Contra Costa District Attorney Joins Program To Reduce Racial Disparities In Juvenile justice

Contra Costa County has partnered with Georgetown University’s Center for Juvenile Justice Reform as well as the Center for Children’s Law and Policy for a program aimed at reducing ethnic and racial disparities in the juvenile justice system.

According to county staff, white people make up around 46 percent of the county’s general population, yet they represent just 9 percent of detained youth in the county’s justice system.

While minorities actually make up a slight majority of the county’s general population, they account for 90 percent of detained youth, according to data from 2016.

“We must increase options to positively and successfully divert young people away from the juvenile justice system,” Contra Costa County District Attorney Diana Becton said today in a statement. “We can give our
youth a second chance by providing them with a positive and strong support system within our overall criminal justice system.”

Other participating agencies include personnel from the Contra Costa County Public Defender’s Office, the Contra Costa County Office of Reentry and Justice, the Richmond Police Department, and the West Contra Costa Unified School District.

Contra Costa County’s rate of racial disparities in the juvenile justice system ranks fifth-worst in the state of California, according to a January study by the Oakland-based W. Haywood Burns Institute for Justice Fairness & Equity cited by county staff.

furthermore as they stated “We must increase options to positively and successfully divert young people away from the juvenile justice system,”

I just experience this inequality with the juvenile system and my child. He got in trouble for the first time in his life with the law at age of 15. Never been in probation or in trouble yet because he was with a group of friends which ironically are all white kids. All the boys decided to steal ice cream from a street vendor. And based on a poor written police report blaming my son for everything he ended getting arrested and spend 8mon in juvenile and was issues a felony charged based on word by mouth statement by the victim. Nobody was injured or hurt and no stolen possession was found but eaten ice cream. My son ended up paying for being a minority. The white boys were already in probation in trouble with the law and they were allow to go home. I feel like his punishment was very extreme and since I’m a minority without money to pay a qualify lawyer to fight for his rights I was limited to what I can do. I seen injustices and I’m glad that the departments above are finally reviewing statistics and realizing that our juvenile system is failing our children. Speak UP!!!

WC Resident September 21, 2018 at 8:40 PM

@Stand Up – Teach your son not to get involved in crimes and he will never get to personally experience the criminal justice system. You still have a chance given that the criminal record should disappear when he turns 18.

Regardless of race, I’m more inclined to put my faith in what the victim said rather than your son.

If the police report was “poorly written” as you claimed then any lawyer would have been able to shred it. Charges regularly get dropped based on small errors in a police report. It appears your son’s defense attorney found that the police report was factual and that it could not be challenged.

The key though is to not get involved in criminal activity as your son was.

I hope you also made him work his butt off and to pay back the ice cream vendor above and beyond the damages. That includes paying for the ice cream stolen by his white (and hopefully former) criminal buddies.

Incentives for “majority” juveniles to commit more crimes would be another approach. Let’s think outside the box a little bit here.

Anon September 20, 2018 at 4:38 PM

Who were the juveniles who hijacked the BART train last year?

Quit being Politically Correct IMBECILES!

Parent September 20, 2018 at 4:57 PM

Hold parents/guardians accountable for their kids actions. And furthermore, people shouldn’t be allowed to have children until after they have proven they have a job, healthcare and pass a parenting class.

Pat September 20, 2018 at 11:00 PM

What “Parent” said.

Rob September 20, 2018 at 5:03 PM

What does this even mean? Is the plan to have the justice system to go easier on juvenile minorities to improve their incarceration numbers?

RSD September 20, 2018 at 9:44 PM

Rob, Don’t try to make sense of it. This is a typical crazy lib solution. This type of thinking is exactly why Trump was elected.

ManBearPig September 20, 2018 at 5:20 PM

Don’t commit crime mmmkay?

There ya go. Plain and simple.

Some people are willing to work hard spending days, weeks, months, or years to be able to afford to buy things while others are OK with taking things that don’t belong to them. If you decide to be in the latter group of people, you’re doing something wrong and should be held accountable.

