Well Folks December 8, 2019 - 9:24 AM - 9:24 AM

Turn n Burn- sweetheart you are wrong. Most of the time fire & paramedics get to scenes before the police. I can tell you for FACT that SRVF gets to accidents on 680 before the CHP at least 60% of the time.
There is a world of difference between police and firefighters. Firefighters are trained to SAVE LIVES PERIOD. Police are trained to kill. They are just a mini military

Turn n Burn December 8, 2019 - 12:23 PM - 12:23 PM

Well Folks. I can’t believe your response. Being a First responder myself, I can tell you it’s all about scene safety. Not talking bad at all about our Fire fighters or AMR. We are a family that you know nothing about. Please tell me your life experiences with being a First Responder. Are you one, or married to one? YOU my dear…are something that I can’t say without getting deleted!!! I think you have a problem with the Police. Please tell me what company you or your spouse works at!!! Otherwise Keep your hatred to yourself!!!

TraumaRx December 8, 2019 - 3:17 PM - 3:17 PM

Fire and EMS are always first on scene.

Retired LEO December 8, 2019 - 8:31 PM - 8:31 PM

Police have ridealongs while firefighters have sleepovers.

If traumarx is playing firefighters against police, then obviously he/she has NEVER been a first responder….

10-10

Retired LEO December 8, 2019 - 8:34 PM - 8:34 PM

Fire is not “always” the first on scene,

In my personal experience, the police are on patrol – while fire is dispatched from the station.

Don’t make sweeping statements without the facts to back them up.

Noj December 7, 2019 - 1:37 PM - 1:37 PM

Spoken like a true Public Defender, poisoning the jury pool.

He’s already had a Grand Jury impaneled and now has been indicted.

Twelve Grand Jurors were convinced. Please don’t be on the jury.

A little stiff justice needed here (and elsewhere).

“DeSaulnier is submitting a bill so that convicted public servants may never work in public service again and lose their pension”…that will be day huh?

Ilovepopcorn December 8, 2019 - 7:45 AM - 7:45 AM

Wow! He had such a great paying job and a fabulous career thrown away for more money. Too bad. I bet he is sorry now. Too late. He is in big trouble. We cannot have people destroying our public trust. Shame shame on him.

only sorry he was caught….

Lost and Happy December 8, 2019 - 9:14 AM - 9:14 AM

What a tool, he never thought they might audit him when he was doing station coverage that totaled almost 20k in OT no doubt…. he made his bed and time for him to repay

Mika December 8, 2019 - 9:34 AM - 9:34 AM

Not only should he get time, he needs to pay the taxpayers back all the money he stole from us

Puffandstuff December 8, 2019 - 3:18 PM - 3:18 PM

I’m really surprised that if he is found guilty he will still get part of his pension. That’s just crazy. Give him more tax payer money ? So wrong.

Well Folks December 8, 2019 - 9:32 PM - 9:32 PM

He gets out the money he paid 8n but not the agency contribution. Legally his contribution is his so he can not be denied it. This chopped his retirement significantly. Might actually have to be a greeter at Wal-Mart to survive

TraumaRx December 8, 2019 - 3:19 PM - 3:19 PM

The true heroes are fire fighters and medics.

ConFire December 8, 2019 - 5:37 PM - 5:37 PM

Louis Manzo Jr is a weird choice of heroes.

The Fearless Spectator December 8, 2019 - 9:52 PM - 9:52 PM

I know Lou and I can say he’s one of the nicest and most stand up firemen I’ve met. I know he recently went through a divorce which I’m sure was hard on him and the kids. First responders have a much higher divorce rate than the typical 60%. Many of us are alcoholics or suffer from mental illness like PTSD, depression and anxiety. Our life expectancy is at least a decade shorter than others. Sometimes the job and the life situations that come with it can push a good honest family man who got into the job to save lives to do dishonest things, especially when the opportunity is there . Sad.

Once this case is over I hope that he and his family find peace.

ya right December 9, 2019 - 6:54 PM - 6:54 PM

I know him too and “stand up fireman” are the last 3 words I would say about him! $166k base pay and over $100k in OT. It’s called live within you means. 3 words that come to mind are Greedy, Entitled and Selfish. Not words that should describe a FF!

Tmac December 12, 2019 - 11:02 AM - 11:02 AM

You obviously don’t know him.
