Congressman DeSaulnier Introduces Legislation To Expand Access To Higher Education For Students With Disabilities

Representative Mark DeSaulnier (CA-11) introduced the Improving Access to Higher Education Act this week.

This bill, according to DeSaulnier, would help improve college access and completion for students with disabilities.

“When students with disabilities are provided the proper tools and resources for their specific learning needs, they can excel in the classroom. However, students with disabilities enrolled in four-year college have only a 34 percent chance of completing their degree,” said Congressman DeSaulnier.

“For the past three decades, the Individuals with Disabilities Education Act (IDEA) has helped support students with disabilities complete their K-12 education. I am proud to partner with my colleagues in introducing this important and necessary legislation to ensure college-ready students with disabilities reach their full potential.”

In 2005, just 46 percent of students with disabilities who graduated from high school enrolled in post-secondary education, with only 40 percent of those students going on to finish a degree or receive a work certificate within eight years.

The Improving Access to Higher Education Act aims to address this gap in completion rates.

Specifically, the Improving Access to Higher Education Act would:

  • Instruct institutions to provide comprehensive services to students with disabilities, such as personalized study plans, integrated housing among their peers, and partnerships with local education agencies
  • Improve professional development and technical assistance to faculty and staff
  • Develop best practices for institutions to integrate instructional materials and technology in the classroom
  • Require institutions to collect data assessing the success of the services provided to students with disabilities
  • Incentivize institutions to create an Office of Accessibility to best address the needs of students receiving disability services
  • Create two new $10 million grants to establish a National Teacher Assistance Center and National Coordinating Center for Inclusion of Students with Intellectual Disabilities

As for handling the real problems that plague the state, he doesn’t even know where to begin. All he ever does is make vague hollow statements. What is his plan and how does propose to help disabled students? He has no clue.

People with disabilities are American citizens. A disability does not negate one’s legal status. Furthermore, anyone who has the gumption to try to get a college degree would have to be able bodied to some degree. People might have impairments, or challenges, but are still willing to do work to get a degree so they can get a job.

Everything DeSaulnier puts forward costs taxpayers additional dollars, even if it clearly duplicates existing programs such as this. His constituents need someone in that office who is fiscally frugal and not intent on bankrupting us with his generosity using our money. DeSaulnier panders to a liberal, politically correct agenda whether or not these programs are really needed. He is beholden to special interest groups, furthers their agenda, and neglects the needs of his constituents who aren’t part of the liberal left. It’s past time to vote him out.

Great! Special Ed students need all the help they can get. Sounds like some here would rather kick them to the curb. “if you can’t keep with typical students, oh well, good luck.” Does that sound helpful?

Mark DeSaulnier’s progress. Fortunately they are not in charge. He was elected by a majority obviously. He cares for community and the common good for people. Now isn’t that just terrible? Geesh.

popcorn – and desaulnier is UNWILLING to listen to anyone that tries to present an opposing opinion – even based on FACT.

Progress? Like him staging his famous (and grinning) “sit-in” in Congress a few years ago? That tells me plenty about who he really “cares” for and even more so about the majority that elected him. You do know that he just rode George Miller’s coattails into office and depended on the useful idiots to transfer their votes to him….

DeSaulnier is NOT from around here. He’s from the East Coast. He knows zero about what REAL Californians want. So sick of these people coming from somewhere else and taking over when they don’t have a clue about what they’re doing. He’s not caring for the “common good” of his conservative constituency. He doesn’t represent his constituents, he represents the liberals in his district. What has he done specifically for his district? Nothing! He has made some of the most ridiculous comments in support of a strictly liberal agenda without batting an eyelash. He’s partisan, and he’s got to go.

Hmmm, let’s see, lived in California half a century, served on the Concord Planning Commission, elected and re-elected overwhelmingly to the Concord City Council, CCC Board of Supervisors, California State Assembly, California State Senate, and Congress. But yeah, knows nothing about California or what “real” Californians want. No one cares what you think here. Why should he give you anything more than lip service?