Good grief September 20, 2018 at 5:26 PM

The first notch in the belt of the George Soros agenda. I can’t believe how dumb the voters are in this county and state.

Mika September 20, 2018 at 5:35 PM

Maybe there is no disparity. They are being detained because they broke the law and got caught.

Pat September 20, 2018 at 11:01 PM

EXACTLY.

Anon September 21, 2018 at 9:14 AM

Exactly! Don’t do the crime if you can’t do the time.

Kinsey Leakey September 20, 2018 at 5:46 PM

Yea good luck with that…
Ain’t nothing ever gonna change with those statistics.

Googlar September 20, 2018 at 6:49 PM

Focus on keeping non white families together rather than arresting more white people. The issue is solved by fixing the broken gang culture rather than artificial quotas.

Concord Grape September 20, 2018 at 6:16 PM

Who robbed the Apple stores, Verizon stores? Doesn’t matter if you are blue ,pink, black, white orange. Do the crime and do the time. Enough of this Snowflake, PC pandering garbage

Always Right September 20, 2018 at 6:51 PM

Notice how county staff only reports low white incarceration rates.

Sounds like a racist dog whistle to all white parents, congratulating them for keeping their kids out of trouble.

What about Chinese kids and their parents? Philippino kids and their parents? Indian kids and their parents? I bet the data would show their rates are at least as low as white people. Diana Benton should be ashamed.

Kinsey Leakey September 20, 2018 at 7:04 PM

Statistically in all areas where statistics are calculated, I’m sure glad I’m white!

Anonymous September 20, 2018 at 7:25 PM

You could see this coming . Look at the population of the state prisons of you want to see disparity . It’s simply an effort not to hold individuals accountable and curry favor with the left.

And last- look at who’s committing a disproportionate amount of crime .

Person September 20, 2018 at 7:32 PM

Sick of liberal INSANITY!
Enough already!!

ethosian September 20, 2018 at 11:12 PM

But yet an overwhelming majority of CA voters continually vote in abject LUNATICS like this moron DA. Just one more example of how off-the-rails insane this state—and particularly the Bay Area—have become.

East bay Native September 20, 2018 at 8:16 PM

How anyone could have voted for Diana Becton, I will never understand. Race centric ideas regarding criminal incarceration created by corrupt activists and individuals who seek out to blame others for their own predicament.

Did I Say That Out Loud September 20, 2018 at 8:57 PM

So we’re supposed to base this on a quota? How about basing it on who in the hell commits the crime does the time….nah, that would be far too logical.

Nunya September 20, 2018 at 9:21 PM

Don’t want to do the time, don’t commit the crime, duh!

NoFlow September 20, 2018 at 10:35 PM

If you can’t do the time, don’t do the crime.

Pat September 20, 2018 at 10:57 PM

How about charging the parents $$$$$$ for all costs related to their CRIMINAL children since this all starts at home. Also, they should be sterilized, damn right! Put THAT on the ballot.
I’m tired of my tax dollars being spent representing, feeding, clothing and putting a roof over the head of punks of every age.

Pat September 20, 2018 at 11:11 PM

Do you people vote? I sure do, and if you’re allowed to post a comment on anything political you should be required to FIRST state whether you vote or not. So many of the commenters here could be whining non-stop but do nothing about it. What a waste of time to read their comments. I USED TO vote Democrat but got so sick and tired of catering to thieves, sanctuary city crap, more tax money for lazy and low income people (well whose fault is that?), etc., etc.. I’ll probably never vote for a Democratic candidate again. You people disgust me.

Forsythe September 21, 2018 at 8:08 AM

We live in a society that is quick to jail people. This has created downward spirals that affect everyone else in the community. It would interesting to see if more constructive approaches, such as more family based interventions, can help build support systems that create healthier communities and cities.

Kinsey Leakey September 21, 2018 at 8:25 AM

Quick to jail people? Pull up your pants and quit talking out your butt.
People get jailed for a reason, geez you been smoking too much Ganja lately dude.

