I think it would be a good time for Concord City Manager Valerie Barone to do a comprehensive audit of the Concord Police Department. Outside consultants should be brought in to try and figure out why the department is bankrupting our city. Some in Concord, such as myself, believe corruption is going on at Concord PD – salary’s are clearly too high for the work being done, too much overtime is being worked as well.
The reason it would be a good time for an audit is the leader of this Wyat Earp gang that runs the Concord PD – Chief Swanger – is retiring. Concord does not have a lot of crime, our city never has. Why are the officers in Concord making so much money Where is the crime that would justify that? Why all the managers over at the PD? When will Concord start spending money on something other than the PD? These are questions a growing number of local residents have.
The fact that Chief Swanger lasted so long as PD Chief – he was there 10 years – indicates to me it’s likley corruption was – and still is – going on at the police department. His ten year tenure as PD Chief is quite fishy to me.
Typically PD Chiefs in other cities in the bay area last no longer than a few years, everytime I read the paper some bay area PD Chief is retiring, usually after only three years on the job. A PD Chief job is a big headache, lots of pressure, meetings all the time, the job takes years off your life. Why did Swanger last so long?
Isn’t it because Swanger had little work to do. The Concord PD has so many mangers and other manager bigwigs – and officers – the department has to make up work for the officers to do, create make work jobs. Concord just doesn’t have that much crime, we never have.
My working theory on Swanger is he did did little or nothing during his 10 years as PD Chief, he just called an occasional press conference , lunched in the afternoon with other PD Chief’s, and attended as many conferences as he could. Bascially he was semi-retired during his years in Concord (he was getting a 140,000 pension on top of his 270,000 PD Chief Salary according to records).
I myself am supportive of law enforcment, but no way should a PD be bankrupting a city – which is the case in Concord – you pay as much for law enforcement as you need, and not a penney more. I also don’t think it’s the role of the City of Concrd to help people working at the PD to become millionaires, which si the case with Swanger (2 million he made during his years as Concrd PD Chief, and he never drew his gun, I am told)
A city is more than a PD, well run cities fund libraries, they fund great recreation programs, teen centers, they fund the arts, they even build theaters for local theater groups (see Pittburg). Well run cites build new city halls (see PH and Pittsburg, the build new libraries to repalce old rat-trap library’s ( see Clayton, Lafayette, Walnut Creek, Danvile, Pleasnat Hill. In Concord, all we get – for out tax dolalrs – is 290,000 a year patrol officers.