There are so many programs and offices on college campuses devoted to disabled services, other special interest services pale by comparison.

Gotta agree with Gittyup. My cousin is dyslexic. He has gone through life telling himself he can’t do things because of his condition. I’ve told him over and over again that that’s a cop out. There are services galore on college campuses to help just about every disability.
Colleges nowadays offer quite a bit to disabled students. There are books on tape, people that will read books to those that can’t, longer times for disabled students to turn in work/take tests, and so much more.

That being said, I support this legislation. While I am not a DeSaulnier fan, and I believe most of his legislation is right up there with Weiner (a total waste of time), I think we should do whatever we can to assist those with disabilities. By no fault of their own, they are oftentimes the fragile ones of our community. I would also support any legislation put forth by DeSaulnier that would benefit the population as a whole, instead of small groups within it. However, I don’t think that will ever happen.

Citizens children education to fall victim to the dem gouging to fund illegals as brown took millions from school budget that is fed money by the way and used it to house illegals in low income residences there by rejecting low income Americans to the street creating the housing problem and directly increasing homeless

De slacker never held a town hall or even balked or even said sorry or hey maybe I’ll look into that …he has never once looked out for education of American children or their parents
He has never put America first since he has been a pelosi pony

He has never once said or town halled any ideas to decrease taxes
He continually attacks the middle class and allows them to be taxed to death
He continues to waste tax payer money on democrat voters only not ever once doing anything for the people all of the people
He is a one show pony living off of all of our tax money

What happened …riots, sanctuary ,passing laws to legalize theft, anti America ,anti manholes ,anti straws ,blocked freeways ,beheading of potus effigies,,and cheers for doing it , spite ,hypocrisy, raised taxes ,union raises ,union executive bonuses ,Bart Bonuses,high speed rail scam , gas tax for roads ,education levels dumbed down and passing failing students ,measure a temporary tax still going ,exodus of companies and families ,bum population explosion ,American citizens denied affordable housing in favor of housing illegals ,American citizens on the streets with no affordable housing available ,
Still bad roads , Town halls with pre qualified questions lol, pelosi and kamala shirking their duties in demifornia for a lame run at potus eventually coming back to their seats all the while being paid by our tax money for no work for a year or longer ,

You cheer for the crumb thrown at you by a lame duck politician over something that allready exists in spades
You cheer that politicians in this state are doing a minimal attractive misfit job for the dem voters while ignoring everyone else
Calling yourselves righteous and better and the good while everyone who disagrees is garbages and should be treated as such including our children
Favoring illegals and showering them with our tax money and benefits and housing and Medical and dentistry and vision free

I love popcorn You can pay my share then to help the poor disabled people who already have programs for them. I don’t think you get it there are already programs like Social Security/disability programs popcorn lady. There’s not some sort of endless supply of tax money just to be clear. My problem really isn’t with the bill per se it’s the fact that they’re already programs for this sort of thing and there are other issues in the state that need to be fixed. Such as build more dams! If you’re going to have so many people here make sure there’s sufficient water to keep people alive, that’s a major priority! Priority two remove illegals in mass! like I said the tax money is for citizens only….you’re lowering the quality of education and living for all citizens by allowing this lawlessness as well as destroying the culture (which is pretty much destroyed by lefties here)and possibly bringing a biological virus that wipes out half the population

I very much agree. I worked for the school dist. and it’s the regular students who could use some TLC. Special needs students have plenty of programs. It sounds kinder to offer Special Needs programs than say gifted students programs. It’s not easy being normal or smart either all students could use special programs.

Wow. Some of the comments here are really disappointing. People who have disabilities take much, much longer to learn. It requires persistence and hard work. The amount of compassion I’m reading here is heartbreaking. I’m not a fan of Mark’s politics, but I support any effort to help those who have extra challenges when learning. Now, throwing $10 mil at the problem may not be feasible, but would we do that for our Veterans? People who want to learn English (as their second language)? Any time we join together to raise up our young people, they benefit, we all benefit. Rising tide raises ALL boats.