Maybe we shouldn’t jail anyone no matter what they were arrested for, for a mandatory 72 hours cool down period…haha

You have any more brilliant perks of nonsense?

The problem is we are jailing enough criminals.

RANDOM TASK September 21, 2018 at 8:47 AM

forsythe oh poor forsythe

your comment: “We live in a society that is quick to jail people. This has created downward spirals that affect everyone else in the community”.

apparently the libs have tainted you thinking ….you see people commit crimes and then there are laws …ill say it again LAWS…THAT DETERMINE THE FUTURES OF THESE CRIMINALS ….

as it appears in your comment you would be more than willing to house these criminals in your home/apartment to how did you say : constructive approaches, such as more family based interventions, can help build support systems that create healthier communities and cities.

query ….so you want more hugs for thugs and that will solve the problem.

ok then I will be more than happy to vote for you to be the official thug hugger supporter ….I and I am sue everyone else will be amazed at how thugs take to hugs and become changed and help elderly cross the street and wash their cars ….more liberal thinking like this is what we need …..

god bless

Graceful September 21, 2018 at 9:03 AM

hmm…what exactly is it they are trying to say here? Does anyone buy what the politicians are saying anymore?

Ricardoh September 21, 2018 at 9:15 AM

I have been telling you that as a country we are in trouble. Political Correctness is no way to have a truthful society. We have just started in this journey. You haven’t seen anything yet.

Ricardoh September 21, 2018 at 1:36 PM

If you are a democrat and do not recognize your party is going berserk you are not paying attention.

Reality says... September 21, 2018 at 2:10 PM

When was the last time you saw “other races” doing this?

http://claycord.com/2018/09/20/update-concord-police-release-images-of-t-mobile-robbery-suspects/#comments

I love data, it gives an unpolished view of reality and is unbiased, yet most people can’t stomach the results and concede the data is truth. Now, data is just a tool and be be used incorrectly as well, you have to put in the right query and . The data point missing here is HOW these

Justifiable anger September 21, 2018 at 5:43 PM

The actual cause of this ‘disparity’ is, the breakdown of the family. Children need both parents to raise and teach them.

RANDOM TASK September 21, 2018 at 7:45 PM

OMG excuses because of a 1 parent household ….I and 60% of the people I know and know of are from 1 parent homes and only children and large families do not make excuses for those who choose ….yes choose to break the law …these people be them every color of the rainbow if that pleases you are responsible for themselves ….and most care not for a civilized society they want to be thugs ….and it appears the lib dems are frothing at the mouth to release them onto the streets and create unrest so they can act like the savior ….its called a long con and the dems of this state have studied hard and long to steal everything you have ….LOL WITH HYOUR APPROVAL AND VOTING FOR IT ….WOW NICE CON …KUDOS TO THE WOMEN WHO ORCHESTRATED THIS CON ON THIS STATE BY ENGRATIATING CRIME AND EMBELISHING DISPARITY AND DIVISION TO MAKE THE LEMMINGS GIVE EVERYTHING AWAY TO BE ….PC

jon s September 22, 2018 at 2:56 AM

TO “Pat” :Back in the 80’s Contra Costa would bill the parents for room and board for Juveniles that were arrested and spent time in Juvenile hall and Byron boys ranch and Ca youth authority. This was later deemed unconstitutional. and they were ordered to stop billing the parents. They were not ordered to pay back these unlawful fees they had charged.Of course,it was the liberals that cried about this.It was mostly their kids getting arrested and the county was tired of footing the bill, and they still do.

STAND UP September 25, 2018 at 2:26 PM

The point is that the system is corrupt. The sentences being issue to the kids are not fair. The juvenile system is no consistent with the sentences. Some kids get more time than others for the same crime and similar background. Not that he white parents are doing a great job raising their kids. It’ that the judges are not charging kids fairly or the white kids have rich ass parents that pay huge money for good lawyers. I’m a tax payer. I pay taxes too and also take full responsibility of what my children do!!!
